This study focused on local policy regarding canal water conservation of Kanazawa City. The purpose of this study was an analysis of the impact made by the content of deliberations held to coordinate multifunctional use and management of the water on actual conservation standards and maintenance operations. Research methods included analyzing meeting minutes of the water conservation council and fact-finding interviews held in Kanazawa City. With respect to multifunctional use, conflicts over the conversion of canal water from agricultural use to urban use, as well as between creating habitat for fauna versus scenic and citizens’ use were deliberated. Conservation standards were developed, and maintenance operations were implemented by coordinating around these conflicts. The study also analyzed the content of deliberations concerning coordination between usage and management of the canal water and site-specific conservation of canal locations, and the impact of those deliberations on the conservation standards.

&nbsp;Recently, in the Japanese suburban farmland, a number of civil activities are being developed for the improvement of rural environment. Although these activities are slightly different from managements by farmers, they are promoting the appropriate use and conservation of farmland for the sustainable management of common natural resources. In this study, the mechanism of the formation and the innate character of the social activities are analyzed by the comparison with a traditional theory of commons research focusing on farmlands of Minuma locating in Saitama Prefecture.<br>&nbsp;Firstly, the nature of traditional commons was researched by literature reviews. Under the reign of traditional commons, there were local rules for the use of natural resources, and it contributed to the collaboration of local people and the sustainable management of the whole regional area. On the other hand, most of the current Japanese suburbs do not equip the traditional commons system, and cannot attain the sustainable use of local resources.<br>&nbsp;Secondly, the characteristics of current civil activities are analyzed through hearing surveys and field works. The civil activities which developed around the farmlands have nearly the same efficiency with the market system and the management system of natural resources induced by the traditional commons. However, in terms of the sustainable use of local resources, they are completely different from that of traditional commons, and they are characterized as &lsquo;open-access&rsquo;, &lsquo;intermittent management&rsquo;, &lsquo;rational cooperation&rsquo;, &lsquo;multiple organization&rsquo;, and so on.<br>&nbsp;Finally, the social meaning and future issues of the civil activities are discussed through the comparison with the mechanism of traditional commons and the hearing surveys to the local farmers. This study concludes that the formation of the nonmarket economy based on a free labor and land enables the civil activities to keep the ability for social services and management of natural resources. However, because of their purposes, they cannot resolve the farmers' problems such as stagnation of profitability of their business, and most of the farmers do not participate in the activities. For the development of the activities, it would be necessary to facilitate the partnerships between urban residents and farmers considering the importance of the farmers' current issue.

The city planning tax is the tax which a municipality collects for its city planning projects. Becauseeach municipality has a right to determine its taxation and tax rate, the circumstances of the city planning tax are diverse from one city to another. In fact, some municipalities which have already completed all the city planning projects abolished its taxation. This study researches the actual condition and future issue of the city planning tax considering its relationship with the city planning projects and the other financial resources. From the analysis, it is revealed that there are some municipalities which do not put the tax on their area although they still have the need for city planning projects. Moreover, it is also found that there are municipalities which are difficult to tax because of their conditions of city planning projects. At last, the thesis points out some of the important points to improve its tax system in an era of depopulation.

The development of Photovoltaic Generating is increasing due to the introduction of Feed-in tariff. However, most of the local governments have no effective method to control its market and there would be a high possibility to arise the problems. Therefore, it might be necessary to reveal the relationship between its site characters and their own problems and to reconsider the strategy of the local government. In this study, firstly, the trends of development of Photovoltaic Generating were investigated based on the actual construction site and the hearing survey, and then, they were classified according to the city planning area and the previous land use. From the analysis, it was revealed that there are two main problems, that is, the concentration of the developments and the extent of the constructions outside the city planning area, and they brought about the further problems, such as an oversupply of electricity and a decline of farmland.

Recently, the designated manager system begins to be introduced to art museum, as a method that makes management efficiency. On the other hand, there is anxiety that the arts sector decline by using this system. In this study, the change in the management and the scheme by introducing designated manager system was investigated, and the influence to local area was asked to the art museum director. As a result of the investigation, the art museum which was introduced designated manager system reduced cost of the management and improved the scheme. However, there were peculiar problems by using this system into the art museum, such as the difficulty of changing manager and to bring up staff member to expert. Finally, it was shown that it is important for the maintaining art sector to support the designated manager by administration.
