    The concentration of wind power development in certain areas has raised concerns about cumulative environmental impacts. This study analyzed the submission status and content of citizens’ opinions concerning cumulative impacts in onshore wind power projects. First, residents’ concerns about cumulative impacts have been submitted for many projects. Second, many opinions focused on the landscape impacts from both proposed and operating projects, with half of these opinions expressing explicit opposition to the project. Third, many opinions expressed concern about the impacts of the proposed project together with other projects in the planning stage, indicating the importance of cumulative impact assessment that accounts for planned projects in the surrounding area.

    This study aimed to consider to functions in consensus building of the consultation under ordinance on renewable energy tax for regional coexistence including viewpoints from institutional linkage, in the case of Shiroishi City. The results showed the consultation was operated by the proponent, confirmed the environmental impact assessment process, and provided local residents further opportunities for participation. Furthermore, the functions had comprehensive evaluations of the plan with the features of local contributions. However, they had several issues as for requiring the intent of the proponent to be certified as a tax exemption, a balance between contribution and operating income, and rationalization with other systems.

    Sustainability in mega events has garnered increasing attention due to the interplay between environmental, social, and economic factors. However, analyses of the evolving of sustainability reporting in mega events, particularly in identifying key areas of focus, persistent gaps, and the influence of global challenges such as the COVID-19 pandemic, are lacking. Herein, we present a systematic review of sustainability-related documents from the Tokyo 2020 Olympics and EXPO 2020 Dubai, structured according to the Global Reporting Initiative framework, incorporating the Sustainable Development Goals. Text mining and correspondence analysis revealed a noticeable shift in the attention toward sustainability before and after the events. The focus shifted from socioeconomic issues to health and ethical concerns, primarily driven by the pandemic. Although academic documents reflect these concerns, official documents exhibit modest changes. Furthermore, underrepresented sustainability indicators were identified, highlighting the scope for further research and adopting a comprehensive approach to sustainability in mega events.

    Some prefectures set strict standards to create suitable areas for renewable energies in a spatial planning what we call " Zoning ". It may prevent the realization of the carbon neutral society. This paper examines the feasibility in municipalities to achieve 100% renewable energy (RE100, limited to focus on the deployment of photovoltaics in this study) society in Nagano Prefecture which tends to set strict standards as a case study through the analysis of GIS. The result shows over 80% of municipalities can achieve RE100 under the current standard, and others can also achieve it by the scenarios with relaxing standards related to forest and farmland preservation, and promotion of photovoltaics on roof-tops.

    This study aimed to consider the process of imposing the tax of regional coexistence under ordinance related to renewable energies for social consensus building, in the case of Miyagi Prefecture. The results showed the purpose of this new tax is leading developments to suitable areas, and the targets of project are accumulated sets at 0.5 hectares or more. And the revenue of tax is used for public in the prefecture. Furthermore, the projects follow the current system that prioritizes consensus building measures are tax-exempt, and the relevant guideline was published to advise consensus building in municipalities. Therefore, it was considered that the process would lead to the formation of social consensus building.

    This study aimed to clarify tendencies and roles in consensus building of agreements under ordinances related to renewable energies. The results showed ordinances focused on PV facilities had increased rapidly, and they had many specific descriptions of environmental impacts and appropriateness of projects. In the case of Ena City, the municipality was limited to providing advice on agreements between local residents and proponents. And it prepared a template listed environmental impacts, appropriateness of projects, communications in regular or disaster period and local contributions. Furthermore, negotiations of locations for facilities which were difficult to restrict due to no regulations were considered in agreements.

    Solar-Sharing projects have been fully introduced since 2013. Though various problems appear now, they’re expected as revitalizing abandoned farmlands. This article aims to analyze residents’ attitude to solar-sharing from community perspective, through questionnaire survey on residents in Odawara City. The main result shows resident characteristics, such as moving experience or period of residence, have correlation with awareness of abandoned farmland, and attitudes for solar-sharing. It implies the necessity to research how to create community benefits through renewable energy projects.

    This study aimed to clarify local acceptance of solar-PV facilities creating community benefits. In the case of Iizuka district of Sosa City, Chiba Prefecture, the questionnaire survey was conducted. The results showed that the awareness of the use of emergency power sources has a positive effect on the formation of the residents' supportive attitude toward the project. And the top cognitive factors that form a sense of support among residents are "control of greenhouse gas emissions," "strengthening of disaster response" and “regional revitalization." In addition, the most effective factor of influencing panel owners for the investment behavior is “expectations for long-term profits''.

    This study aimed to clarify the correlation between setback distance, local acceptance, and negative impacts of the distributed wind power project and identify the proper setback distance according to subsidy. The related policies and regulations for wind power systems and information on the distributed renewable energy demonstration project clarified its recognition, as well as the factors correlated with satisfaction and acceptance. Accordingly, a questionnaire for centralized and distributed wind power projects was designed to investigate awareness regarding local wind power projects and related questions for the control group. Correlations were seen between satisfaction, setback distance, and negative impacts. To obtain a fit setback distance for distributed wind power systems, the data were entered into SPSS regression models. The following formula was obtained: Satisfaction = 2.828 -0.016 * Distance + 4.305e-5 * Distance2 -2.447e-8 * Distance3. Other questions assessed the distance that respondents were willing to increase or decrease if subsidy could be obtained, and the results were close to normal distribution. The mean of 483.79 meters indicated that respondents found it acceptable to live near distributed wind farms with an 8% discount in electricity bills when the setback distance was set at 484 meters.

    This study focused tendencies and functions of prior consultations under ordinances related to renewable energy. Grasping tendencies enacting those ordinances and examining the hypothesis of functions in the case of Maebashi City. As a result, it was clarified that those ordinances have described the prior consultation are showing an increasing trend, but relations to information sessions are different. And in the case, those functions of coping with environmental and opponent problems are effective, but reflecting local opinions are challenges.

    This study focused the basic plans and consultations for those decisions under the Renewable Energy in Rural Village Act. Analyzing the consensus building process in the specific case focusing on the points of community benefits and environmental aspects, following findings are obtained; concrete measures for community benefits are shown in the plans rather than that of environmental aspects. By methods of the qualitative analysis on minutes and the quantitative analysis of text mining tool, it was clarified that the consensus building process turned out to be shared promotive projects from those merits in the beginning phase. And then, measures of environmental issues were deeply discussed in the middle phase, and in the final one, it was confirmed both of issues to be decided and to be examined forward.

    <p>Preparation and execution of environmental and social impact assessment is one of keys to avoid and minimize environmental and social impacts of infrastructure projects. After comparing the monitoring requirements of donors, including the World Bank, Asian Development Bank, and Japan International Cooperation Agency, we analyze the frequencies of ADB's reporting. The results found following four points; a) ADB describes more detailed monitoring requirements in their Safeguards Policy than other donors, b) the average frequency of monitoring implementation ranges from once every one year to a little over seventeen months, c) environmental monitoring tends to be implemented more often than social monitoring, and d) even though detailed monitoring requirements are provided, it is not enough to promote monitoring implementation.</p>

    <p>Necessity of a hydrogen energy society has recently recognized and installation of hydrogen stations have actually been increased. However, it has been found that local residents concern about safety of hydrogen and reported a local opposition due to its project development. Although appropriate information-providing is necessary to get agreement, but factor of getting agreement is not clear enough. This study aimed to clarify factors affecting on local residents' attitude to hydrogen stations by conducting a questionnaire survey on local residents living near hydrogen stations. As a result, it was revealed that the necessity of hydrogen stations was likely to be related to the acceptance rather than the risk. It was also clarified that the knowledge of hydrogen did not necessarily contribute to enhancement of the acceptance.</p>

    <p>Small wind power which is defined as a turbine with less than 20kWh capacity has recently increased in Japan. However, little is known about the community acceptance of small wind power in previous studies so far nor in the actual situation due to no specific regulations. Therefore, the purpose of this research is to clarify the community acceptance from viewpoints of environmental, psychological and geographical factors. In order to achieve it, a questionnaire survey was conducted, targeting 129 municipalities where the small wind power or its guideline was already installed. The other questionnaire survey was also carried out on local residents living near small turbines in Oga city, Akita prefecture to clarify the community response. The actual installation of the small wind power and major factors of community response were eventually revealed.</p>

    <p>The purpose of this research is to establish a method for measuring airborne asbestos concentration that can obtain an analysis value with the accuracy required for administrative guidance quickly at an analytical instrument owned by a local government.</p><p>The time required to count a sample was measured using phase contrast microscopy and scanning electron microscopy. We compared about the eight types of measurement methods described in the asbestos monitoring manual from the results of verification experiments and literature surveys. The comparison items were the state of ownership of measuring machines in local governments, portability to dismantling sites, measuring conditions, analysis accuracy,purchase price of measuring machines, the analytical advantages and issues. As a result, it was judged that simplification of the phase contrast microscopy method with maintaining the analysis accuracy was most effective.</p><p>We verified the time required for measurement, analysis accuracy (the lower limit of detection, the error range of the measured value) when the sampling time and the number of counting fields of view were changed in phase contrast microscopy.</p><p>The asbestos monitoring manual describes conditions (sampling 30 minutes and the counting 100 fields of view) for when particularly quickness is required, and the calculated measurement time was 2.2 to 4.7 hours, the lower detection limit was 0.4 fiber / L, and the error range of measurement value was 1.6 fiber / L. As a result of comparing the measurement conditions, when the sampling time was 2 hours and the counting 50 fields of view, the measurement required time was 2.8 to 4.1 hours. And when the sampling time was 1 hour and the counting 100 fields of view, the measurement required time was 2.7 to 5.2 hours. Under both measurement conditions, the lower limit of detection was 0.2 fiber / L, and the error range of the measured value was 1 fiber / L.</p><p>These two measurement conditions were almost the same in measurement time and higher in analysis accuracy,compared to the measurement conditions especially when rapidity was required. It is considered that these two measurement conditions can be used when promptness is required in on-site inspection at the time of asbestos-containing building demolition and renovation works.</p>

    In this research, geothermal introduction potential evaluation was conducted in consideration of environmental and social conditions using GIS, and issues to introduce geothermal power generation in Japan are examined from the perspective of both the nation and selected prefectures in the future. As a result, it was suggested that 9.3% of geothermal introduction potential may increase due to deregulation of the latest national parks in the national review. Furthermore, it was shown that the geothermal introduction potential of the same degree or more exists in the vicinity of the hot spring resort. In Akita prefecture and Oita prefecture, social risk of development accompanied by population fluctuation decreased while social risk in tourism economic side tended to increase.

    In Japan, promotion of wind farm projects has been considered as one of the key elements in terms of the energy security. Proponents has, however, been confronted with oppositions to their projects recently. So far, little is known about the solution of environmental disputes due to wind farm developments. In this study, the survey on newspaper articles and the questionnaire on those who were against the projects were conducted, and analyzed factors potentially leading to the dispute resolution. As a result, followings were clarified; physical plan modifications such as downsizing of the turbine, relocation of the site, were likely to be one of influential factors. Non-physical modifications such as conducting supplemental survey by the proponent, creating community benefits, the adoptive management would be effective to get agreements.

    In this research, aiming to get the suggestion about fruitful tourism revival, semi-structured interview survey was conducted. Focusing on the collaboration between tourism-related administrations, tourist association, tourism-related organizations and others, this research examines tourism-based community development of Beppu city which was formerly flourished as a big hot spring destination. As the result, it is revealed that the effectiveness of connection between mass tourism and new tourism is starting to be recognized by some organizations, though the local government does not adopt positive policies heading towards the collaboration. Preparing the place of exchange information between organizations under tourism-based community development as a policy seems important.

    <p>Environmental impact assessment (EIA) is globally considered an effective environmental management tool for supporting the sustainable development. It has been widely used worldwide. While there are few studies which analyze the contents of EIA reports due to lack of the information, Chinese government has started to disclose national level EIA reports since 2014. It would be effective to make clear the characteristics of Chinese EIA with the disclosed information. The objective of this research is to study the characteristics of EIA reports in China by analyzing the tendency on EIA applications from 1999 to 2014 as well as EIA reports in 2014. Two kinds of methodologies have been applied, document survey and statistical analysis. For statistical analysis, two kinds of analysis were conducted in this part, which are trend analysis and content analysis. Trend analysis would suggest that EIA system has been well set up in China but the quality of the whole review process itself still needs to be questioned. From statistical analysis, we found in some cases lower levels of estimation methods were applied for environmental items with higher assessment magnitudes.</p>

    In traditional tourist destinations, cooperation between government, tourism-related organizations and private sectors through local projects is considered to be important for tourism revival. The purpose of this research is to analyze cooperation between mass and new tourism in tourism-based community development of Beppu, Noboribetsu and Atami. The results of the analysis shows that the policy and venue for cooperation in tourism-based community development, support for start-ups, existences of artists and focus on regional problems could be factors to promote cooperation while separation of divisions could be hindering factors for cooperation.

    While waste banks collect recyclables in several cities in Indonesia, their activities are not sufficiently investigated yet. We conducted a questionnaire survey for residents in Balikpapan city and analyzed relationship between recognition, awareness, actions of residents and activities of the waste banks. The result suggests that awareness and actions of residents near the waste banks for waste separation are promoted by use of the waste banks. Based on the result of relative analysis on waste separation actions near the waste banks, we found that there were relationships among concern and recognition of waste issues and waste separation, evaluation and implementation of waste separation actions, and dissemination of importance of waste separation to others. This result implies that activities of the waste banks promote the relations.

    Environmental conflicts arising from concerns of local residents and environmental protection groups pose a significant barrier to the further development of wind farms in Japan, as in other countries. There has been increasing discussion about countermeasures to address the concerns and ease conflicts. In order to design a smooth and adequate planning system of wind farm developments, this study aims to demonstrate factors that determine the success and failure of conflict resolution at the project stage. To do so, this study focuses on public participation at the project stage, and analyzes its function in light of the site-specific difficulties determined by the characteristics of the project. Through eight in-depth case studies, the results demonstrate that the projects with a high level of site-specific difficulties are much more likely to be unsuccessful regardless of the levels of public participation; therefore it indicates the limitation of practice to ease conflicts at the project stage. Barriers discovered to hinder developments include "designated areas regulated by the Natural Parks Act" and "the disclosed 10km grid habitat for Golden Eagle." On the other hand, the projects with a low level of site-specific difficulties are more likely to be successful with a high level of public participation at the project stage.

    The EIA Law was revised based on the re-examination of a decade implementing. These improvements of the EIA practice of the national government potentially improve practices of local governments, after EIA ordinances affected by. However, although all local governments have set up their own EIA review committee, the Law amendment didn't deal the committee system because of lack of such committee system in national practices. On this background, we conducted a questionnaire survey of local governments on the practices of the EIA review committee in 2006 and 2012. And we compared the results of our survey and clarified the actual condition of the review committee and challenges for improvements in these years. We also point out the potential for improvements from results of an additional questionnaire survey to some committee member.

    This paper aimed to clarify factors influencing environmental conflict occurrence during the planning stage for wind farm projects in Japan. After studying conflict occurrence situations and the main conflict issues for 155 large-scale projects across Japan, we focused on both physical and social factors as explanatory variables and applied a quantitative method using binary logistic regression analysis. The main findings were:(1) environmental conflicts had occurred in 59 projects as of May 2012 and the main issues could be classified as noise/infrasound, sediment- related disaster/hydrology, landscape, nature destruction and birds (esp. raptors); (2) turbine number and size were influential factors as structural aspects, while there was no significant association between proximity to turbines and conflict occurrence; (3) sites located within natural parks, national protection forests, sediment-related disaster hazardous areas and wildlife protection areas designated by relevant acts and ordinances showed higher conflict occurrence, and proximity to such areas could be influential as well; (4) habitats for Golden Eagle, Mountain Hawk Eagle, White-tailed Eagle and Steller's Sea Eagle significantly encouraged conflict; (5) in terms of social aspects at both the national and prefectural level, conflict occurrence was strongly associated with the existence of past conflict experiences and complaints about noise and/or infrasound generated by operating wind farms.

    In Japan, knowledge of factors in the social impacts produced by wind farms is not enough. This study conducted an interview survey for residents living near the coastal wind farm in the hilly area, and then analyzed how and why the perception/annoyance of noise and shadow flicker occur. As a result, it was clarified that the distance between wind turbines and residents was not a significant factor. On the other hand, a visual element, how they could see wind turbines, was a significant factor. In addition, followings were found: adverse impacts due to shadow flickers had greatly generated in the coastal area, the rate of annoyance became worse when residents recognize plural social impacts, and residents tended to evaluate scenery of turbines negative.

    Although Japan is very rich in geothermal resources, the geothermal power development has stagnated due to the high cost, strict development regulations and ingrained opposition campaigns of the local residents. In the near future, consensus building is most likely to be the biggest issue on the geothermal power development. The purpose of this study is to clarify some factors that could influence community acceptance through a comparative analysis of the two case studies. As a result, we have found that some noticeable difference between the two. They are: the diversity in the use of geothermal resources in the local areas, the concreteness of information that could affect the risk recognition of the local residents, and the process of the risk management by developers.

    After the transition to democracy, Mongolia has formulated a policy to promote sustainable development and bring an EIA system here. However, the EIA requires transparency and accountability, and these mechanisms are weak at the decision making level due to the influence of socialist procedures. This study reviews the current situation of public participation in EIA in Mongolia and aims to identify necessarily decisive issues with legislative processes regarding EIA law. The results show that the overall level of public participation in EIA is a token, close to non-participation in practice. To renew the EIA systemand methods of public participation is critical to formulate "meaningfull replies".

    The study focused on the landscape assessment to clarify the actual conditions of investigation and prediction methodologies in the assessment process based on the survey for environmental consultants. And advanced methods and challenges were also cleared by the interviews and questionnaires. As a result, following points were derived; As the number of application cases of landscape assessment is not so big at present, the application range for assessment should be expanded. And, based on the questionnaire, the photo montage was stood out from the view point of usefulness as well as frequency of use for forecasting. Moreover, the importance of reflecting the positive factors created by the projects on the evaluation was implied.

    This study developed the facilitator training program and conducted the experimental workshop to clarify the effect of this program. Analyzing products and questionnaires, following conclusions are derived; Multi opinions and experiences were shared with participants through the 'Two Choices Game' and 'Mini Workshop'. Especially, these points are considered essential factors to secure the enough discussion, practice opportunities and evaluation opportunities. On the other hand, it was implied to delete the communication type test that showed low level satisfaction. Moreover, it can be suggested to use Two Choices Game as ice-break to secure the time for feedback.

    The opportunities for public participation are increasing, but many of these are not working satisfactorily. So this paper reports the analysis of discussion dynamics from adopting concurrent discussion, as one of some solutions to this problem, as a case of the social experiments at real society. As a result of comparing of issues exchanged, total numbers of all discussion groups were almost the same, but issues about future plans at the concurrent sessions were more various and original than that at the plenary. And it was showed that many statements at plenary session continued former one consciously, many exchanges at concurrent session processed freely. These indicated that adopting of the concurrent sessions was effective for development of discussion.

    Public participation including multi-stakeholders in the planning process is fundamental factor to make plan feasible. Workshop approach is becoming one of the noticeable ways at present. This study focused on the citizen representatives for making planning scheme of urban master plan and aims to reveal this role based on the Hino city as a case study. The main results are summarized as follows; (1) Valuable information was collected by several methods of workshop such as town watching and several outreach activities. (2) Citizen Representatives not only made plural plans in the workshop at the divided groups but replied to local residents by themselves to promote building consensus. (3) Plan was revised from the cross-local point of view such as the main station area in the Hino city as well as local issues within a community. Thus, citizen representatives took important role for supporting consensus building in the planning scheme.

    This study focused on the multi-generational workshop as a method that makes collaboration between adults and children. Experimental workshops were conducted in Yakushima Island, a Natural World Heritages Site, to clarify the effect of the collaboration of different generations. Analyzing workshop products and questionnaires, following conclusions are derived: 1)many opinions produced by the workshops were shared among the different generations, 2)children tended to complain about their environmental situation, so that sustainable dialogues for the learning process should be continued, 3)some children belonging to the mixed group changed their opinion about the reduction of public constructions through interactive information exchange.

    Urban master plan is required for making a sustainable city. Citizen participation in the planning process is essential for making a better urban master plan in this sense. Workshop approach is becoming a noticeable way of citizen participation. This study is focused on the function of consensus building in the workshop approach and based on the Kamakura City as a case study. The Following points are concluded; (1) Although only a few problems are solved, most of points can be extracted and chosen. (2) Problems and goals are clarified in each meetings. On the contrary, neither the way of solving problems nor realizing goals are gotten their ideas into shape. (3) However the plan evolves as meetings go by, technical knowledge is required. As a result, administration and consultant take large part in making draft.

    The City Planning Law was amended in 1992 and urban master plan was introduced into the law. Citizen participation in the planning process is one of the most important aspects for making an better urban master plan. Nowadays, workshop approach is a noticeable way of citizen participation. This is based on a case study of Kamakura City, and the following paoints are analyzed. (1) 1873 opinions are suggested and about half of them are reflected to the draft plan. (2) There are 507 items in the draft plan and about half of them are discussed in the workshop. (3) To some degree, the regional character is reflected to the draft plan.

    環境配慮と地域便益の両面を考慮した複数案検討のあり方を解明するという本研究課題の目的を達成するため、初年度である令和3年度は研究計画を踏まえて以下の点について作業を進めた。①太陽光発電施設に関する環境紛争事例の調査とデータ整理:全国を対象にELNETデータベースを用いて網羅的に新聞記事を調査し太陽光発電事業に関する環境紛争事例について74件の事例を抽出した。その上で、発電規模、立地場所、立地特性、紛争論点、紛争後の状況などについて情報を整理し一覧表を作成した。②地域便益の方策に関する事例調査:地域便益の一方策として再生可能エネルギーで発電した電力を地域で自家消費する方策(分散型エネルギー)が一部地域で進められている。その具体事例として国内のソーラーシェアリングの事例について、宮城県気仙沼市、兵庫県豊岡市、広島県安芸高田市の3事例を対象に実地調査し、事業者や自治体を対象にインタビューした。これにより、エネルギー自家消費の仕組みやソーラーシェアリングの営農形態など先進事例に関する情報を得ることができた。また、風力発電施設については、中国上海市で実施されている分散型エネルギーの事例について調査し、この取り組みが地域の受容性に及ぼす影響についてアンケート調査を実施した。③再生可能エネルギー関連計画に関する調査:自治体で策定が進められている再生可能エネルギーに関連する計画について収集し、その内容を把握した。

    Questionnaire survey was conducted for local governments with chemical complex. The ratio of local governments which formulated accident response manuals and prepared the evacuation plans is also almost half. About 12% prescribed the range of information providing to the residents in advance. The results suggest that preparedness of local governments for the accidents has substantial differences among them. Another questionnaire survey was conducted with local residents in response to a fire accident at a chemical factory in order to clarify the evacuation actions in the event of the accident and future evacuation intentions. The results include those who did not evacuate tended to obtain information from the media and contacted local governments, while approximately half of the respondents were evacuated according to the instructions at the accident. Also, it was indicated that information might be required to be provided to residents even at uncertain stages at the time of accident.

    While environmental risks induced by dispersion of chemical substances from factories in normal condition are estimated and managed with some data such as PRTR system, it is still under development process to manage impacts generated through discharge of hazardous substances in emergency situations such as accidents and earthquakes. After identifying the target substance and factory in Kanagawa prefecture, we estimated environmental risks which included casualty and health impact by the acute effect, as well as distribution of risk levels considering the probability and population. The results suggest that casualty risk would be higher within around 1 km, and the estimation could be suitable to understand distribution of risks.

    This research aimed to propose methods of learning process through public participation in environmental planning. And its effectiveness was examined experimentally. In order to achieve this purpose, following surveys and experiments were conducted in three stages ;(1) Investigation on several cases to reveal characteristics of learning process in collaborative plans.(2) Establishment of learning model in planning process.(3) Experiment for evaluation of the models. The model consists of learning for promoting a long-term and comprehensive deliberation on planning and learning for empowerment of the citizens who play roles in the implementation stage. The effectiveness of the model was cleared by experimental analyses in environmental basic plan in Numazu City.
