    In this study, we studied the control of excessive people staying in railway station in Tokyo Metropolitan Area after a large earthquake. By building assignment models for railway network, first we found that some terminal stations might be overwhelmed by the excessive people after the resumption of railway service. Second, by analyzing the scenarios of going home all at once, and staying for a while and going home under the control, we found that the control would drastically reduce people staying in station. We also found that under the control about 70% commuters might need to shift the time of riding a train for decreasing the excessive people staying in station as compared with the scenario without the control.

  • Development of Expressway Network and Truck Trips through Logistics Facilities in Tokyo Metropolitan Area

    In this study, we investigated the effects of expressway network on truck trips through logistics facilities in Tokyo Metropolitan Area by analyzing the Road Traffic Census in 1990 and 2005. As a result, first, we indicated that the number of truck trips through logistics facilities increased significantly over the 15 years. Second, we found that travel time savings that development of expressway induced affected the generation and number of truck trips through logistics facilities by tobit models. However, third, we found that only part of the truck trip ODs used the newly opened expressway sections with minimum travel time, and that it was likely that the travel time saved was consumed for arriving at the logistics facilities earlier than later.

    In this study, we investigated fuel economy and the effectiveness of Ecodriving programs in developing (Manila) and developed (Tokyo) countries. We especially focused on the driver's characteristics including psychological aspects among other factors influencing fuel economy and the outcome of Ecodriving programs. First, we demonstrated that the Ecodriving program was effective in urban areas in developing countries such as Manila. Second, we developed common psychological measurements that were applicable to both Tokyo and Manila drivers. With respect to driver's psychological aspects, we found rough driving influenced absolute fuel economy in Tokyo negatively. If we are to know the psychological and non-psychological characteristics of the participants of the Ecodriving program in advance, we might be able to improve the program by incorporating those characteristics.

    In this study, we conducted the interview survey for extracting empirical knowledge on Mega Urban Transportation Project. We selected fifteen stakeholders of the project who belonged to planning and implementing organizations, contractors, academics and citizens as interviewees. We also collected introductory articles of the project from easily available journals for identifying the empirical knowledge which we found in the interview survey data but not in the introductory articles. From our discourse analysis, we concluded that the interview data was richer in the empirical knowledge especially on the way to improve the understanding of the citizens and the understanding of the relevant administrative bodies about the project than the available articles and that, in the latter case, the interview data contained the knowledge in more concrete manner.

    In this study, we studied earthquake evacuation planning for urban underground railroads. According to our survey on the morning peak-hour operation of one of the underground railroads in Tokyo Metropolitan Area, it is highly likely that some passengers must stay in congested vehicles for a long time after a large earthquake happens. Our questionnaire survey on the perception and behavioral intention of the underground railroad passengers indicated that they mostly perceived the underground railroad as not safe when a large earthquake happened, and that once some passengers started to evacuate from underground to ground level, there might be many followers, which could induce secondary disaster because of the limited space within underground stations. Our results also implied that if the authority can improve the safe image of the railroad, the situation might be improved dramatically.

    Most mega-cities whose population is over five million contain several sub-centers as well as city center with maximum employment. The growth of sub-centers might be intended by city government policy in order to reduce congestion and energy use in transport sector. On the contrary, more concentration may be advocated because of density economy that mega-city can generate for business sector. In this study, with person trip surveys conducted in seven mega-cities, we investigated the effects of employment distribution in terms of commuting time, business accessibility of surrounding employment and energy use in commuting transport. We found that while commuting time was less in sub-centers than city center, employment accessibility and energy use were better in city center than sub-centers.

    While the importance of physical activity such as walking for reducing the risk of lifestyle related disease is well understood, auto-dependence might decrease walking behavior during travel to work places or shopping centers. This study investigated the relationship between health condition indexed as body mass index (BMI) and built environment such as supply of sidewalks by conducting a questionnaire survey in four residential areas with different characteristics. According to our analysis, first, the relationship between commuting mode choice and BMI was confirmed. Second, the relationship between built environment and physical activity was detected, but the result supported the idea that the people who liked walking chose the built environment with better walking facilities, leading to the superficial relationship.

    In order to apply discrete choice models, the analyst must define choice set that each decision maker faces clearly. Several alternative ways such as stochastic approach were proposed, however, searching behavior received less attention. In this study, we constructed the experimental system, with which each decision maker searches the database of well over 1000 artificial residential unit alternatives, forms the choice set, and finally chooses one out of his/her choice set. We found that each decision maker searched the database longer when we gave more monetary incentives to the decision maker. We also compared residential unit choice models with/without searching framework and found that the residential unit choice model with searching framework made better prediction than the model without it.

    In this paper, we studied the effects of compact city policy on infrastructure maintenance cost such as water supply and sewage systems. Defining compact city policy as the policy which increases population density, we estimated how much reduction in infrastructure maintenance cost would be expected if such policy was adopted. According to our study, the policy would save about 71 billion yen annually in 2030. However, we also noted that the number of the people who will be exposed to the risk of earthquake attack might increase if compact city policy is adopted without paying attention to it.

    While bicycle mode is desirable from the viewpoint of global environment, illegal on-street parking damages local environment typically in railroad station plaza. An efficient way of enforcement activity is required which takes account of bicycle user's behavior. First, how bicycle users perceive the level of enforcement activity, such as penalty and probability of being enforced, is examined. Second, bicycle user's perception of other user's compliance, which is reflected in their choice of access mode to railroad station through social interactions, is studied. Finally, access mode choice models are estimated with discrete choice theory, by which I conclude that the level of enforcement affects bicycle user's behavior in several ways. The impact is also dependent on the perception of enforcement activity.

    Present traffic network model require that all possible origins and destinations of trips be represented as if they were taking place to and from a small set of points or centroids. This misrepresents the access cost from trip-ends to the networks, especially the cost from home to train stations.     In this Paper, to analyze the relationship between decision-making and costs of obtaining, holding, and using heavy duty trucks, we build a binary logit model. It accounts holding duration choice behavior of heavy duty trucks atmicro-level truck holding structure. As a result of the analysis, the effects of costs on the holding duration choice behavior are confirmed. By applying this model to actual trip data, case studies about the effects of policies on emission gas control and tax reform, we discover the balance between the policy effectiveness and the tax revenue.

    In this paper, a computerized travel data collection system was developed. It is a network based client server system and integrates GIS function to display, collect and calculate geographic data. A stated preference survey on travel mode choice was carried out using both this system and paper questionnaire. Then each type of data was compared through estimating mode choice models. In this time, concerning the goodness of fit of models, paper questionnaire survey was better. Other important result was the grade of evaluation of respondents about survey system such as the reality of hypothetic alternatives influenced the goodness of fit of models.

    One of the various Intelligent Transport System (ITS) projects is Parking Guidance and Information (PGI) system development. It assists a driver to park his/her car in the city center where available parking spaces are limited. In this study, the driver's parking searching behavior under PGI system was modeled first theoretically. Then the model was applied to the driver's parking behavior in Tama Center area. The resul is supported that the driver would choose a certain parking by weighting relative expected utility for each alternative parking facility under uncertainty. The model analysis also indicated that parking searching behavior was induced if the en-route parking choice proved worse than expected in city center, which implied en-route information is more important than one near the final destination.

    This paper estimated the damage from road traffic noise and analyzed the effects of integrated noise reduction policies in Sendai City. First road traffic noise analysis model was developed which consisted of road traffic assignment model and road traffic noise estimation model. Then policy measures such as noiseless pavement (drainage asphalt pavement and porous elastic road surface), cordon pricing and the combined action were tested. We found that drainage asphalt pavement was more efficient than porous elastic road surface in terms of cost/benefit ratio. We also predicted that cordon pricing without beltways caused deterioration of noise damage around the cordon line, while cordon pricing with beltways decreased total noise damage with little deterioration there.

    To the context of bicycle access to rail station, we applied the social cost approach. The validity of bicycle use regulation and the efficiency of resource cost allocation between the probability and penalty of enforcement targeting illegal bicycle palters were evaluated. We concluded that this approach, still constrained much, would be very promising and the resource cost of actual enforcement and the damage cost of parked bicycles were needed for further analysis.

    In Indonesia, the relocation of bus terminal caused more inconvenience to intercity passenger.This study revealed that the intercity bus boarding place and access mode choice model was reasonably successful in providing an understanding of their determinant factors. The policy variables affecting access mode is access travel time, while in the case of boarding place are out of vehicle time and difference in intercity bus time. Shorter distance passenger was found to have higher sensitivity to access travel time and difference in intercity bus time than their counterpart. Three policy implications have been analyzed to verify the usefulness of model.

    Following literature review of foreign papers on induced traffic, definition, theoretical framework, and practical methods of predicting induced traffic were in vestigated.     In some context of travel demand analysis, mixture of discrete and continuous dependent variables should be considered simultaneously. Most of these cases the correlation of error terms between the two required discrete-continuous model technique to avoid biased estimation of parameters. We have applied this to the context of shopping destination choice model as discrete, and shopping trip generation model as continuous model, following utility maximization theory.<BR>In conclusion, the analysis which could account for the discrete-continuous error term correlation indicated the biased situation and correcting terms, inserted into shopping trip generation model, were found to be significant.<BR>Finally existent trip generation model, ordered logistic model, was constructed to compare model reliability and characteristics. Relatively ordered logistic model indicated suferior ability to reproduce the original dataset, but corrected discrete-continuous model had also some power of prediction.

    Illegal on-street parking behavior is one typical example of social dilemma. In this study, the driver's parking location choice behavior between illegal on-street and off-street parking is analyzed. First, the driver's perception that illegal on-street parking problem is a social dilemma issue is examined. Then, two latent determinants, attitudes toward convenience and law-abiding are assumed and tested by covariance structure analysis. Finally, parking location choice models are estimated for two groups divided by these latent variables. The results show the promotion of law-abiding attitude is important for solving illegal on-street parking problem.

    We construct a model that evaluates the influence of aged society with fewer children and decreasing population upon the urban public transportation system until the year 2050. The characteristic of our forecasting model is firstly we use the cohort population forecasting model considering the acquisition ratio of driving license. Secondly we use the spatially detailed and socio-economically multi-classed OD matrix and the large transportation network with multi-mode. Thirdly we use the combined modal split / assignment model. We put the Chiba Urban Monorail as a case study, and show how much this transportation system will be suffered from the fewer number of customers due to the progress of aged society with fewer children. Finally we proposed some ideas so as to maintain the urban public transportation.

    In the evolution and diffusion of information and communication technologies (ICT), the effects of telecommunications on activity and travel behavior need to be understood. In this paper, features of information and communication medium and a concept of activity scheduling are summarized firstly. Daily use of telecommunications and its effects on activity schedule are analyzed using data collected by one-week activity and telecommunication diary survey for students. Analyses of available time for telephone and e-mail communications are presented based on an idea of virtual accessibility. Lastly, future prospects are described about the methods of analyzing ICT and travel proposed in this study.

    For aged society it is needed to understand travel behavior and the effects of transport policies to daily activity pattern of the elderly. In this paper, using one-week activity diary data, GIS-based gaming simulation tool linked with alternative activity pattern generator is developed, introducing pick-up mode considering space-time constraints of two people&#039;s activity schedules and trade-off of multi-day activities. By conducting depth interview surveys with this tool, detailed and particular constraints were understood and the possible new activity patterns to the change of constraints considering pick-up mode and multi-day activities were examined, which is difficult for the traditional questionnaire surveys.

    This paper aims to develop travel behavior data collecting system using GPS (Global Positioning System) and PHS (Personal Handyphone System) and to examine the systems&#039; applicability for travel survey for people. The detailed travel behavior data would be very useful to evaluate the effects of TDM strategies and ITS technologies. We developed travel behavior data collecting system using GPS and PHS, and collected spatio-temporal data of car trip using GPS system and person trip using PHS system. For GPS data, we gave examples of day-to-day variability analysis of travel distance, time, velocity of commuting trips. We analyzed the probability of collecting trip data from PHS data. Some problems for further application to travel survey for people using these new systems are summarized.

We calculated travel time and generalized time to measure accessibility to general hospitals, and analyzed if aged people can do out-of-home activity within his daily time-space constraint, using their time use data.     Paratransit, which is a transportation system rooted in the region, has been redefined under the name LAMAT (Locally Adapted, Modified and Advanced Transport). Together with researchers from Vietnam, Philippines, Cambodia, Indonesia, Thailand, and Sri Lanka, we conducted a comprehensive survey of medium-sized cities in Asian countries, including users, drivers, unions, and governments. Then, we clarified the uniqueness and generality of LAMAT, and developed a planning analytical tool to evaluate LAMAT's plans and projects.In addition, by experimenting some results in the model area, we obtained useful results to promote planning and projects in which LAMAT and the next-generation transportation system harmonize.

    Health problems associated with lifestyle habits are common social problems for all generations. Daily travel behavior is a habitual physical activity that greatly affects such health problems, and promoting the use of non-automotive travel modes such as walking, cycling and public transport is closely related to health problems as well as traffic problems. In this study, researchers of the urban transport planning department and the medical welfare department who have been tackled separately so far cooperate to construct a behavior change program for inducing health-conscious travel behavior. As a case study, research group conducted a demonstration experiment targeting the city employee and people who attended the specified health guidance in Yamato City, Kanagawa Prefecture, and measured the effects of experiment to clarify the issues for large-scale business development.

    In this research, we develop a real-time crash prediction and prevention system for urban expressways that can detect traffic conditions that are likely to occur in real time in traffic accidents, and can select and implement prevention measures highly effective in improving traffic conditions. With regard to the crash prediction system, we introduced Dynamic Bayesian Network to improve the prediction performance of the real-time crash prediction model, and the expectation maximization algorithm and adaptive algorithm to improve the robustness of the model. With regard to the crash prevention system, we developed a system that can examine the effect of improving traffic conditions by vehicle control on the whole route, using the real-time crash prediction and prevention system and simulation.

    The simulation approach of transportation state is getting popular according to the development of the computational capacity, while more and more data can be available to measure the traffic state. Both approaches have advantages and disadvantages, respectively. So the assimilation of these approaches will give us more useful tool for the estimation of traffic states. In this study, we applied various type of data, such as the cell phone location data, the probe car data, the smartphone acceleration data and the ETC 2.0 data, besides the traditional person trip data. We also constructed the simulation systems that describe the individual travel behavior of one day, the travel mode choice by game situation, the pedestrian behavior and the traffic flow. The assimilation result through our empirical study indicated the efficacy of the proposed approach. As conclusion, we showed the general frame of this approach for traffic survey and management.

    Since mega transport projects take many years from planning to construction and operation, they face various uncertainty and risk during their implementation process.
    This tends to bring about various social problems such as over estimation of demand, cost overrun, and the delay. The objectives of this research are (1)to study how to improve planning techniques to reduce such risks by improving travel demand estimation methods and (2)to discuss and propose planning process or planning methods which take into full account of possible uncertainty and risk.
    As for the improvements of travel demand estimation method, we demonstrated theoretically and also empirically based upon the case study of Tokyo metropolitan area, the effectiveness of integrated user equilibrium demand model over the conventional four-stage demand estimation model. In addition, we also showed the user equilibrium model is more advantageous than dynamic simulation model which has been developed in recent years, for longer-term large scale projects.
    As for the planning methods and process dealing with uncertainty and risk, we studied experiences of transport projects in Japan and other countries. These ex post case studies showed many types of uncertainty and risk during the planning/implementation process. Based upon these case studies and also the experience reported in other areas, we found the usefulness of "scenario analysis" which specifically separate background scenario from policy scenario and also the application of "safety factor" in the context of planning such as "Optimism Bias" uplift in England. Also, we found the increasing importance of dynamic adaptive planning process under the participation of stake-holders.

    The objectives of this study are to modify activity-travel scheduling models, which aims to evaluate transportation policy measures such as TDM and mitigation of individual constraints. The results are the followings :
    1. Innovative spatio-temporal travel behavior data collection and analyzing systems were developed using GPS and PHS.One-week travel surveys enabled the analyses of travel time variability from GPS data and the analyses of the number of trips and trip start/end time by comparing PHS data with self-reported questionnaire survey data. Further developments of the systems to the practical use were summarized.
    2. Spatio-temporal GIS database of road network and public transport network location and opening hours of activity opportunities were constructed, which are needed for input data of simulation models and background data of interactive surveys.
    3. Using detailed satio-temporal data of transport demand, transport supply and activity opportunity, an alternative activity pattern generation model which was able to deal with pick-up behavior and multi-day activities introducing two persons activity schedule constraints were developed and pick-up behavior in the elderly households was analyzed.
    4. A GIS-based activity-travel gaming simulation tool was developed linking the activity pattern generation model with GIS.This tool was applied to the elderly households so that household-specific constraints were understood and responses to changes were simulated.

    In this study, first we reviewed several studies on social cost-benefit approach in the field of road network research as well as procedure of road funding and optimal level of road building. According to the comprehensive study conducted by Dr.Greene and his colleagues, social costs incurred by transport, especially road transport, should cover non-monetary personal (driving), monetary private (purchase of a car), bundled monetary private (parking), governmental (road maintenance), monetary external (congestion), and non-monetary external (air pollution) costs. We basically followed the categories proposed by Dr.Greene's.
    Second, we selected Sendai City as our study area. We applied our software and social cost-benefit approach to actual situation in Sendai City and studied the optimal level of road building. We found that the share of the environmental costs out of the total social costs was not high as compared with time cost. We also evaluated the balance among travel demand, existent road network, and road fund required.
    Third, we analyzed the distribution of the cost of road traffic noise pollution. We evaluated the effectiveness of several policies such as road pricing and road building. Finally we studied the appropriate balance between he level of road network and the source of road fund, and proposed the directions of further studies.

    平成11年度は、住宅地における駐車空間と建物空間の効率的配分を検討し、研究全体のまとめを行った。まず、ロスアンジェルス、ロンドンの住宅地における駐車空間消費の資料収集と分析を行い、各地域の住宅地における駐車空間消費の実態に関する研究資料の整理と分析を行った。これらの整理と分析から、住宅を対象とした駐車場付置義務制度やレジデントパミット(路上の車庫化)制度が必ずしも駐車空間と建物空間の効率的配分に貢献していない点、これらの制度により生じた駐車空間の社会的費用に与える影響が大きい点が明らかとなった。また、東京の住宅地における駐車空間(各住宅の車庫、民間月極駐車場)の実態を分析し、住宅地における駐車空間消費の現状を明らかにした。住宅地の駐車空間に実質的に生じている社会的費用の算定を行い、社会的費用からみた車庫法の制度や集合住宅を対象とした駐車場付置義務制度の影響を分析し、その他の制度(レジデントパミット制度など)との比較評価を行った。その結果、住宅地における駐車空間と建物空間の効率的配分を達成する上で車庫法の制度は有効であるが、その一方で、建物空間の密度、自動車保有率と分担率、道路利用に関する社会的なコンセンサス、違法駐車の取り締まり状況などが駐車空間の配置に大きく影響することが明らかとなった。最後に、ロスアンジェルス、ロンドン、東京の商業業務地・住宅地における駐車空間と建物空間の効率的配分に関して検討し、全体の研究成果を報告書にまとめている。

    This research have developed new urban transport models to evaluate alternative strategies for a sustainable mobility which should be on a balance between economic growth and environment impacts. During 18 months between October 1996 and March 1998, this research have made major progress in the following topics.
    1. Development of Aggregate Travel Demand Model based on a Discrete Choice Approach
    Major wisdom in discrete choice approach, such as nested structure of multi-dimensional choices and choice set generation models, were introduced into aggregate travel demand models. The new models were applied to the Sendai metropolitan area. More theoretical sound distribution model and rail route model turned to be more accurate models. These models could be used to evaluate alternative mobility strategies.
    2. Evaluation of alternative methods to internalize extemal costs of driving in an equilibrium demand model framework
    The Polluter-Pay-Principle would be one theoretical based to control growing traffic volume. The most adequate estimation methods of external costs of driving were reviewed and applied to the peak hour vehicle OD in the Sendai area. It became clear that simultaneous equilibrium models of mode choice and route choice could evaluate alternative pricing methods to internalize the external costs with reasonable accuracy.
    3. Development of Strategic Transport Models
    Instead of detailed road network, aggregate quantity-velocity (QV) curb could be used in a strategic transport model. This makes the strategic transport model evaluate alternative strategies within limited time. Bases on an extensive review, new aggregate QV curbs was developed to consider the number of stops. This model were applied to an arterial road network in Tokyo area and proved to be practical in evaluating pricing options.
    4. In summary, this research has developed both an improved version of conventional aggregate models and a strategic transport model. These models are key part of transport models to evaluate alternative strategies for a sustainable mobility.

    In this study, we build a parking policy simulation model, a model combination of parking performance model, disaggregate travel model and parking demand allocation model. The model is useful when city government makes a parking master plan.
    In 1992, based on Kashiwa city database, parking performance model, disaggregate travel model and parking demand allocation model are estimated and integrated. Especially parking duration time is incorporated into model structure.
    In 1993, we apply our parking policy simulation model to the parking policy analysis, such as the introduction of parking guidance and information system and parking fare structure change. Model analysis indicates both of them are quite effective to improve parking situation.
