Profile

1996: Withdrew from the Doctoral Program at the Interdisciplinary Graduate School of Engineering Science, Kyushu University after completing coursework. 2011: Awarded Doctor of Information Science from the Graduate School of Information Science and Electrical Engineering, Kyushu University. Appointed as Assistant at the Kyushu University Institute for Systems and Information Science in 1996. Served as Assistant Professor and Associate Professor at the University Evaluation and Information Office of the same university from 2006, engaged in university evaluation and IR research and operations. Appointed as Full Professor at the Information Utilization IR Office of Tokyo Institute of Technology in 2015, where he remains to this day. Founded the Meeting on Japanese Institutional Research (MJIR) and the International Conference on Data Science and Institutional Research (DSIR) to promote the dissemination and advancement of university IR. In 2019, he co-founded the Japan Institutional Research Association and contributes to IR promotion as its Vice President and Director. Recognizing the need for a persistent identifier (PID) for researchers as a foundation for IR information early on, he co-founded the ORCID Japan Consortium for institutions in 2020. As Chair of the Consortium Steering Committee, he contributes to the promotion and expansion of ORCID. The latest CV is here.

    This study presents findings from an exploration into the practices of active researchers, en-compassing the entire process from collecting research information to presenting their findings. Participants were researchers from universities, national research and development corporations, and independent administrative agency research institutes in Japan.We asked 486 organizations and received 1442 responses. The findings indicate that high-performing researchers prioritize sharing their work widely. Additionally, the way they gathered information differed highly among different fields of study.

    In this paper, we report the outcomes of a trial analysis of information collected from the weekly acquisition of altmetrics index values for research papers that were published in Scopus. While numerous applications of altmetrics have been explored, there is a lack of methodical evidence regarding their reliability, validity, and contextual usage, and only few large-scale studies have been conducted. Additionally, there is a lack of under-standing regarding the generation and utilization of these metrics by stakeholders, and the evaluation of index values remains uncertain. By accumulating altmetrics data and con-ducting time-series analysis, it may be possible to identify an optimal approach for utilizing these index values.

    令和3年度においては、国立大学の第3期の中期計画の現状と課題の把握を行った。
    まず、国立大学の第3期中期目標期間の中期計画の現状と課題を把握した。具体的には、ロジックモデルの観点から、国立大学の中期計画の構造の分析を行った。ロジックモデルは、「目的」、「インプット」、「取組」、「アウトプット」、「アウトカム」の5つの要素で構成した。調査の結果、ロジックモデルの全ての要素を備えている中期計画はほとんどなかった。また、「目的」は要素の中で最も記載の割合が高かった。中期計画は法人評価が義務付けられていることから、不達成の評価を受けるリスクを回避するために「目的」の形で規定した可能性も推察される。さらに、「アウトプット」及び「アウトカム」は、「目的」よりも記載の割合は低かった。不達成のリスク回避や予測の困難さとともに、中期計画の策定の際に取組からアウトプット、アウトカムに至るまでの論理構造が十分に整理されていないことが要因と推察される。この分析結果については、取りまとめの上で、関係する学会、研究会等において公表し、意見交換を通じて、ブラッシュアップを図る予定である。
    また、研究代表者、研究分担者の所属大学において、担当業務に関係して、第4期中期目標期間の中期計画の策定の支援に従事し、策定の過程、その状況を把握した。
    さらに、国立大学の場合、中期計画と法人評価、PDCAサイクル、内部質保証は密接な関係があることから、今後の法人評価の方向に関する研究を行った。

    本研究では、大学の教育活動を表現する文書(テキストデータ)に着目し、テキストマイニング技術により、分析結果(カテゴリー化とその関連構造)を2次元マップとして自動的に可視化するシステムを開発することを目的とする。
    2021年度の活動の一つとして、昨年度から継続して、日本の大学においてWeb上で公開されている中期計画等の文書を収集する活動を行った。私立大学においては、中期計画が公開されている大学を調査しながら文書を収集した。しかし、私立大学においては中期計画の公開は義務化されていないため、調査時点では公開していない大学も一定数存在することがわかった。そこで今年度は個別の事例研究として、３大学の私立大学を取り上げ、その特徴分析を行い、研究成果を論文として発表した。この３大学の特徴は、具体的な戦略が書かれており、それを裏付けるための関連データの所在や管理方法も組織化されていることが明らかになった。公立大学においては、すべての大学において公開されている。今年度は、私立大学から公立大学へ移行した10大学を対象として、それらの公立大学の特徴をテキストマイニングを使って分析を行い、研究成果を国際会議で発表した。KH Coderを使って、3つの手法(共起ネットワーク、対応分析、自己組織化マップ)により２次元マップとして可視化し、それらの分析結果から全体像を解釈した。国立大学においては、今後に分析を行う予定である。
    今年度も昨年度に引き続き、Zoomによる打ち合わせを定期的に行い、充実して研究を進めることができた。

    大学は、近年の厳しい経営環境に対応するために、ステークホルダーの支持を高めるための取組である「レピュテーション・マネジメント」（reputation management）の取組を進める必要がある。各種の「大学ランキング」は、大学のみならず、社会の関心も高く、レピュテーション・マネジメントのツールとして重要であるが、大学における大学ランキングに対する取組の状況は明らかでない。
    このため、令和元年度に国立大学を対象として行ったレピュテーション・マネジメントの取組に関するアンケート調査の結果中、大学ランキングに関する項目の分析を、引き続き行った。
    この結果、半数以上の大学が大学ランキングに対応するための取組を実施している状況にあるが、設置形態別に見ると，国立大学が最も高く、公立大学が最も低く、また、規模の大きいほど多くの大学が取組を行っていた。また、ステークホルダーに情報提供をしたことのある「大学ランキング」は、個別指標ごとのランキングやわが国独自のランキングが多く、提供の理由は、順位が高いこと、大学の個性・特色を説明できること、であった。また、大学ランキングの取組の課題としては、順位の算出方法が不明確、取組に必要な知見の不足、取組のコスト、が多かった。さらに、大学の関心は必ずしもレピュテーション・マネジメントまで及んでいない状況が示唆された。この分析結果は、国際学会において報告するとともに、国内学会誌に投稿・掲載された。
