  • STABILITY OF LDP-KOMEI COALITION GOVERNMENT IN 2008

    Fukuda Emiko, Wakita Yuichiro

Transactions of the Operations Research Society of Japan   52   38 - 55   2009

     More details

Language:Japanese   Publisher:The Operations Research Society of Japan

The Japanese parliament, the National Diet, consists of the House of Councillors (the Upper House) and the House of Representatives (the Lower House). In October 2007, the Liberal Democratic Party (LDP) and the Democratic Party of Japan (DPJ) tried to form a coalition government taking into account that the DPJ became the leading party in the Upper House. Their attempt was, however, not successful, and the LDP-Komei coalition government is still formed. In this study, we first consider possible coalition governments, and calculate Owen's (1977) coalition values under each coalition structure. Then we compare the coalition values each other and examine whether or not the current coalition government is preferable for the two ruling parties. Next, we apply static coalition formation models by Hart and Kurz (1983) and study which coalition governments are stable. We now focus on the fact that, while all bills must be passed by both Houses, the Lower House has more legislative power than the Upper House. For example, Article 59 of the Constitution of Japan says that a bill passed by the Lower House, and upon which the Upper House makes a decision different from that of the Lower House, becomes a law when passed a second time by the Lower House by a majority of two-thirds or more of the members present. According to this system, in 2008, several bills were passed by the Lower House at the second stage with a two-thirds majority, and became laws. We therefore take into account the probability that bills to be reconsidered, and study whether the LDP-Komei coalition is formed as a stable coalition structure. We result that the Komei may have an incentive to keep the LDP-Komei coalition to prevent that the LDP-DPJ coalition government will be formed.

The purpose of this study is to investigate the changes in the decision-making process associated with aging and circumstances from multiple perspectives based on the interaction of psychological and environmental factors. For this purpose, we use methods of experimental psychology and experimental economics. Using the Iowa Gambling Task and the Dictator Game, we analyzed behavioral, physiological, and social data from both younger and older adults. The results revealed that, among older adults, loneliness and social isolation significantly influenced risk-averse behavior. In addition, we found that decisions regarding redistributions to fix income inequality differ depending on the causes of the differences in circumstances.
These findings provide important insights for fraud prevention and decision-making support across ages, highlighting the need to consider age and social factors in decision-making.

The psychology group conducted three experiments focusing on “anxiety,” “time pressure,” and “information ambiguity”. In Studies 1 and 2, we first examined the decision-making process of young adults under conditions of time pressure and high information ambiguity, and then used a psychophysiological modeling approach to examine relationships among changes in decision-making performance, anxiety states, and event-related autonomic physiological responses. Study 3 compared decision-making behaviors of older adults and younger adults.
The economic group conducted two experiments focusing on “helping behavior” in special fraud situations. Study 4 examined how the differences in the method of obtaining the pie affect the way it is allocated. Study 5 analyzed how a random shock which cause a portion of the earned pie to be lost affects allocation decisions of the pie.

We conducted both theoretical and experimental studies on queuing games in which customers strategically choose their arrival time at the service window.
First, we constructed and analyzed theoretically a discrete time model with general service time distribution for queueing games, which had previously been treated as a continuous one. Next, laboratory experiments were conducted to examine the theoretical results, and it was found that the actual observed arrival distribution is more dispersed than the equilibrium and that the average waiting time varies with the service time distribution as in the theoretical results, but the difference in population of customers has less effect on the average waiting time. Finally, we conducted simulations using various learning processes taking into account bounded rationality to examine the theoretical results and compare them with the experimental results.

The "patent thicket" that makes it difficult to produce products due to the fact that a large number of production technologies needed for production is patented separately by many companies has been a serious problem in production economies. As a solution to this problem, formation of a patent pool that licenses these patents collectively has been proposed. However, pools containing all necessary patents are often not actually formed. In this research, we first theoretically clarify that such a pool cannot be formed in the analysis based on the noncooperative equilibrium. Then we propose a new pool formation mechanism that incorporates firm behavior based on the farsighted stable set. We theoretically clarified that a pool containing all necessary patents would be formed if patent holding companies follow the mechanism. Furthermore, the effectiveness of this theoretical result was confirmed by conducting experiments using subjects.

We newly define a bicameral voting game by taking into account the probability that bills to be reconsidered according to Article 59 of the Constitution of Japan. Then we apply the game to the National Diet of Japan and study the stability of the ruling coalition in Japan.
To consider the weightiness of a single vote, we apply indices defined by European researchers, such as a representativeness and a governability, to Japanese national elections. We then observed that big cities with low weightiness of a single vote also have low representativeness and low governability.
Finally, we define a voting game where a medium scale voter is added to the ordinary apex game. It turns out that existence of the medium scale voter improves the welfare of minorities.

We studied mechanisms that promote the sale of EV by using both theoretical and experimental approaches.
In the theoretical analysis, we studied several models: First, we have derived an optimal selling method in a static model with incomplete information. Then we focused on the irreversibility of purchase decisions. We studied dynamic models with irreversible setting and with imperfect irreversible setting.
Moreover, we conducted a series of economic experiments to test the obtained selling method in our theoretical study. We conducted two types of experiments. In the first one, we used small group for detailed analysis. In the second one, we used larger group to examine the robustness of our mechanism. In both experiments, we found that our mechanism significantly improved the sale of EV.

As a platform of a virtual society experiment, we built a system of social networking, and added the functions of wiki, online questionnaire, vitalization experiments and matching experiments. We obtained some theoretical results, such as, the condition under which vitalization of the SNS occurs. On the other hand, from our experimental results, we confirmed that the specific point system which we constructed is effective for vitalization of SNS, and that long-term relationship can induce cooperative action between people with short-term relationship. Moreover, by survey we investigated the connection between activity in SNS and ordinal human relationship.
