    According to the amendment (2020) of the Act on the Promotion of Smooth Transportation, etc. of Elderly Persons, Disabled Persons, etc. in Japan, public primary and junior high schools, which are newly built/renovated/extended, should be designed to be physically accessible for students with special needs. In addition, existing schools should also make efforts to improve accessibility. On this background, this paper focuses on the methods to effectively promote accessibility in schools that is achieved through user involvement for inclusive education. The survey subjects were all 164 public schools in Saitama city. A questionnaire to all schools was conducted to find out 1) the features of physical obstacles impeding inclusive education and 2) examples of user involvement in the planning stage of accessibility. In the results, accessible toilets have been installed progressively. However, inaccessible routes and spaces remained because there were no lifts in most existing schools. Regarding user involvement, a good practice was discovered in one case of restroom renovation which reflected parents’ requests. In reality, because of the limitation of the budget of the municipality, it was obviously difficult to provide sufficient accessibility in all 164 schools in the short period. To achieve fully accessible schools for everyone, it is crucial to create short/mid/long-term facility management strategies and to share knowledge/skills regarding accessibility improvement among administrative officers, architects, and users, so that they can find efficient and effective ways to promote accessibility.

    The Barrier-Free Basic Plan (BFBP) of Japan is based on Article 25 in the Act on the Promotion of Smooth Transportation, etc. of Elderly Persons, Disabled Persons, etc., abbreviated as the “Barrier-Free Act”. BFBPs are created by municipal governments and play a crucial role in progressing the accessibility of existing buildings/facilities in cities. However, the number of municipal governments which have their own BFBPs stands at only 304 out of a total of approximately 1700 municipalities in 2020. The purpose of this paper is to describe the barriers and difficulties that administrative officers face in creating and managing BFBPs. The questionnaires were distributed in 2018 to 183 municipal governments which have their own BFBPs. The procedures of analyzing the results were as follows: 1) motivation for creating their own BFBPs, 2) supportive advisers in proceeding with the creation of BFBPs, 3) difficulties of creating their own BFBPs, 4) key factors promoting the quality of BFBPs, and 5) self-evaluation of their own BFBPs. In conclusion, the challenges that administrative officers faced in creating BFBPs and the required measures to raise the quality of BFBPs on a practical level were discovered, by considering the population scales of municipalities and the establishment year of the BFBP. The continuous removing of obstacles in existing buildings based on BFBPs will allow for more comfortable and accessible cities for everyone.

    &nbsp;Japan is one of the countries with the lowest neonatal and infant mortality rate in the world. The main factors behind this are said to be the progress of medical science and the prevalence of advanced medical technology and treatments. However, some children need medical care in their daily life. In fact, the total number of children in kindergarten, primary, and secondary schools who need daily medical care has increased from 5,901 in 2006 to 8,143 in 2015.<br>&nbsp;Despite the increase in educational needs for students receiving daily medical care in schools for special needs education, the facilities improvement guideline provided by the Ministry of Education, Culture, Sports, Science, and Technology notes quite a few issues about medical care. Architectural research studies on them in Japan are also lagging.<br>&nbsp;This paper shows the subjects of school facilities development for students receiving medical care in schools for special needs education. In Part 1 of the research, we attempted to grasp the problems and teachers' requirements for improving school facilities from the perspective of medical care. We used a nationwide questionnaire, which was conducted in 2015, targeting all schools (281) for students with physical disabilities. We obtained responses from 160 schools (56.9%).<br>&nbsp;In the questionnaire, we established the following sections for dividing the problems based on their features such as priority, facilities improvement, or teachers' creativity: 1) problems solved through repair or renovation, 2) problems remaining despite repair or renovation, 3) problems that teachers cannot solve by themselves, 4) considerable problems in school planning despite teachers' capacity to manage them, and 5) problems solved through teachers' creative use of space and human resources.<br>&nbsp;The main targets of the analysis were answers regarding the problems, reasons for them, and ways to solve or adapt to them. The data was analyzed using KH coder developed by Higuchi (2001) as text mining software. A total of 688 problems were obtained from the questionnaires. We drew the co-occurrence network by using the software in each section; through this method, commonality could be cleared from the various problems.<br>&nbsp;In Part 1, the analysis results of section 1)-4) were showed. One of the main problems solved through repair or renovation was the establishment of a medical care room. The problems that teachers could not solve by themselves were mainly four: a) the lack of lunch room space for students who need tube feeding, b) the difficulty of controlling the constant temperature and humidity in each room including corridors, c) the difficulty of emergency care because of the layout of the school facilities, and d) classrooms or medical care rooms without any hot water supply. The considerable problems were regarding e) the lack of outlets, f) inconvenient or uncomfortable restrooms, g) anxiety regarding dust on classroom floors and also hot water supply. These could be considered as the requirements for improving school facilities.<br>&nbsp;We also obtained the characteristics of each kind of medical care. It was clear that the considerable issues in school planning were regarding the lunch space being adequate for tube feeding, an efficient restroom for catheterization, clean floors in classrooms so students with tracheotomy or weak respirators can avoid dust, and sufficient outlets for suctions or artificial respirators.<br>&nbsp;In Part 2, we will attempt to analyze section 5) and perform a cross-sectional study of 1)-5). This analysis will show what to plan when adapting school facilities to provide medical care and how to allow teachers to make decisions regarding creative use of space.

    The purpose of this paper is to discuss about the subjects of educational environment for special needs education. Conducting a case study at the Saitama Municipal Sakura-so School for students with profound multiple disabilities, we grasped the problems and those of the reasons about the school facility for the students by performing hearings and questionnaires survey targeting the teachers. Some issues regarding usability of this facility, even newly-built, were cleared. We showed how to relate the school planning to educational needs, assisting methods, characteristics of the disabilities, and the security and safety for students.

    This paper clarifies the way of involving with sustainable village management by outside-villages residents, conducting a case study of Iketani and Iriyama villages in Ni-gata prefecture. The various types of outside-villages residents visit the villages with each objective and they come from nearby the villages or distant urban cities. As the targets of hearing survey, we researched residents, the members of the To-kamachishi revitalization executive committee, the people moving or visiting from urban area. The comparative analysis showed that the outside-villages residents play each role of village management in accordance with position.

    The purpose of this paper is to show the structure of educational assistance organizations related with a primary school, by analyzing characteristics of educational activities and visions of relationship between organizations and a primary school.<br> Main results are as follows;<br>1) The 7 types of organization, which were constituted of 3 hierarchies (comprehensive - multiple functional- specific functional organizations), were grasped.<br>2) For the future organizations, it is required that they participate in the school management with residents or take part in roles of educational activities about community.<br>3) The various combinations of 7 types in each school are cleared. The activation of comprehensive organizations leads to the development of the others.

    The purpose of this paper is to show the key of human relation which interests them in their hometown and makes them participate in the community. It is cleared that their interests has 4 stages, starting from interests just in daily contents such as environment/safety/relative, to great interests in culture or social relation such as festival/community organization/ keeping company with neighborhood. The greatness of their interests doesn't depend on their attribute. For improving their interests and participation, it is important to have the various human relations centering their classmates of school days.

    The purpose of this paper (part 2) is to show new community system adapted for aging society in mountainous regions, by investigating the community management area. We analyzed the relation between residents who maintain community function, and the residents' living area. Main results are as follows. In aging villages the community management area become small or the community organizations strengthen. On the contrary, in excessive aging villages that area becomes large because the residents require fellows who live another village to help their management. In the future it is needed that villages corporate each other and the areas are rearranged.

    Recently, some young people in rural area actively participate in their community and liven it up. Thus it is needed that they find the attractiveness of their own living through experience. The purpose of this paper is to show the importance of experience in youth, for raising the value of community. We examine their recognition of which they want to succeed in the future, and grasp its value. In addition, the relation between value and experience is cleared.<BR> In conclusion, it is important to experience the community activities in youth and to play roles of community management corresponding their life stages.

    After World War II, the Ministry of Education newly planned the construction of a national university to the region in which the empire university had not set it up. This plan assumed the national universities to be a highest educational institution, and aimed at the educational base formation in the location and the system in various places. The attracting movement of national universities by the activity group was done in the major city in the Chugoku region and the Hokuriku region that had become a candidate site. In the national universities attracting movement, the age immediately after end of the war, the feasibility of university establishment and the public opinion are attached to importance in the movement.

    The purpose of this paper is to show a new community system adapted for aging society in mountainous regions, by investigating the way of maintaining community function between generations and the demands for human resources in the future. Main results are as follows: 1) The household function is gradually included in the community function, 2) The way of sharing the community management roles between each generation is changing by aging of the population, 3) It is important to have relationship between generations for succeeding community, and 4) the realization of residents' demand for strengthening community depends on the human resources of community.

    Imperial universities played the big role of educational base before World War II. This paper clarified the nature of educational base, judging from the imperial universities' feature of the system or actual condition of the construction. The results of this study are as follows. The arrangement of the imperial universities was considered that the nature of educational base was balanced in the whole country and the district. Each imperial university was founded by the national demand and the district demand. In case of the establishment of imperial universities depended on the national demand, the establishment was based on the occasional national policy or the social situation. On the other hand, another imperial universities were founded depending on the locality of national demands.

    The purpose of this study is to find the new management method for a future university institution considering mitigating the expense burden by management of buildings, The following were main examination subjects: 1) An expense burden increases quickly along with the elapsed years after construction. 2) As for the feature of repairing each parts of building, electric power equipments, air conditioners, and doors are repaired frequently from immediately after construction, and walls and floors are repaired periodically once in what ten years. 3) Not only use of space but use frequency is reflected in an expense burden The maintenance management planning is important to contain the three above-mentioned subjects. Further, it becomes important to make deterioration reduce and to improve the function of buildings.

Therefore, it is important to make clear the view of making educational environment based on parents' consciousness according to growth of children. On this study, concrete approach made through cooperation of school, family and community is proved. The summary is described below. 1) Variety of cooperative activities depends on community background. Activities utilized local feature is important. 2) Parents' positive attitude is affected by degree of interaction with school. Feature of parents' consciousness through grade is divided into 3 groups according to willingness toward cooperation. 3) In order to reinforce cooperation, school, family and community have to play respective roles with wide vision.

    It is needed to building up environment for children to foster the ability and willingness to learn independently. The purpose of this study is to find the methods of planning space of children's living activities to learn independently in elementary school. The results are summarized as follows: 1) Each homeroom is the core territory of children, and 1st-3rd graders play around their homeroom. But activity area is getting widely as one's grade in school advanced. Therefore, it is important to be considered the territory of children's activity. 2) Open-spaces shared passage are effective in communicating with different grade children. 3) It is necessary for communication with different grade children not only to get large space but also to check up on the way to use space.

    This study explored the possibility of incorporating universal design (UD) features into the F hospital reconstruction plan. A so-called UD review was performed on the reconstruction planning process ranging from the basic plan to the final reconstruction design. The result of this study showed that, due to the delay in starting the UD review, it was not possible to fully reflect the review on the final reconstruction design. The concept of UD is unique in that it emphasizes and incorporates various needs of the potential users. In addition, the UD review promotes the understanding of UD among building owners and architectural designers.

The purpose of this paper is to show the new roles and the conditions of social participation for elderly people in the future sustainable community. We investigate the amount of residents' knowledge of community, the way of showing their social management abilities and the reasons for hiding part of them.<br>To sustain aging community, it is important to evaluate their latent abilities and to arrange the opportunities for showing them. In addition, elderly people themselves need to recognize their new roles of community management.

    In order to enrich an environment of bringing up children, elementary schools and community must play appropriate roles and cooperate. The purpose of this study is to find out how their roles and relationships are and should be. The results are summarized as follows : 1) Cooperation with not only local organizations like neighborhood association and elderly peoples' association but also with organizations with particular purposes or functions like NPO and volunteer groups for elementary schools are needed. 2) Elementary schools' and community's actions are not based on their locations or length of its history. 3) First, elementary schools must construct good relationship with local residents and organizations so that they can make concrete requests, and then make their activities better.

    This study was conducted to identify how hearing-impaired individuals are affected by various barriers they encounter within the facilities for the hearing-impaired individuals in relation to their level of hearing loss, academic background, and work status. Differences in the time when the impairment occurred, level of hearing loss, academic backgrounds, and work experience had a great impact on the self-perceived effect of barriers within the facility. Furthermore, individuals with 90 db or less hearing loss and those with 90db or more hearing loss had different needs related to the improvement of various barriers.

    This study was conducted to evaluate the house reoair program for the elderly in Machida City, Tokyo, and the pertinent house repair advisory svstem from the viewpoint of trends in yearly change. The study included 547 cases of house repairs in Machida City from 1996 to 1999. At the same time, we also carried out personal interview surveys with the Machida City house repair advisors, the users of house repair services. and the care support center for the elderly. The main results of the study are as follows. Users are getting younger each year, especially those who have moderate ADL. Advisors, whose services are highly appreciated by the users, are involved in about 40% of the cases.

    This study was conducted in order to improve facilities for the deaf and hard-of-hearing. The subjects were individuals with congenital deafness and those who became deaf or hard-of-hearing after birth. Consideration was made of the differences in the barriers perceived by the two groups. The results were as follows. Both groups of subjects pointed out that medical institutions, transportation facilities, shops, and accommodation facilities lacked consideration for those with deafness or other hearing impairment. The results of the survey suggested that not only human communication but also improvement of facilities and spaces should be considered.

    The class size of Japanese schools is large in both average and maximum number of students. This is the main reason why Japanese schools cannot adopt various learning methods and lack in diversity and flexibility. Japanese school buildings should have flexibility for future educational reforms and trials. The results are as followers: 1) There are several mechanisms which site area and shape decide the school building shape and layout. School building shape reveals the disposition of several kinds of rooms. 2) Several kinds of furniture are set in open space and passage space is kept before furniture layout. Class activities and utilization in open space depend on classroom position in the class unit. 3) In primary schools, proficiency-dependent teaching is the popular way in mathematics and it need the additional room. In lower secondary schools, calculation method of the minimum numbers of subject classrooms is proposed through the time schedule by applying genetic algorithm.
