    Recently, low friction elastic sliding bearings are installed seismic isolated buildings with rubber bearings and dampers. Low friction elastic sliding bearings enable the base isolation system with longer natural period than the buildings with rubber bearings and dampers. A method to predict the response of this type of structures based energy balance theory is introduced in this paper. Natural period should be estimated energy spectrum and maximum deformation in consideration of effect of energy absorption and residual deformation. A design methodology of seismic isolated buildings with low friction elastic sliding bearings, that is based an energy balance, is presented.

    In this study, to improve the plastic deformation capacity, flat bars are attached on the neutral axis of the beam with slender web plate. Plastic deformation capacity of this beam is considered. The calculation method of flat bar cross-section area is shown for the target of plastic deformation capacity of beams. Flat bar length regards to the ratio of shear strength to bending strength of a beam. It is possible to make web local buckling concentricity at the beam end by the flat bar at the beam end, and it leads to improvement in plastic deformation capacity.

    In this study, a new type column base, which has high deformation capacity and high repairability, is proposed. Plastic deformation capacity of this column base is brought by the plastic deformation capacity of the angle, which is a joint element. Thus, in this column base, the part which is allowed plastic deformation is limited to the angle, and other part including the anchor bolt is kept in elastic range. The angle can be exchanged easily, when it was damaged. The deformation capacity and the repairability of this column base are verified by axial loading test of angle element and cyclic loading test of column base.

    We suggested tangent modulus which reflected on plastic region and yield stress, then estimated plastic deformation capacity by width-thickness ratio of flange which was modified by this factor However, though we examined about members under pure bending stress, we didn't examine about members with moment gradient. Then ih this study, we examined the possibility to adapt our suggested method for members with moment gradient. And we examined that difference of moment gradient influence plastic deformation capacity of members Lastly we attempted to estimate plastic deformation capacity of members by modified width-thickness ratio besides moment gradient

    This paper describes estimation method for plastic deformation capacity of steel members. When we estimate steel members with present recommendation, it is difficult to say that we can estimate plastic deformation capacity of steel member between some kinds of steel. Because this recommendation do not consider modulus in plastic region. So we suggest new recommendation to contain the factor of material properties in the plastic region. We compare the estimate method of this study with the estimate method of the present recommendation. As a result, the method of this study is showing a good correspondence between some kinds of steel.
