    This study develops an urban economic analysis method that can measure changes in the spatial distribution of economic activity due to increased risk of flooding, which contributes to the assessment of the long-term impact of transportation infrastructure development. For this purpose, we construct a model that can take into account the risk of flooding, based on the models of previous studies that consider agglomeration economies. It is shown that the model has a potential function that enables large-scale numerical calculations. In addition, we present a systematic parameter setting method that enables analysis in real space. Furthermore, we conduct a counterfactual experiment on the increased risk of flooding in the Kanazawa urban employment zone. We confirm that the results reflect the characteristics of the model and that it is possible to measure the long-term impact of transportation infrastructure development. We also discuss measures to reduce flood damage based on the changes in the flooded area population.

    This study develops a quantitative urban model based on Fujita and Ogawa (1982) that considers traffic congestion. To this end, we show the existence of a potential function in the developed model and present an efficient numerical analysis method using the properties of the potential function. We then show that the model can explain the endogenous formation of polycentric urban configurations by analyzing the developed model in a two-dimensional lattice space. Furthermore, through an example analysis of the Kanazawa urban employment area, which consists of 1, 656 districts and 110, 000 links, it is shown that the model can efficiently perform calculations for complex road networks.

    In recent years, theories based on spatial economics have been applied to econometric analysis. However, the analytical framework only outputs the result that "improvement of inter-regional transportation always increases the population of regional cities (decreases the population of large cities), " which is the opposite of the long-term trend of population distribution change in Japan (e.g., population increase in large cities). This is an important issue because it means that proper prediction of the impact of transportation improvements is impossible. This study develops an econometric method to solve this problem by applying the theory of monopolistic competition, which can take into account price competition among firms. Then, through an econometric analysis for Japan, we show that this method can output the result that "interregional transport improvements increase the population of large cities.

    Under the global warming condition, intensification of heavy rainfalls are anticipated and it is difficult to realize a flood resilient-society by only structural counter measures (e.g., levee, dam). Flood management on the premise of inundation is indispensable. In Japan, future population decline is predicted and surplus lands will be created in lower flood risk areas. It is expected that the damage of flood disaster will be reduced by utilizing surplus lands in low-risk areas. In this study, based on inundation simulation results, potential flood economic losses were estimated for Kakehashi River basin in Ishikawa Prefecture, Japan. For the condition of population decline, relocation of households and firms were simulated by a computable urban economic (CUE) model. When households and firms relocate under a population decline, the potential flood economic losses were reduced by 14.1%. When relocation from high-flood-risk areas to surplus lands in low-risk areas were promoted in CUE model by changing ratios of urbanization promotion area, the flood economic losses were reduced by 16.4%. In the past study for the Kakehashi River basin, the flood economic losses could be reduced by about 40% when the relocation to the low-risk surplus lands is the maximum. These results indicate that relocation to low-flood-risk areas will not proceed simply by relying on economic principles. Effective relocation measures are indispensable to maximize the utilization of surplus lands and realize flood-resilient society.

    Typically, the parameters of land use models are stepwisely estimated and calibrated because of some practical difficulties, e.g., satisfying sign conditions. However, this estimation method lacks the reliability from the theoretical viewpoint as the parameters that should be estimated simultaneously are separately estimated one by one. This study is the first attempt to mitigate this problem. We aim to introduce a Bayesian approach into the estimation of land use models. Specifically, we conduct a whole procedure of an econometric analysis using land use models; for a given land use model, we simultaneously estimate their parameters including the variable selection, confirm the reproducibility of the data, and conduct the counterfactual experiment. Both the estimation result and its comparison with the result by the conventional method suggested the superiority of Bayesian approach as well as its potential for expansion.

    This study conducts spatial computable general equilibrium (SCGE) analyses that consider agglomeration economies and workers' relocation. To this end, we modify the SCGE model developed by Takayama et al.1) to introduce intra-regional transportation costs. We then examine the effects of changes in transportation costs on the spatial distribution of workers in Japan and show that the prediction of the model is roughly consistent with the data. In addition, we demonstrate through an example that hysteresis phenomena can be observed in the model.

     In economic geography, central place theory1) envisaged the emergence of hexagonal distribution of cities from uniformity. However, rigorous verification of the existence of hexagonal patterns is missing over years. To support this theory, Ikeda et al.2) introduced a group-theoretic Fourier spectrum analysis in a regular-triangular lattice and detected hexagonal patterns of cities in Southern Germany and Eastern USA. However, the existence of geometrical patterns other than hexagons remains unknown. This paper, considering square patterns, introduced a square lattice version of a group-theoretic Fourier spectrum analysis. Using this analysis in Southern Germany, we indicated a possibility of the square lattice as candidate of a spatial platform in a population distribution analysis.

     This study incorporates the standard bottleneck model into the traditional residential location model to develop a model in which heterogeneous commuters choose their residential locations and departure times from home in a monocentric city. We characterize its equilibrium with and without congestion tolling and clarify that introducing an optimal congestion toll alters the urban spatial structure. Furthermore, we demonstrate through examples that congestion tolling can lead to urban sprawl. This result contrasts with the standard results of traditional residential location models with static flow congestion, which predict cities to become denser with road pricing.

    This study develops a spatial computable general equilibrium model that considers agglomeration economies and mobility of production factors, including labor and capital. To this end, we extend the new economic geography models of industrial location and agglomeration with factor mobility. We then present parameter estimation and calibration procedures and an approach for obtaining the stable equilibrium that emerges with changes in structural parameters. Applying these methods, this study quantifies the effects of the trade cost reductions in Japan to clearly describe characteristics of the developed model.

    This study clarifies the impact of flextime and parking congestion on the temporal distribution of traffic demand and morning rush hour congestion. To this end, we develop a model based on Arnott et al. (Arnott, R., de Palma, A., and Lindsey, R.: A temporal and spatial equilibrium analysis of commuter parking, Journal of Public Economics, Vol. 45, No. 3, pp. 301–335, 1991) in which commuters choose their departure times from home and parking locations in a city with a bottleneck and parking spaces. We then show the properties of our model by analyzing equilibrium with and without flextime. The analysis reveals that parking congestion leads to temporal traffic dispersion when all firms adopt fixed work schedules, while it causes temporal traffic concentration when all firms adopt flexible work schedules. Furthermore, the bottleneck congestion is completely eliminated and the social optimum is achieved by assigning parking locations to commuters and introducing flextime.

    The present paper demonstrates that the bifurcation analysis method proposed by Akamatsu et al.15) is readily applicable to the retail location model due to Harris & Wilson (1978)1). Employing 4-zone example, we analytically predict when and in which zone the agglomeration of retailers emerge. Our analysis also suggests that "spatial period doubling cascade" previously observed in some new economic geography models, proved in Ikeda et al.14) and Akamatsu et al.15), exists in Harris & Wilson model.

    In the last two decades, a large number of studies have attempted to develop spatial computable general equilibrium (SCGE) models based on new economic geography (NEG). Although these studies provide SCGE models with agglomeration economies, their framework is oversimplified for computational purposes and inconsistent with NEG. This study develops an SCGE model consistent with NEG that has the following two characteristics to overcome the shortcomings of previous studies: 1) this model considers vertical linkages (input-output linkages) as in Venables1), which ensures the theoretical consistency; 2) the stable equilibrium that emerges after implementation of policies can be obtained. Furthermore, we present a numerical example to demonstrate that our model can be applied to practical applications.

    In addition to free flow state and congested flow state, this study establishes the third phase of mixed flow state based on the q-k state using 5 minutes data, and carried out a comparative analysis, which investigates an impact of the three phases of traffic states on traffic accident risk. Firstly, in order to consider difference in the process of mixed flow state, this study analyzed the differences between the traffic accident risk on two-lane expressway and four-lane expressway. After, focused on an impact of a heterogeneous mixed flow state that appear when free flow state and congested flow state are mixed in space on accident risk, the relationship between the traffic states on each lane and traffic accident risk were analyzed. Using the accident record and the observed traffic data, this study analyzed the accident risk on the Hanshin Expressway network. As a result, it is shown that the accident risks of rear-ender collision and minor collision tend to be higher in the homogeneous congested flow comparing to ones in the heterogeneous mixed flow.

    In this paper, weinvestigate the effect of transport market structure on the distribution of economic activity. To achieve this purpose, we extend an economic geography model developed by Thisse8) in order to incorporate the transport sector. Analysis of this model shows that if the carriers' entry is free, agglomeration of economic activity increases price competition among carriers that fosters further agglomeration. By contrast, if entry is regulated, the agglomeration increases the carriers' market power. Consequently, entry regulation in the transport sector may lead to the collapse of the agglomeration.

    Numerous studies in the field of spatial economics have been devoted to explain mechanisms of the spatial agglomeration of economic activities. These studies have the potential to provide a basis for predicting and evaluating long-term effects of various economic policy proposals. However, there remain some fundamental problems for applying these studies to such applications, which result directly from technical difficulties caused by the non-convexity of spatial agglomeration models. In this paper, we first summarize issues of spatial economics and then review our studies that attempt to overcome these issues. Finally, we discuss future studies.

    This study makes verification analysis of a ramp metering control strategy using Macroscopic Funda-mental Diagram. One of the greatest advantages of the control is that the control can be operated without OD information. In this analysis, the driver's route choice behavior model is constructed, in which they choose their route, expressway or arterial. Then, applying a simulation model with the route choice model to an actual expressway network and an actual OD demand, the analysis has been done. The results show that operation of the control has benefits to improve the traffic states on expressway and to increase in-flow traffic. In other words, it is shown that the traffic flows not only on expressway but also on arterial could be improved by operating the proposed metering control.

    This paper analyzes the traffic accident risk in urban expressway focusing on the traffic state and the number of road lanes. In the previous studies, regression analyses have been done to a two lane urban expressway. Then, the various factors, such as traffic flow state, road geometry and environment, have significant impacts on the occurrence of the 3 types of accident, rear-ender collision, minor collision and own-crash accident. In this study, using the accident report, traffic counts obtained by detectors, rain precipitation data and road geometry data on Hanshin Expressway during 3 years from 2006 to 2008, the differences between the traffic accident risk on two-lane expressway and multi-lane expressway are investigated. As a result, it is shown that the traffic accident risk on multi-lane expressway is higher than that of two-lane expressway, and the impacts of each factor on the risk are different between the two types of expressways.

Since the seminal work of Henderson (1981), a number of studies examined the effect of staggered work hours by analyzing models of work start time choice that consider the trade-off between negative congestion externalities and positive production externalities. However, these studies described traffic congestion using flow congestion models. This study develops a model of work start time choice with bottleneck congestion and discloses the intrinsic properties of the model. To this end, this study extends Henderson's model to incorporate bottleneck congestion. By utilizing the properties of a potential game, we characterize equilibrium and optimal distributions of work start times. We also show that Pigouvian tax/subsidy policies generally yield multiple equilibria and that the first-best optimum must be a stable equilibrium under Pigouvian policies, whereas the second-best optimum in which policymakers cannot eliminate queuing congestion can be unstable.

Using these SCGE models, we assessed the impact of previous highway developments on the population distribution. The results showed that the highway developments between 1960 and 2005 lead to economic agglomeration in metropolitan areas.

    The effects of urban transportation policies, such as transportation infrastructure improvements, differ significantly in the short- and long-run. This is because the short-run impact of alleviating traffic congestion can change the spatio-temporal agglomeration structure of economic activities (location and size of urban centers, distribution of work start time) in the long run. However, there is no approach for examining the long-run effects. In this study, we conducted theoretical and empirical studies to clarify the spatio-temporal agglomeration mechanism of economic activities. We then develop a method for evaluating the long-run effects of the policies.

    This study aims to develop urban economic models that can describe the spatial and temporal distribution of economic activities. To this end, I extended the traditional residential location models to introduce spatial/temporal agglomeration economies and characterized their equilibria by invoking the properties of a potential game. This study also presented an efficient approach for obtaining the stable equilibrium and parameter estimation and calibration procedures, which are necessary to apply these models to a wide variety of policy evaluations. By using them, I evaluated the effects of several urban policies.

    This study aims to understand the mechanisms of formation of hierarchical urban and transportation systems. To this end, I extend a new economic geography (NEG) model in order to incorporate scale economies of transportation and interactions between industries, and analytically and numerically show its bifurcation properties. Some of the major findings of this study are 1) hierarchical industrial location patterns emerge as stable equilibria of an NEG model with multiple industries, 2) in an NEG model with sufficiently many locations and a sufficiently large industrial diversity, population distributions that are consistent with a power law for city sizes emerge as stable equilibria.

    “共有モビリティ”は,個人が所有するのではなく共有することを前提とした新たな交通手段である.ICTの活用を前提に,利用者の要請に応じて移動サービスを供給するという柔軟性の高さから,自動運転技術が確立すれば,共有モビリティはマイカーに依存した都市交通システムを大きく変容させると考えられてきた.そこで,本研究では都市交通システムの長期的な構造変化メカニズムを理論・実証の両面から明らかにし,その知見を基盤に現実の都市交通システムを対象とした計量分析手法を開発する.そして,開発した分析手法により,共有モビリティと都市交通システムの共進化の形態・COVID-19流行により進展したオンライン化が共有モビリティを含む都市交通システムに与える影響を解明する.
    本年度は,昨年度の成果を基盤にした理論・実証研究と,それらを組み合わせた応用研究を実施した.その成果は以下の通り:
    [理論] 共有モビリティを含む都市交通システムに関する理論構築:昨年度までに構築した都市・システムモデルを拡張し,共有モビリティと都市交通システムの共進化の形態に与える要因を調べ,都市規模(総交通需要)が共進化形態を変化させる重要な要因の一つであることを明らかにした.
    [実証] 携帯電話位置情報を利用した交通需要の時空間分布特性の実証:昨年度と同様の携帯位置情報データを用いて,COVID-19による通勤行動変化を分析した.その結果,電車通勤者に関しては交通需要の時間的な分散化が確認できた一方で,徒歩・自動車通勤者の最大ピーク時の交通需要割合に大きな変化がないことが明らかとなった.

    道路ネットワークは橋梁・トンネル・盛土等の様々な要素(構造物)によって構成され,それらがネットワーク的につながる巨大なシステムである.膨大な数の道路構造物のすべてを高い水準で維持管理することは財政上困難であり,この中でクリティカルな要素(重要な道路構造物)を抽出できると,それらを優先的に点検・維持管理することができ,道路ネットワークの信頼性や強靭化に結びつく.研究代表者・分担者らは,これまで道路ネットワークの道路リンクの接続形態をラプラシアン行列という形式で表記し,ラプラシアン行列の第二最小固有値を道路ネットワークのつながりの指標とした道路ネットワークの信頼性評価法を提案していた.この評価法では,対称なラプラシアン行列しか扱えず,一方通行や上りと下りで車線数が異なるなど非対称な道路リンクを取り扱うことができなかったため,令和5年度では,一方通行などを含む非対称な道路リンクも取り扱うことができる,つまり,一般的なネットワークでも適用可能となるように,非対称なラプラシアン行列を取り扱うことができるように評価法を拡張した.非対称なラプラシアン行列をジョルダン分解することによって,第二最小固有値や第二最小固有ベクトルがどのような意味を持つのか,また,つながりとしての指標として問題はないのかなどを検討し,非対称なラプラシアン行列の第二最小固有値の計算法を開発し,単純なネットワークに適用して,その有用性などの検討を行った.

    2021年度においては,梯川周辺域を対象とした人口減少下での都市構造変化に関するシミュレーションの高度化のために,応用都市経済モデルの高解像度化を進めた.新たに入手したモバイル空間統計データを活用し,従来の2kmメッシュから500mメッシュへと高解像度化を行い,シミュレーションを実施した.当該結果に基づく洪水氾濫発生時の氾濫被害額算定の結果,2km解像度では移転に伴う都市構造変化後の方が,一律な人口減少時よりも氾濫被害額が大きくなるが,500m解像度では移転によって氾濫被害額の軽減が進むとの結果を得た.高解像化によって世帯及び企業の立地選択に関する地域ごとの違いがより明確に表現でき,浸水域からの移転の効果が適切に評価可能となったと考えられる.
    洪水氾濫発生時の要避難者数の算定においても,500m解像度のモバイル空間統計データを活用し,平日・休日及び昼夜間と,多くの人の移動が想定される夏季休暇期間における人口分布の違いを考慮した評価を行った.夏季休暇期間に梯川周辺で氾濫が生じた場合,要避難者に有意な増加があることが認められた.
    梯川を対象とした氾濫シミュレーションにおいては,本川よりも計画規模が小さい支川からの氾濫が評価できるように氾濫解析モデルの高度化を行った.梯川本川と,支川のひとつである八丁川の同時破堤を想定した場合,最大浸水深については梯川単独破堤の場合と明瞭な差はみられなかったが,浸水継続時間については9時間以上にわたって広範囲での浸水が長期化するとの結果を得た.
    また,梯川に隣接し,大規模洪水時には梯川右岸まで氾濫が広がる手取川を対象として,氾濫制御施設の設置を想定した氾濫シミュレーションを実施し,その効果を検討した.手取川は我が国有数の急流河川であり,河道周辺の地形勾配も大きいことから氾濫制御施設による貯留効果も小さく,浸水深分布にも顕著な変化はみられなかった.

    To answer a long standing question about the existence of regular-hexagonal patterns of central place theory in the real population data, we have proposed a group-theoretic spectrum analysis method. As a major achievement of this research project, we have submitted a paper entitled "Time evolution of city distributions in Germany" to the Journal of Network and Spatial Economics. This is a synthesis of a series of analysis procedures. As a result, we have succeeded in capturing characteristic agglomeration patterns in Southern Germany and their time evolution.

    We have two main theoretical achievements. One concerns the agglomeration in a regional economy. We generalized the existing two-region models to a many-region setup and showed that they reduce to two prototypes regarding the equilibrium bifurcation behavior. The other concerns the agglomeration within a region, typically the business district formation within a city. We developed a potential game-theoretic approach to the formal solution for the models in this literature.
    On the empirical side, we showed in six major countries that the size-location pattern of cities exhibits spatial fractal structure associated with common power law for city sizes in each fractal part. We further showed evidence that this regularity accrues from the spatial coordination of many industries differing in increasing returns. We are in the process of replicating this empirical regularity from a many-region and many-industry extension of our theoretical model above.

    This research aimed to develop a systematic numerical framework for studying micro-founded general equilibrium models for endogenous city formation based on agglomeration economies. Specifically, a recent development of numerical optimization theory has been incorporated in the self-organization of the location process of mobile agents. This in turn made it possible to identify stable equilibria of an economy despite the non-linearity in a high-dimensional system. This in turn made it possible to generate a reasonable amount of Monte-Carlo samples of stable equilibria of a hypothetical economy with essentially the same order of diversity in the degrees of increasing returns in the reality.
    Furthermore, based on the data from Japan, US, Europe, China and India, empirical evidence for the self-organizing regularity in size, spacing and industrial composition of cities were established. The developed numerical methods are applied to theoretially replicate these regularities.

    This study provides a method for extracting spatial regularities observed in a variety of industrial agglomeration patterns that emerge in system of cities with agglomeration economies. Specifically, (1) based on Fourier transformation techniques and group-theoretic bifurcation theory, we developed a method that gives the spatial period/frequency of industrial location patterns obtained as stable equilibria of spatial agglomeration models in a homogeneous space, and (2) we extended the method so as to be able to identify spatial regularities from actual observed data of industrial location patterns in a real geographical space.

    Our modern society has required dynamic risk management for transport network to minimize the negative effects of a system failure caused by traffic incident and/or natural disaster. This study aims to establish theoretical basis of advanced travel behaviour analysis and transport network analysis for dynamic risk management of transport network. Four years research with 14 researchers has achieved to develop advanced methods in travel behaviour survey based on the Probe Person survey, and to establish dynamic network traffic flow analysis methods by utilizing travel and traffic data with higher resolution. We have contributed to investigate fundamental theories on dynamic risk management of transport networks incorporating advanced travel behaviour models into dynamic network flow models. As a part of research activities, some of the research members organized three international symposiums in the field of traffic and transport theories in 2015 and 2017.

    This study presents a theoretical model to explain the mechanism of the formation of hierarchical urban systems. Specifically, we develop multi-industrial core-periphery (CP) models with hierarchical (i.e.,multi-scale) spatial structure which introduces the interaction between inter-regional and intra-regional transportation costs explicitly. We then analyze bifurcation phenomena of the equilibrium by the analytical and numerical approaches developed by Akamatsu et al.(2012). The results of our analysis reveal that combinations of inter-regional and intra-regional transport costs can yield a wide variety of agglomeration patterns depending on the transportation parameter values, and that hierarchical industrial location patterns emerge as stable equilibria of the model. Furthermore, we develop multi-scale Computable General Equilibrium (CGE) models with agglomeration economies, and demonstrate their applicability to practical problems.
