    Abstract

    Governments in Sub-Saharan Africa (SSA) have made concerted efforts to improve farmers’ adoption of modern technologies in their farm operations to realize a rice Green Revolution, improve food security, and alleviate poverty. However, smallholder farmers’ access to farm mechanization in SSA remains constrained due to supply-side and demand-side challenges. On the supply side, the market for agricultural machinery services is often underdeveloped. On the demand side, the smallholders with inadequate knowledge of improved rice cultivation practices have limited demand for mechanized services despite increasing wage rates. This study analyzes the mechanization process of rice farmers in the Mwea Irrigation Scheme, Kenya. The Mwea Irrigation Scheme is the most advanced rice production area in SSA, with farmers familiar with improved rice cultivation practices, well-functioning input credit markets, and millers adopting modern milling technologies, enabling local rice to compete with imported Asian rice. Analyzing original data collected in 2011, 2016, and 2018, we found that most farmers in Mwea implemented rotavation using tractor services provided by farmers’ cooperatives, while they implemented leveling using draft animals. Non-cooperative members reduced tractor use and adopted draft animals to implement both harrowing and leveling, implying the importance of a well-developed mechanization service market.

    The effectiveness of an effective transition from manual labor to mechanized transplanting has been suggested for the diffusion of SRI farming methods in Bangladesh, but the machine rental market is not well developed in rural Bangladesh. To explore the potential of mechanized rice transplanting among the resource poor farmers (RPFs), we formally examine the impact of combined interventions of providing rental machinery services by a people-private-public (PPP) partnership institution, called the “mechanical yard system”, in collaborating with both the private and public sectors in Bangladesh. In our proposed “Mechanical Yard System” model, a private sector company in Bangladesh, provides machinery rental services to the farmers to reduce labor demand of rice production. Public Extension Department (Rural Development Academy/or Department of Agricultural Extension) provides technical training to farmers groups, including how to use machinery.

    In FY2022, we commissioned a Knowledge assessment survey, a complementary survey together with the same research team coordinated at GRIPS (Kiban A 20H00075). We also commissioned Noyaboraga, a private sector company, who already developed relationship between public extension agents and farmers group in the project areas, to prepare a business development plan.

    発展途上国において、低投入・高収量型の稲作農法として「System of Rice Intensification(SRI)」と呼ばれる技術が注目を浴びている。しかし、その普及率は一般に非常に低い。なぜ一見有望な農業技術が普及していないのか?本研究では、この大きな問いに答えるために、 バングラデシュを事例として、大規模ランダム化比較試験を実施する。とりわけ、一部の作業機械化による労働制約の緩和による影響やSRIや機械化を伴うSRIの所得・利潤効果 及び労働・生産物市場への一般均衡効果を検証する。
    2020年度から研究が開始されたが、2020年度はコロナの影響により、実質的な現地の作業がほぼできなかった。2021年度は、遅れを取り戻すべく、以下を実施した。a) 調査対象地域の特定、b)家計・村落調査実施機関の選定、c)ベースライン家計・村落調査、d)機械化を伴うSRIのデモンストレーション。
    家計・村落調査は、現地の農業事情に詳しいSocioeconomic Consultantに委託している。これまで、全対象75カ村の村レベルの情報(インフラ状況、賃金率など)と実験開始前の家計情報(家計構成員の属性、土地所有状況、農業・非農業活動の詳細)を各村25家計づつ、計1875家計分収集し、現在はデータクリーニングを行っている。機械化を伴うSRIのデモンストレーションはランダムに選ばれた25カ村で実施し、技術の詳細を説明したビデオを作成した。

    The concept that policy making should not be based on the intuition and experience of policy makers or in response to the demands of specific stakeholders, but rather on rigorous policy impact evaluation and comparisons of the cost-effectiveness of multiple policies as a basis for making policy decisions, has already become the standard in Europe and the United States. This is called "Evidence-based Policy Making (EBPM). Although there is momentum for the promotion of EBPM in Japan, in general, it is far from the level of Europe and the United States. In this study, a group of researchers consisting of experts in policy evaluation collaborated with public offices, local governments, and companies to examine the effectiveness of educational policies actually implemented by policy makers.

    The purpose of this research is to quantitatively evaluate the effectiveness of the UHC (Universal Health Coverage: a state in which all people can receive appropriate health care services such as prevention, treatment, and rehabilitation at an affordable cost) program implemented by the Japanese government and JICA. In this study, we investigated the performance, number of employees, number of insured persons, number of contracted medical institutions, medical fee payment periods from mutual health organizations (mutuelles de sante, or MS, in French) in Senegal, especially in the regions Thies, Diourbel and Tambacounda.A representative household survey was also conducted in the same three regions in order to measure the prevalence of catastrophic health expenditure (CHE), equity in the use of care, determinants of MS membership, perception of the universal health coverage program, impoverishing expenditure, and use of health care services.

    The purpose of this research is to understand the problem of low-quality fertilizer and to suggest policy responses. We focused on Vietnam and obtained three main findings. First, the quality of fertilizer is fair on average, even for non-branded products, and the problem of low-quality fertilizer is not that serious. Second, the government has introduced standardized regulations such as licensing and mandatory quality labeling, and manufacturers are trying to maintain quality and brands through warranty and certification systems, which may be working effectively. Third, there was no evidence of increased fertilizer use or soil degradation due to triple rice cropping, and the excessive fertilizer use in Vietnam was not due to fertilizer quality or the expansion of triple rice cropping.

    This study addresses the theme of "financial inclusion through mobile money" and empirically examines the impact of mobile money diffusion on the poor in developing countries based on field surveys in Uganda and Bangladesh. Since we started a survey targeting migrant workers in the Bangladeshi garment industry and their local families in FY 2018, we have continuously conducted follow-up surveys through telephone interviews to establish high-frequency household-level data. The emergence and spread of COVID-19 during the project also allowed us to collect household data before and after the initial movement restrictions for the infectious disease.     (1)We explored how incomplete financial systems affect economic bubbles in the framework of global economy. (2) We showed that the effectiveness of greenhouse-gas emission controls crucially depends on international carbon leakages caused by the controls. (3) Analyzing production networks of the machine industry, we showed that only those countries and regions which reduced country risks to a certain extent can participate in the networks. (4) Using micro data, we confirmed the Creative Destruction Hypothesis in the case of natural disasters.

    Poverty reduction in developing countries is among the most important issues. In particular, the horticulture industry, including production of high-valued vegetables, fruits, and flowers, draws special attention in terms of creating employment opportunities and improving income of the poor. We have repeated our own surveys on the rapidly-growing cut-flower industries in Sub-Sahara Africa, and have collected extremely unique and value panel data sets on the firms and workers. Using the state-of-the-art econometric methods, we have found that the development process of the cut-flower industry gradually switched from the stage of increasing number of firms to the stage of expanding size of firms. Behind this important phenomenon, we have figured that the quality and efficiency of management have improved, which is closely related to the selection of marketing channels and financial performance. We have also found that the employees received higher income and welfare than other workers.

    The key to the success in infrastructure development, land reform, technology adoption, and education reform, which are indispensable for the sustainable development of emerging economies, is held by administrative capacity of government. This point of view has been missing in the impact evaluation of economic policies. Devoting special attention to this point, our research project has conducted a number of empirical studies of these policy issues and developed a new methodology. The research results have been published in refereed international academic journals and presented in international conferences. In addition, parts of research results are contained in four English books. These books were published from Springer Nature as open access books, which was made possible by being allowed to carry over the budget to fiscal year 2018. Since the publication in February 2019, the number of downloads has risen to 53,000 by June 15, 2019.

    The cut-flower industry attracts attentions in Africa because it has been growing very rapidly and is expected to create many job opportunities for the poor and acquire foreign currencies since some African countries such as Kenya and Ethiopia have advantages in the production due to their weather conditions and abundant cheap labor. Nonetheless, rigorous empirical studies using firm- or farm-level data in the industry are scant. In order to examine sources of their growth and constraints they face, we conducted firm- or farm-level survey using interviews with structured questionnaire in Kenya and Ethiopia and analyzed the data. We have reported the outcomes from the analyses through conference presentations (10 times) and academic journal papers (5 papers). We have been still analyzing 3 research questions and will publish them as academic journal articles soon.
