    In Japan, the Act on Promotion of Food Loss and Waste Reduction was enacted in 2019, and the government set a goal to halve food loss and waste by 2030 compared to the 2000 level. However, there are few quantitative findings regarding the impacts of food loss and waste on the environment, economy and society, and the detailed information is necessary to effectively implement reduction measures. Therefore, this study estimated greenhouse gas emissions, land and water resource losses, and food economic value losses that occur due to the Japanese food loss and waste generated in the food manufacturing industry, wholesale industry, retail industry, food service industry and households, targeting 19 agriculture, forestry and fishery products and 29 processed foods. Consequently, the total Japanese food loss and waste was estimated at 6.46 million tonnes in 2015, and the total greenhouse gas emissions resulting from food loss and waste was estimated at 15.66 million tonnes of CO2 eq. In addition, 1.11 million hectares of harvested land were used to produce food that was eventually wasted, and 439 million m3 of water resources was wasted. Furthermore, the economic value of lost food was estimated at 4,587 billion yen.

    The greenhouse gas (GHG) emission reduction targets in Japan are 26% reduction by FY 2030 compared to the level in FY 2013, and 80% reduction by 2050. It is required to reduce CO2 emission drastically from energy consumption of households in order to achieve the targets. On the other hand, diffusion of new energy technologies such as residential photovoltaic (PV) systems and battery electric vehicles (BEV) have a great potential to change energy consumption and contribute to CO2 emission reduction in household sector.

     Many previous studies on Japan’s mid- and long-term CO2 emission from energy consumption analyzed the roles of residen-tial PV system or BEV outside of residential sector, and the impacts of such technologies on households’ energy consumption are not taken in account. In this study, a new device-selection model is constructed in order to assess the change of whole energy consumption caused by PV system and BEV in household. In addition, by the difference of household attibution such as house-holds living in detached house or apartment house, CO2 emission from household is estimated, and feasibility of mid- and long-term CO2 emission reduction targets is assessed.

     The results of model analysis indicate that it is necessary to decrease the CO2 emission factor of grid electricity in order to achieve the 2050 target, and it is also required to promote electrification by decreasing city gas, kerosene and gasoline consumption. Residential PV system can increase the electrification rate of households and contribute to CO2 emission reduction. BEV also have great potential to reduce CO2 emission of households living in detached house with residential PV system at the same level of that in apartment house.This study concludes that PV and BEV play important roles to reduce CO2 emission in household.

    Climate change will affect various sectors such as agriculture, water resources, etc. Decision-making on an emission reduction pathway of greenhouse gases (GHG) and a climate stabilization target is the issue to be solved through international cooperation. To support the decision-making of impact assessments on multiple sectors, an integrated analysis tool named AIM/Impact[Policy] was developed. In AIM/Impact[Policy], impacts of climate change on various sectors under assumed GHG-emission pathways are projected based on impact functions. An impact function is a look-up table of the country-averaged impacts on a certain sector under arbitrary conditions of climate change. In this study, we developed impact functions for maize, wheat, and paddy-rice, which will be used in AIM/Impact[Policy]. We conducted a sensitivity analysis using a full-scale impact model, named M-GAEZ model, with varying temperature and precipitation. We averaged the crop yield for each country to obtain the impact functions. According to the analysis, the sensitivity of crop yield to the temperature and the precipitation differs by both crops and countries. Among top producing countries, the maize yield in Brazil and the paddy-rice yield in Indonesia decrease in most cases. In India, the wheat yield decreases to around 30 % of the present when the temperature increases by 4 °C, that is, wheat hardly grows under such conditions. The impact functions enable us to derive the impacts on crop yield in each country under various assumptions of climate change (<i>i.e.</i>, the changes in temperature and the changes in precipitation), and they are useful for supporting policy decisions.

    The bottom-up model is useful to represent the reality of technology and society change under the assumption of the consistent economic sectors, and the top-down model has advantage to reproduce the consistent solution among economic sectors based on the technology assumptions. In this analysis, these two types of models are integrated for the consistent environmental policy assessment considering the distribution of individual technologies. According to the bottom-up model, the sewage sludge treatment model is developed and integrated with computable general equilibrium model, which has been developed to analyze the waste management policy. In the simulation analyses, the GDP loss in 2010, which is derived from the reduction of CO2 emissions based on Kyoto Protocol and the reduction of final disposal of solid waste based on the government target, will be 1.8 trillion yen at 1995 price. By selection of new technology of sewage sludge management, the GDP loss in 2010 is mitigated by 10 billion yen. Moreover, by integration of recycling policy to increase the demand of waste in production process, the GDP loss in 2010 will be mitigated by 200 billion yen. By expanding these simulation analyses to other fields, it is possible to assess the broad environmental policies considering the introduction of the new technology.

Both the reduction of carbon emissions based on Kyoto Protocol and the reduction of waste final disposal based on the target of the government are introduced as the environmental constraints. By introduction these constraints, GDP in 2010 will reduce by 2.7% compared with that in the no constraint case. As the environmental policies, the following actions are introduced; 1) enhancement of waste paper demand in paper industry, 2) enhancement of the low-emission vehide, and 3) enhancement of the environmental investment for waste management.     In this study, the dynamic macro economic model, which internalizes the waste generation, disposal and recycling processes in the economic repercussion, is formulated and simulated in the courses of the various waste reduction programs. The authors regard the waste stream as the negative inputs at the stage of production process, material flow accompanied by additional societal costs at the stage of disposal, and potential supply of the positive resources after recycling process. The model simulations, which evaluate wastes internally, show that wastes are processed in the channel of route of not only material recycling but also thermal recycling in place of conventional incineration, due to total cost minimization. When the mass flux of the final disposal is restricted, in the first stage the incineration processing might be preferred, and later the recycling process should be fortified. When the productivity of capital in recycling supply is improved, incineration process is diminished and economic welfare is promoted. When introducing carbon emission reduction policy, power generation capacity in waste incineration plants become to be occupied more 1.1% of total electric supply amount than one in reference scenario in 2030.

    The dynamic optimization model with 9 industrial sectors determines the efficient route of the sectoral production by introducing carbon reduction strategies. Under the condition of carbon reduction policy, all sectors diminish gross total products, and the raw material industries and non-manufacturing industries show the high value of elasticity of products respect to the unit carbon reduction. Marginal costs of carbon reduction grow in proportion to the carbon reduction rate. When the indirect carbon emissions in the stage of power generations are counted to be attributable to endusers' responsibilities, total productions in 2020 are recovered by 1.3% compared with those without endusers' charge. These differences of marginal costs are enhanced by the increase of electric demands in the household sector.
