本研究では，宮城県白石市を事例に，再生可能エネルギーに関する地域共生型課税条例に基づく協議会の合意形成上の機能について，制度間の連携の観点からも分析・考察を行った。その結果，本協議会は，事業者により設置・運用され，環境影響評価の評価書段階における内容の確認が行われていた。また，地域住民等との同意は努力義務である白石市再エネ条例に対し，参加の機会を増やすものと考えられた。そして，環境面への配慮，事業の適切性や法令順守等を総合評価し，このうち地域貢献策の具体化は特徴的であった。しかし，事業者の非課税事業認定への意向が必要なこと，拠出額と運用利益のバランス，他制度との合理化が課題として挙げられた。

In recent years, China has made strong national commitments to waste reduction and circular economy, including the implementation of mandatory municipal solid waste separation policies and the rollout of zero-waste city initiatives. These efforts represent a strategic shift toward systemic environmental governance. However, the outbreak of the COVID-19 pandemic in early 2020—and the subsequent implementation of the country’s stringent zero-COVID policy—led to an abrupt disruption of these programs. Under this policy, strict lockdowns, quarantine of both confirmed and suspected cases, and city-wide containment became top priorities, sidelining environmental initiatives such as waste separation and sustainable waste infrastructure development. This study investigates how Chinese residents’ motivations for waste separation evolved across three key phases: pre-pandemic, during the zero-COVID enforcement period, and post-pandemic recovery. Grounded in the Theory of Planned Behavior and pro-environmental behavior theory, we developed an extended model incorporating pandemic-related social, psychological, and policy variables. Based on 526 valid questionnaire responses collected in late 2023 in Shanghai, we conducted structural equation modeling and repeated-measures analysis. Findings reveal a significant shift from externally driven compliance—reliant on governmental enforcement and service provision—to internally motivated behavior based on environmental values and personal efficacy. This transition was most evident after the pandemic, suggesting the potential for sustained pro-environmental habits despite weakened policy enforcement. Our findings underscore the importance of strengthening internal drivers in environmental governance, especially under conditions where policy continuity is vulnerable to systemic shocks such as public health emergencies.

ABSTRACT

Biodegradable plastic products offer a promising approach to mitigating the environmental impacts of conventional plastics. This study integrates trust, attitude, and stimulus‐organism‐response theory to elucidate the influence of contextual factors (infrastructure, economic incentives, biodegradable labels, and publicity and education) on consumers' trust, attitude, and purchase intentions (PI). Partial least squares structural equation modeling and necessary conditions analysis were employed for analysis. The results indicate that infrastructure and economic incentives positively influence PI through the dual mediation of trust and attitude. Biodegradable labels and publicity and education only positively influenced PI via trust. Additionally, all contextual factors were necessary conditions for attitude and trust. Attitude and trust are necessary conditions for PI. This study advances sustainable consumption research by illustrating how contextual factors interact with consumers' internal states to trigger sustainable transitions, and offers practical insights to prioritize critical contextual stimuli, enhance trust and attitudes, and contribute to sustainable consumption objectives.

Geothermal energy is widely considered a clean and renewable energy source, yet it faces significant social opposition in several countries, including Japan, Kenya, Greece, and Switzerland, among others. These challenges are often linked to trust issues. East African countries are actively developing their geothermal energy resources; however, some projects, such as the Olkaria IV and Akiira geothermal energy projects in Kenya, have faced social resistance. This study investigates the factors influencing trust in geothermal energy projects by analyzing public participation materials included in the Environmental and Social Impact Assessment (ESIA) reports of seven geothermal projects in the East African region. Firstly, 150 comments related to trust were selected from a total of 680 comments in the public participation materials. Secondly, a two-step qualitative inductive coding approach was employed to develop four trust categories and fifteen issue-related codes. Finally, dummy variables were created using SPSS 24, and statistical analyses, including correlation and chi-square tests, were conducted. The findings indicate that trust issues predominantly concern corporate trust (34.67%), technological trust (33.33%), and procedural trust (28.67%). Correlation and chi-square analyses revealed that these concerns are linked to employment, corporate support (e.g., corporate social responsibility projects), environmental and social risks, and public engagement.This study emphasizes the importance of fairness and transparency in employment, corporate social responsibility activities, and public engagement, as well as the necessity of communicating and mitigating environmental and social risks both before and during the implementation of geothermal energy projects. It recommends that policymakers establish clear, transparent guidelines for public engagement and strengthen legal frameworks regarding land ownership and resettlement to reduce conflicts. Additionally, corporates should focus on enhancing transparency in corporate practices and ensuring procedural fairness to foster trust with local communities and leaders.

With China's shift towards modifying its coal-based energy mix, developing nuclear power and constructing nuclear power plants have become central strategies. While nuclear energy offers economic and environmental benefits, the impact of nuclear science popularization on people's attitudes, especially those of students, towards nuclear power development remains a concern. This study examines university students’ needs and attitudes towards nuclear science popularization. Data were collected through a questionnaire survey ( n  = 506) administered to university students studying in Guangdong Province. Regression analysis revealed that university students’ willingness to study nuclear science is related to their concerns about nuclear science, their need for nuclear knowledge and their support for nuclear energy. In addition, only 12% of students have learned nuclear knowledge in university classes, and 13% have acquired that knowledge outside of classes. Notably, 89% of students want to learn more about nuclear science in the future. These findings suggest that nuclear science popularization efforts should identify and address the factors influencing students’ willingness to learn so that effective measures can be implemented to improve nuclear science popularization.

Sustainability in mega events has garnered increasing attention due to the interplay between environmental, social, and economic factors. However, analyses of the evolving of sustainability reporting in mega events, particularly in identifying key areas of focus, persistent gaps, and the influence of global challenges such as the COVID-19 pandemic, are lacking. Herein, we present a systematic review of sustainability-related documents from the Tokyo 2020 Olympics and EXPO 2020 Dubai, structured according to the Global Reporting Initiative framework, incorporating the Sustainable Development Goals. Text mining and correspondence analysis revealed a noticeable shift in the attention toward sustainability before and after the events. The focus shifted from socioeconomic issues to health and ethical concerns, primarily driven by the pandemic. Although academic documents reflect these concerns, official documents exhibit modest changes. Furthermore, underrepresented sustainability indicators were identified, highlighting the scope for further research and adopting a comprehensive approach to sustainability in mega events.

Abstract

Bioplastics have the potential to mitigate plastic pollution and contribute to the achievement of the UN Sustainable Development Goals (UN-SDGs). However, the proportion of bioplastics in total plastic production is still comparatively low. Understanding consumers’ willingness to pay (WTP) and influencing factors is essential as consumers’ demands drive the need for production. A discrete choice experiment (DCE) was conducted to investigate consumers’ WTP and identify underlying drivers and barriers to sustainable purchase intention. Results showed that 89% of the time consumers chose the bioplastic medical masks while 11% of the time chose not to purchase. Biodegradability was the most valued attributes which reflected on the highest premium price for product that are biodegradable under six months. Consumers preferred first generation raw material rather than second and third generation raw material. Moreover, greater bioplastic percentage and free of pollutants information were preferred properties. By estimating the influence of covariates, results showed that education level, income, personal innovativeness, subjective norm, and influence of COVID-19 acted as drivers, whereas age and perceived policy effectiveness acted as barriers to sustainable consumption of bioplastic products. Based on the results, policy implications include highlighting sustainable attributes that consumers value, providing quality and reliability information, informing and educating targeted consumer groups, enhancing policy publicity, and adjusting policies based on feedback. These results can be used to develop market promotion strategies for bioplastic products and to increase bioplastic market shares and penetration.

ゾーニングにおける促進区域は再エネ導入を進めるエリアであるが，促進区域の基準を設定する都道府県の中には厳格な基準を設けているところもある。促進区域が十分に設定できない場合，炭素中立社会の実現が困難となる可能性がある。本稿では，環境紛争が多く県基準が厳格と考えられる長野県を事例とし，県内市町村が現行の県基準下で使用電力を全て再エネ(本研究では太陽光発電に限定した)で賄う「再エネ100％」が可能か地理情報システム（GIS）を用いて検討した。その結果，8割以上の自治体で達成可能であり，達成困難な自治体で県基準緩和等のシナリオを設定した結果，防災や森林に関する基準の緩和や，屋根置き太陽光の設置を増やすことで再エネ100％を達成できることがわかった。

本研究では，宮城県を事例に，再生可能エネルギーに関する条例による地域共生型課税の設定に関し，合意形成の観点も含め分析した。この新税の目的は，適地への誘導であり，対象事業は，林地開発の許可基準見直しを踏まえ0.5ha以上とし，累積性に関しても一体性を有するものとして検討された。また，税収の使途は，法外普通税としたため，県を対象とする公共的なものとされた。そして，非課税の対象には，合意形成の方策が先行する現制度が取り入れられ，これらに準ずるものとして，市町村の協議会等により行われる地域での合意形成に関するガイドラインのあり方が議論され公表された。このような課税設定は，社会的合意形成につながると考察された。

The focus of public service delivery on sustainability and universal access has enabled the enactment of many community-based programs in Indonesia. However, relevant studies that examine the willingness to pay among households that utilize community-managed facilities are lacking, despite it being one of the most important factors for maintenance and a strong indicator of commitment. In the present study, we aimed to estimate household users' preferences and willingness to pay (WTP) to understand their demand for related services. It estimates household user preferences and willingness to pay to understand the demand for related services through a choice experiment. By comparing all service attributes, the results highlight that users derive the highest utility if they updated reactors and pipelines, and, conversely, if the responsible authority is changed. The desire for quality improvement and service expansion were confirmed using this model. The mixed model estimated a willingness to pay of 0.03-3.13 USD for average users, depending on the attributes. Our findings confirm that families who belong to a community that operates a decentralized system derive greater benefits from improved maintenance; thus, they are willing to pay more to enjoy the service. Notably, at its core, a community-managed system, such as the Sanimas Program, is a co-production initiative between multiple levels of government institutions and local residents. Therefore, maintenance actions should involve resource- and payment-intensive efforts, such as half-year sanitary desludging and system replacement owing to deterioration and hazards. Policy regulations that correct the distribution of roles among partners for maintaining the system should be initiated. These findings provide evidence for the government's commitment to the community and could help convince other stakeholders to redirect their attention to supporting sustainable system performance.

Abstract

The Erdenet mine (Erdenet, Mongolia) is a copper–molybdenum open pit mine with a huge tailing pond and is located next to a residential area. As the sources of drinking water in this area rely on groundwater and can be categorized into public or private wells, we aimed to assess the groundwater quality of the different types of drinking water wells. To accomplish our goal, we analyzed 18 trace metals (As, Ba, Bi, Cd, Co, Cr, Cs, Cu, Ga, Mo, Ni, Pb, Se, Sr, Th, U, V, Zn) and 8 major metals (Al, Ca, Fe, K, Mg, Mn, Na, Si) samples using ICP-MS and ICP-OES, and the heavy metal pollution index, heavy metal evaluation index, and degree of contamination were calculated. The most concerning point is that the Mo concentration of waste water in the Erdenet mine tailing pond and at a natural spring located 300 m from the tailing pond was 1100 μg/L, which greatly exceeds the WHO permissible concentration for Mo of 70 μg/L. Furthermore, high Ca and Mg concentrations at all private wells indicated that consumers of these wells are more vulnerable to any type of water pollution, as these wells are not built with any disinfection or treatment system. A modified categorization of the water quality indices showed that the public and private wells have low–medium contamination and that the tailing pond seepage water, along with its nearest spring, have a high degree of contamination. Because many private wells are located along the tailing pond and used directly without any treatment, we suggest a continuous evaluation and monitoring of the groundwater quality in this area.

Geothermal energy serves as a viable alternative to fossil fuels in developing countries, catering to electricity needs, supporting socio-economic development, and striving towards sustainable development goals.  It also poses potential negative impacts on the environment and society. This study conducted a comparative analysis of mitigation measures and stakeholders' concerns across eight environmental and social impact assessment reports (ESIA) for geothermal energy development projects in Djibouti, Ethiopia, and Kenya. Mitchell's mitigation hierarchy guideline (1997) was used to examine the purpose of 708 proposed mitigation measures for eight environmental and nine social criteria extracted from the literature and then a deductive qualitative content analysis were used to categorize these measures according to 18 criteria collected from the literature. Additionally, using an inductive qualitative content analysis, the study analysed 680 stakeholders' concerns sourced from public participation materials in the ESIA reports, identifying four main thematic categories and twenty-two subcategories. Stakeholders expressed concerns predominantly about socio-economic (52%) and development matters (20%), while ESIA reports offered fewer social mitigation measures (28.7%) compared to environmental ones (71.3%). Nonetheless, a strong correlation between the environmental and social mitigation measures proposed for our 17 criteria demonstrates a higher proportion of measures in power plant construction projects. Despite this, communities voiced apprehensions about new involuntary resettlement plans, economic opportunities, and unrealized corporate social responsibility (CSR) projects. Furthermore, the study revealed that local communities complained about the adverse effects of previous geothermal development projects, including air, water, and soil pollution, impacting their health, crop production, and livestock. This research highlights the discrepancy between stakeholders' concerns and mitigation measures in ESIA reports, attributed to possible inadequacies in the conduct of social impact assessment and public participation, leading to misunderstandings regarding project impacts and benefits among local communities. To address these issues, this paper recommends a more comprehensive understanding of social aspects, the consideration of cumulative impacts from other geothermal projects in the same area, and transparent communication to avoid unrealistic or costly promises during the realization of ESIA reports for geothermal energy projects

2013 <tt>年から導入が本格化したソーラーシェアリング</tt>(<tt>営農型太陽光発電</tt>)<tt>は，導入推進にあたり様々な課題が発生している一方，耕作放棄地の解消手段としても期待されている。本稿では，耕作放棄地を再生させ，地域と共生した小田原市の事例に着目し，周辺住民へのアンケート調査からソーラーシェアリングの地域共生に関する住民意識との関係性を考察した。その結果，住民属性である移住経験・居住年数が，地域課題である耕作放棄地の認識と相関を持ち，最終的なソーラーシェアリング事業への賛否・参画意欲の形成と相関があった。今後は，地域課題低減などの地域便益創出による再生可能エネルギーの地域共生手法の研究や支援策の拡充が必要と考えられる。</tt>

<tt>本研究では，地域貢献に資する太陽光発電施設に着目し，それらの取り組みが施設の受容性に及ぼす影響を明らかにした。社会，環境・エネルギー，経済的側面から検討し，対象事例として千葉県匝瑳市飯塚地区を選定した。そして，アンケート調査を実施し，回答の単純集計，クロス分析および重回帰分析を行った。その結果，緊急電源への利用認識が，住民の事業への賛成態度形成に正の効果を及ぼすことが把握できた。また，住民の賛成意識を形成する上位の影響要因は「温室効果ガスの排出抑制」，「災害への対応の強化」，「地域の活性化」であり，パネルオーナーの出資行為に影響する最大の効果要因は「長期の利益へ期待」であることがわかった。</tt>

This study aimed to clarify the correlation between setback distance, local acceptance, and negative impacts of the distributed wind power project and identify the proper setback distance according to subsidy. The related policies and regulations for wind power systems and information on the distributed renewable energy demonstration project clarified its recognition, as well as the factors correlated with satisfaction and acceptance. Accordingly, a questionnaire for centralized and distributed wind power projects was designed to investigate awareness regarding local wind power projects and related questions for the control group. Correlations were seen between satisfaction, setback distance, and negative impacts. To obtain a fit setback distance for distributed wind power systems, the data were entered into SPSS regression models. The following formula was obtained: Satisfaction = 2.828 -0.016 * Distance + 4.305e-5 * Distance² -2.447e-8 * Distance³. Other questions assessed the distance that respondents were willing to increase or decrease if subsidy could be obtained, and the results were close to normal distribution. The mean of 483.79 meters indicated that respondents found it acceptable to live near distributed wind farms with an 8% discount in electricity bills when the setback distance was set at 484 meters.

As regulations have developed, the waste management sector in Indonesia has increasingly expected producer involvement in waste reduction activity through the enactment of new regulations. In addition, the recent development of the waste management sector now involves community-based approaches such as waste banks. This study aims to determine the relationship between extended producer responsibility implementation and the waste bank concept. A questionnaire survey was designed and applied to waste bank members of two waste banks in the Bandung municipality, Indonesia. Several factors were identified that can be considered by producers to promote their contribution in dealing with the packaging waste issue, such as producer consideration and contribution, knowledge level, collection, and awareness of the importance of packaging waste issue. The result also shows that involving feedback from waste banks can provide some insights to expand and develop producer contribution in reducing the impact of packaging waste. Producers can improve collection and recyclability of their product packaging while increasing public knowledge on their activity at the post-consumer stage.

本研究では，再生可能エネルギーに関する条例における事前協議の傾向と機能について，仮説をもとに検討した。2015 年から本文に事前協議の記載がある再生可能エネルギーに関する条例がみられるようになり増加傾向にあり，これらにおいては，必ず説明会のあり方に関する記載もなされていたが，開催時期や事前協議時の提出書類等は自治体により異なっていた。事例分析を行った群馬県前橋市では，審議対象の事業数は年々増加し，要再審議となる事業申請もみられる年もあったが，翌年にはみられなくなった。審議会では，主に地域における環境面の課題対応についての審議・是正が行われ，事業者の適格性に関し問題がある場合は要再審議となっていた。事前協議には，これらの議論・審査を行うための基礎を構築する機能があったが，適切な説明会の実施に関しては課題があり，初期段階での累積的影響も視野に入れたコミュニケーションの場が望まれる。

The capital city in Mongolia comprises two types of dwellings: apartments and Gers. The Ger is a traditional Mongolian house. Residents of Ger districts in Ulaanbaatar use coal as a source of fuel for daily activities such as heating and cooking in winter due to lack of central heating systems. After coal burning, the ash deposited at the bottom of the oven converts into a powder containing heavy metals that are toxic to human health. Through questionnaires at sites where concentrations of heavy elements were identified in our previous study, we examined the heavy metal exposure pathways of coal ash, which has potentially adverse effects on the health and quality of life of Ger district residents. Survey results indicate that residents have to store the coal ash in packing bags and metal garbage cans near their household fences for at least two weeks because of poor waste management. Owing to the weak seals of the packaging material and open metal cans that contain the coal ash, it is easily transported into surrounding areas by the wind. Adults come into contact with contaminated soil when they are cleaning areas outside and inside the fences, and children are exposed when they play outside the fences. Such activities enhance the dermal exposure as well as inhalation and ingestion pathways of the contaminants for adults and children.

<tt>本研究では，農山漁村再生可能エネルギー法に基づく基本計画とその策定過程における協議会を対象に，地域便益と環境面に関する規定と議事録内容を整理し，選定した対象事例の合意形成プロセスを分析した。分析にあたっては，協議会議事録の論点整理に基づく内容分析と，テキストマイニングによる分析を併用した。その結果，基本計画の記載内容は，環境面より地域便益の具体施策を記載する自治体が多いこと，協議会では，序盤にまず事業によるメリットを共有して事業推進の方向を確認した上で，中盤では環境面の課題や懸念事項を抽出し対策を検討，終盤において今後，検討していくべき事項を確認する方向で合意形成が図られたことが明らかになった。</tt>

<p>Preparation and execution of environmental and social impact assessment is one of keys to avoid and minimize environmental and social impacts of infrastructure projects. After comparing the monitoring requirements of donors, including the World Bank, Asian Development Bank, and Japan International Cooperation Agency, we analyze the frequencies of ADB's reporting. The results found following four points; a) ADB describes more detailed monitoring requirements in their Safeguards Policy than other donors, b) the average frequency of monitoring implementation ranges from once every one year to a little over seventeen months, c) environmental monitoring tends to be implemented more often than social monitoring, and d) even though detailed monitoring requirements are provided, it is not enough to promote monitoring implementation.</p>

Landfills are mostly used to manage solid waste in Ho Chi Minh City, Vietnam. Due to inappropriate administration, there have been numerous issues over the years relating to odor and leachate. The purpose of this study is to explore the impact of odor stemming from Da Phuoc landfill site on surrounding areas. A questionnaire survey was administered through face-to-face interviews with 409 residents living in the affected areas. The findings of this study indicate that the odor perception of residents significantly influences their attitudes towards waste disposal sites. The results show that odor affects not only the region around municipal solid waste (MSW) treatment facilities but regions more than 7 km away as well. The data indicates that the odor emanating from the MSW disposal site negatively affects the daily life of many residents. This study is an effort to finding a solution to reduce the impact of odor generated from the landfill site on nearby residential areas.

<p><tt>水素エネルギー社会の実現のために2014 年より商用の水素ステーションの開設が進められている。一方で，水素の安全性に対して地域住民が懸念を持ち，トラブルになる事例も報告されている。水素ステーションの開設に賛同を得るためには適切な情報提供等が必要となるが，その要因は十分明らかになっていない。そこで本研究では，水素ステーション周辺の地域住民を対象にアンケート調査を行い，態度形成要因を明らかにすることを目的とした。その結果，水素ステーションに対する危険性よりも必要性が受容態度に影響を与えていること，水素ステーションに対する知識が必ずしも水素ステーションの受容につながっていないこと等が明らかになった。</tt></p>

<p><tt>日本では，20kW 未満の小型風力発電事業に関する，国や基礎自治体による規制の効果や周辺住民への影響についての知見は未だ十分ではなく，地域的受容性の把握には至っていない。本研究では，小型風車が建設されている，あるいはガイドライン等で規制を行っている自治体を対象にアンケート調査を行い，ガイドラインの規定内容と運用実績を分析した。そして，秋田県男鹿市において，小型風車の周辺住民を対象にしたアンケート調査を実施し，小型風力発電事業による環境影響の認知及び住民の賛否態度等を明らかにした。</tt></p>

<p>本研究では、自治体が所有する設備で、迅速に、行政指導に必要な精度を備えた大気中アスベスト濃度測定方法を確立することを目的とした。</p><p>アスベストモニタリングマニュアルに記載されている測定方法８種の自治体での測定機整備状況、解体現場への可搬性、測定条件、分析精度、測定機購入価格、分析上の利点と課題について分析実験結果と文献調査のデータを用い比較した。その結果、分析精度を維持しつつ位相差顕微鏡法の簡便化を検討することが最も有効と判断した。</p><p>位相差顕微鏡法の捕集時間と計数視野数を変えた場合の測定所要時間と分析精度（検出下限値、測定誤差範囲）を検討した。特に迅速性が求められる場合の条件とされている捕集30分と計数100視野での測定所要時間は2.2～4.7時間、検出下限値0.4本/L、測定誤差範囲1.6本/Lと算出された。条件検討の結果、捕集２時間と計数50視野のとき測定所要時間2.8～4.1時間、捕集１時間と計数100視野のとき測定所有時間2.7～5.2時間で、どちらも検出下限値0.2本/L、測定誤差範囲１本/Lであった。</p><p>上記の測定条件は、特に迅速性が求められる場合の測定条件と比較して、測定時間はほぼ同じ、分析精度はより高かった。アスベスト含有建築物解体改修時の立入検査において、迅速性が求められる場合に使用可能であると考える。</p>

本研究ではGIS を用いて環境・社会的条件を考慮した地熱導入ポテンシャル評価を行い，全国及び選定した県双方の視点から日本において今後地熱発電を導入するための課題について検討した。その結果，全国での検討では最新の国立公園の規制緩和によって9.3％の地熱導入ポテンシャルが増加する可能性が示唆された。さらに同程度以上の地熱導入ポテンシャルが，温泉地の近隣に存在していることが示された。秋田県，大分県での検討では人口減少に伴う開発の社会的リスクが減少する一方，観光経済面での社会的リスクが増加する傾向が示唆された。

日本において，風力発電事業に伴う環境紛争の解決要因についての知見は，いまだ十分ではない。本研究では，計画段階において環境紛争が発生した風力発電事業を対象に，アンケート調査を行い，環境紛争発生およびそれに対する事業者の対応状況を把握した上で，環境紛争の解決要因を分析・考察した。その結果，事業計画の物的な計画変更の有無が環境紛争の解決に影響を及ぼす有力な要因であることが分かった。また，環境紛争が解決した事業では，追加調査の実施・地域便益の供与・運転開始後の問題発生時の運転停止約束などのソフト面の対応も行われていた。さらに，災害が紛争論点となる場合には，解決が困難になる傾向が示された。

観光地においては、施策に基づく、市行政・観光関連団体・市民団体や民間組織の連携が重要になると思われる。本稿では、別府市、登別市、熱海市の観光まちづくりにおけるマスツーリズムとニューツーリズムの活動主体の連携状況、連携の促進・阻害要因を分析した。その結果、観光まちづくりにおける連携促進策や課題共有の場、創業支援とアーティストの存在、地域の課題への着目が促進要因となり、担当課の分離が阻害要因となることについて示唆された。

In this research, aiming to get the suggestion about fruitful tourism revival, semi-structured interview survey was conducted. Focusing on the collaboration between tourism-related administrations, tourist association, tourism-related organizations and others, this research examines tourism-based community development of Beppu city which was formerly flourished as a big hot spring destination. As the result, it is revealed that the effectiveness of connection between mass tourism and new tourism is starting to be recognized by some organizations, though the local government does not adopt positive policies heading towards the collaboration. Preparing the place of exchange information between organizations under tourism-based community development as a policy seems important.

<p>Environmental impact assessment (EIA) is globally considered an effective environmental management tool for supporting the sustainable development. It has been widely used worldwide. While there are few studies which analyze the contents of EIA reports due to lack of the information, Chinese government has started to disclose national level EIA reports since 2014. It would be effective to make clear the characteristics of Chinese EIA with the disclosed information. The objective of this research is to study the characteristics of EIA reports in China by analyzing the tendency on EIA applications from 1999 to 2014 as well as EIA reports in 2014. Two kinds of methodologies have been applied, document survey and statistical analysis. For statistical analysis, two kinds of analysis were conducted in this part, which are trend analysis and content analysis. Trend analysis would suggest that EIA system has been well set up in China but the quality of the whole review process itself still needs to be questioned. From statistical analysis, we found in some cases lower levels of estimation methods were applied for environmental items with higher assessment magnitudes.</p>

<tt>インドネシアでは複数の都市でごみ銀行が有価物回収を行っているが，その活動実態は十分に明らかになっていない。本研究では，質問紙調査などにより，バリクパパン市のごみ銀行の活動実態を整理し，ごみ銀行に対する住民の認知状況や意識，活動との関連を分析した。その結果，ごみ銀行の利用により，ごみ銀行周辺の住民のごみ分別などに関する意識が高まっており，行動に変化が生じていることが推察された。また，ごみ銀行周辺住民の分別行動の関連を分析した結果により，廃棄物問題への関心・認知や分別行動の認知が分別行動の評価，実践，周囲への働きかけと関連があり，ごみ銀行による取り組みがその流れを促進している可能性が示唆された。 </tt>

Environmental conflicts arising from concerns of local residents and environmental protection groups pose a significant barrier to the further development of wind farms in Japan, as in other countries. There has been increasing discussion about countermeasures to address the concerns and ease conflicts. In order to design a smooth and adequate planning system of wind farm developments, this study aims to demonstrate factors that determine the success and failure of conflict resolution at the project stage. To do so, this study focuses on public participation at the project stage, and analyzes its function in light of the site-specific difficulties determined by the characteristics of the project. Through eight in-depth case studies, the results demonstrate that the projects with a high level of site-specific difficulties are much more likely to be unsuccessful regardless of the levels of public participation; therefore it indicates the limitation of practice to ease conflicts at the project stage. Barriers discovered to hinder developments include "designated areas regulated by the Natural Parks Act" and "the disclosed 10km grid habitat for Golden Eagle." On the other hand, the projects with a low level of site-specific difficulties are more likely to be successful with a high level of public participation at the project stage.

This paper aimed to clarify factors influencing environmental conflict occurrence during the planning stage for wind farm projects in Japan. After studying conflict occurrence situations and the main conflict issues for 155 large-scale projects across Japan, we focused on both physical and social factors as explanatory variables and applied a quantitative method using binary logistic regression analysis. The main findings were:(1) environmental conflicts had occurred in 59 projects as of May 2012 and the main issues could be classified as noise/infrasound, sediment- related disaster/hydrology, landscape, nature destruction and birds (esp. raptors); (2) turbine number and size were influential factors as structural aspects, while there was no significant association between proximity to turbines and conflict occurrence; (3) sites located within natural parks, national protection forests, sediment-related disaster hazardous areas and wildlife protection areas designated by relevant acts and ordinances showed higher conflict occurrence, and proximity to such areas could be influential as well; (4) habitats for Golden Eagle, Mountain Hawk Eagle, White-tailed Eagle and Steller's Sea Eagle significantly encouraged conflict; (5) in terms of social aspects at both the national and prefectural level, conflict occurrence was strongly associated with the existence of past conflict experiences and complaints about noise and/or infrasound generated by operating wind farms.

本稿では，2011年度の事業化検討業務の受託事例を俯瞰し，特に小田原市を事例として地域主導型再生可能エネルギーの事業検討における協議会の役割を分析した。分析は資源動員，関係者の関与，および実効性の担保の3 つの視点から行った。その結果，行政が情報提供の役割のみならず，事業候補地選定の際の広報としての機能も果たしていたこと，メンバーたちの意見を調整するコーディネータの選定が議論の効果的運営の上で重要なこと，および，地域的に再生可能エネルギーを推進する方針レベルの検討が，資金調達や地域への利益還元に関する事業化検討において参照されるため，事業化検討との両者が連動したプロセス構築が課題となることがわかった。

日本において，風力発電施設による社会影響がどのような要因によって発生するかについての知見は，未だ十分ではない。本研究では，沿岸域の丘陵地帯に立地する風力発電施設で，周辺住民を対象にしたアンケート調査を行い，騒音とシャドウフリッカー認知・不快認知の発生状況及び発生要因について分析を行った。その結果，風車と住居との間の距離は発生要因としては限定的であり，風車がどう見えるかという視覚的な要素が有力な要因であることがわかった。また，沿岸域ではシャドウフリッカーの影響が大きい，複数の影響認知が発生している場合は不快認知が高まる，丘陵地では景観評価が低い，などの知見を得ることができた。

境影響評価審査会は，条例に基づく環境影響評価の質を担保する重要な役割を担っている。2011年の環境影響評価法改正では，法と条例を含む環境影響評価の運用全般に関して見直しが行われたが，審査会の仕組みは十分な見直しがなされなかった。そこで本研究は，全国の環境影響評価審査会の運用に関して2006 年と2012 年にアンケート調査を実施するとともに，開催頻度の高い審査会の委員に対しアンケート調査を行うことで，審査会の実施実態を把握した。これらの結果から，審査会の透明性を高める取り組みが進展していることが明らかになった一方，審査員の専門分野構成や，審査対象事項の認識において課題が指摘された。

日本は豊富な地熱資源を有しているが，開発コストや立地規制，地元住民の反対などが障壁となり，地熱発電開発は近年停滞している。今後は特に立地地域での合意形成が地熱資源開発を進める上で大きな課題となると予想される。本研究は，立地事例および計画中止事例の比較分析を通して，地熱発電開発に対する地域における社会的受容性に影響を与える要因を明らかにすることを目的とした。本研究の結果，地域における地熱資源利用方法の多様性，主観的リスク認知を左右する情報の具体性，開発事業者側のリスク管理の進め方などの点で違いが見られ，これらが地域における社会的受容性に影響を与える可能性があることを明らかにした。

近年、モンゴル・ウランバートル市では急激な人口増加に伴う様々な都市環境問題が発生している。都市成長管理のガイドラインとしての都市計画マスタープランの改訂が必要となり、日本政府に協力を要請した。本研究では、この改訂に伴う都市開発プログラムの環境社会配慮について、戦略的環境影響評価（SEA）の要件を明らかにし、評価項目に準じて評価することを目的とした。その結果、本調査における環境社会配慮はSEA の要件を満たしている、及び計画プロセスと一体型SEA が実施されていることを明らかにした。

モンゴルは市場経済移行後，持続可能な開発を推進していくことを政策として定めているが，社会主義時代の政治文化が未だに強いため，環境アセスメント手続きにおける市民参加が十分ではない。本研究では，モンゴルの環境アセスメント制度における市民参加の規定内容を把握し，その実施実態を参加の５段階モデルから評価し，課題について考察することを目的とした。その結果，制度の規定においては情報へのアクセスに不満があるなど「形だけの応答」になっており，実施実態についても「参加が不在」の状況に近いことが明らかになった。

景観アセスメントの実施実態に着目し，実務に携わっている環境コンサルタントを対象にヒアリングとアンケートを行い，調査・予測手法の使用度とその有効性，実務上の工夫点と問題点について分析，考察した。その結果，景観アセスの実施件数は少なく十分な蓄積がないことが示された。またフォトモンタージュが予測手法としてひろく用いられ，実務者の視点から評価した有効性も高かった。さらに，今後の課題として，事業実施によるプラス面を含む評価を取り入れていくことの重要性が示唆された。

近年、身近な水路の親水性向上や水環境整備に対する住民ニーズはますます高くなり、環境用水の導入を目指す動きが各地で起こりつつある。しかし、許可水利権の取得に際しては、水源を含む地域の地理的自然的特性、水路等の物的条件、地域住民の意向、歴史的経緯など諸種の条件整備と、そのための問題解決が必要となる。本研究では、2009年6月に地域用水の許可水利権を取得した、滋賀県近江八幡市小田町の事例に着目し、同市内において地域用水の水利権を放棄した江頭町との比較を交えつつ、地域用水導入のための諸条件と課題について実証的な分析を行った。その結果、地域用水導入のためには、地元住民の権利取得に対する意向、過去の取水実態届出書の記載事項、現在の利用実態、集落からの水源の距離、河川流況などが、水利権取得に向けた諸条件として、重要な要素になることを明らかにした。

ワークショップにおけるファシリテーター養成プログラムを開発し，その有効性と改善策を会議実験により検証した。プログラムを参加者の満足度と学び度の2点から分析した結果，以下の諸点を得た。二者択一式ゲームとミニワークショップでは，ファシリテーターの考え方や経験に関する多様な気づきが共有され，満足度は高かった。とりわけ，1)十分な議論時間，2)自ら実践する機会，3)他者を評価する機会を確保することの重要性が確認された。一方，満足度が低かったコミュニケーションタイプ分類はプログラムから削除し，二者択一式ゲームでその役割を代替した上で，十分なふり返り時間を確保することがプログラムの改善策として示された。

市民参加の機会は増えているが、市民が議論に加われるように議論の場が適切に設けられているとは言い難い。本研究ではその一解決策として分科会に着目し、屋久島で将来計画を議題とした会議の社会実験を行って、分科会導入による議論ダイナミクスの比較分析を行った。その結果、全体としては同程度の情報がやり取りされたが、計画案づくりにおいて、分科会のほうが全体会よりも多様且つ斬新な情報が交流されていた。やり取りは、全体会では前の発言を意識的に引き継いで発言される場面が多く、分科会では前の発言に関連する情報が自由にやり取りされた。これらより、合意形成に向けた議論の発展には分科会の導入が効果的であることが示された。

持続可能な社会の構築は、長期的な取り組みが必要であり、将来世代を担う若年層の参加が重要となる。そこで本研究では、大人だけでなく子どもが参加した世代間交流ワークショップを実施し、その効果と問題点について解明した。この結果、1）ワークショップにより自然環境と生活との関連や産業の問題点など多様な情報が共有されたこと、2）子どもは大人と比べて目標や方策に関する意見が出にくいなど議論を深めていくことが困難な傾向が見られたこと、3）しかし、混成グループでは公共事業の必要性に対する意識の変化など大人とのコミュニケーションの効果が示されたこと、などが明らかとなった。

本研究では、都市マスタープラン策定における計画枠組みづくりへの住民参加方法論としてワークショップに着目し、通常の自由参加によるワークショップだけでなく、相対的に代表性の高い公募の市民委員によるワークショップを活用した東京都日野市を事例として実証的な分析を行った。具体的な論点として、地域割と計画づくりのプロセス設計について取り上げ、その合意形成過程について整理を行い、政治学における二つの規範的な代表観を踏まえて、市民委員の果たすべき役割に着目し、そこでの意義や課題を分析・考察した。その結果、情報収集の役割では、個別地域だけでなく市全体に関する情報を収集し、さらにアウトリーチ活動によりワークショップに参加しなかった住民からの意向も収集したことを確認した。また、地域合意促進の役割では、複数案の作成や市民委員自らの説明を通して合意を形成していったが、唯一の案に絞り込むことができていなかったことを示し、「決め方」についての合意の必要性を指摘した。さらに計画への反映の役割では、地域住民の個別意向だけでなく、市全体の利益にも考慮して計画に反映していること、などを明らかにした。

Urban master plan is required for making a sustainable city. Citizen participation in the planning process is essential for making a better urban master plan in this sense. Workshop approach is becoming a noticeable way of citizen participation. This study is focused on the function of consensus building in the workshop approach and based on the Kamakura City as a case study. The Following points are concluded; (1) Although only a few problems are solved, most of points can be extracted and chosen. (2) Problems and goals are clarified in each meetings. On the contrary, neither the way of solving problems nor realizing goals are gotten their ideas into shape. (3) However the plan evolves as meetings go by, technical knowledge is required. As a result, administration and consultant take large part in making draft.

The City Planning Law was amended in 1992 and urban master plan was introduced into the law. Citizen participation in the planning process is one of the most important aspects for making an better urban master plan. Nowadays, workshop approach is a noticeable way of citizen participation. This is based on a case study of Kamakura City, and the following paoints are analyzed. (1) 1873 opinions are suggested and about half of them are reflected to the draft plan. (2) There are 507 items in the draft plan and about half of them are discussed in the workshop. (3) To some degree, the regional character is reflected to the draft plan.
