    <p>In this article. I examine ethical issues surrounding combat drones, including autonomous ones, as one of the case studies of war ethics or the ethics of war, which is one of the disciplines of applied ethics. The main body of this article consists of 4 sections (Sections 2-5). In Section 2, I will provide a brief overview of war ethics. In Section 3, I will sketch an outline of 'just war theory', which is one of the mainstream approaches, along with political realism and pacifism in war ethics. In Section 4, I will introduce several topics and issues, currently being discussed in war ethics. In Section 5, I will conclude by illustrating a hopefully counterfactual dystopian future where fully autonomous combat drones are frequently used as a method of attack.</p>

    In this article, we examine the status of civilians in the ethical context. For this purpose, we explore the ethical sources that address their status; specifically, we consider the ethical reasons that civilians should be protected in armed conflict by examining ethical concepts that could differentiate civilians from combatants and justify the protection of civilians. In order to assess how the status of civilians can be characterised and their protection justified by ethical concepts, we examine the five following concepts; moral innocence, innocence as harmlessness, responsibility, rights, and personal project. We conclude by arguing that the concept of personal project could further strengthen the claim of ordinary civilians to their protection, if used together with the concepts of harmlessness and responsibility.

    In this article, I examine the relationship between technology and the conduct of war in order to consider whether and how technological development in military affairs makes the conduct of war barbarised/civilised. There are at least two different views on this issue: One view is that technological development has made warfare more barbarised and the other is that it has made warfare more civilised. These two views seem correct when considering that technological development in military affairs contributes to shaping the characteristics of warfare, some of which have the impact of increased barbarisation whereas others have the impact of increased civilisation during armed conflict. However, these two views do not seem to perfectly describe the relationship between technological development and the conduct of war in that technological development does not automatically determine the course of the barbarisation/civilisation of warfare. The primary reason for this is that the application of new technologies to military affairs and the actual use of technological artefacts (i.e. weapons and weapons systems) are undertaken in the politico-military context. I argue that such a course is primarily determined by the mode of warfare,which is strongly influenced by the strategic need, mission objectives and tactical environments which the political elite and military brass envisage. I conclude by arguing that it is not necessarily technological development per se that makes warfare civilised or barbarised. The core line of argument of this article is that whether and how warfare could be civilised/barbarised primarily depends on the political elite and military brass who can utilise technologies for military affairs.

    「党派性」とは何かという根本的な問いや「党派性」の倫理的な善・悪/正・不正を考察し、その上で、ジャーナリズムの「党派性」について多角的な検討を行うという本研究の目的を達するため、共同研究のメンバーがそれぞれの領域から問題提起をおこないディスカッションを行う研究会を重ねた。そうしたなかで、応用倫理の視座をもってポスト・トゥルース時代におけるジャーナリズムの規範理論を再構築するために、「客観性」「中立性」「政治的公平性」といったジャーナリズムをめぐる言説の中で原則とされてきた諸概念の再検討に取り組んだ。
    なかでも、スティーブン・J・A・ウォードが提唱したラジカル・メディア倫理学の視座を検討する議論が進んだ。ウォードは、デジタル化により専門職ジャーナリストではない、誰もが送り手として国境を越えて情報発信できるようになった現代において、絶対的な前提というようなものが必要な倫理学は相応しくないという立場を示している。一方で、ジャーナリズムという営みは制度的実践(Institutional Practice)と位置づけられるべきものであって、専門職ジャーナリストでないからといって、倫理学を無視していいということにはならないと主張する。こうした問題意識と、それに基づいて提唱された基準は、日本のジャーナリズム/メディア環境を考察する上でも有用である。
    こうした議論を踏まえて、次年度はジャーナリズムの党派性を考察するうえで必要となるデモクラシーに関する哲学的考察と、ジャーナリズム倫理に関する実践的考察という2つのアプローチを採りながら、本研究の目的を果たしていく予定である。

    本研究の目的は、応用倫理学における分析ツールとしての実例ないし仮想事例を用いた思考実験を通して、倫理的意思決定法の開発・精緻化・汎用性の向上にある。
    当該年度における研究の進捗はやや遅れていると判断できる。その理由は、主に新型コロナウイルスの影響、研究補助者候補ならびに海外研究協力者の状況の変化という、研究計画段階では予測が困難であったことに起因する。これらの理由により、当初の計画のうち、当該年度における計画の一部を断念せざるを得なくなった。当初の計画が実行できなかった部分については遅ればせながらその大部分を代替することができる案を設定し、その部分を補えるように調整を行ったこともまた、本研究がやや遅れていると判断せざるを得ない理由である。
    しかし、元の計画の大部分をカバーする研究を遂行することにより、ある程度の研究の進捗を確認することができた。具体的には、本務校ならびに非常勤先での授業や事務職員向けの職業倫理研修において思考実験と倫理的意思決定法を問題解決のために採用した。それらの効果や運用性を検証するために受講者よりフィードバックを受け、それを踏まえて更なる効果と効率、運用性を向上させるための改善を行った。特に、思考実験の様々な事例と倫理的意思決定法の異なるヴァージョンとのマッチングや親和性の関係を抽出することができた。このことは、倫理的意思決定法の利用者の目的や属性により合致する思考実験の組み合わせを提示することができるようになった。また、あくまでも副次的ではあるが、科学技術振興機構の研究倫理映像制作委員会の委員の業務を通して、本研究における思考実験のあり方を反省的に検討する機会を得ることができた。

    神崎は新規技術の社会的受容をめぐる倫理的議論の検討を行った。具体的には、自動運転技術に関連して学会ワークショップの企画および報告を行った他、EdTechにおける学習データの利活用をめぐるシンポジウムで招待報告を行なった。これらの議論においては、新規技術の社会導入が目指される場面で、倫理的な懸念事項に対して経済を理由としてその重要性を否定して導入を主張するような議論が見られる。こうした議論に対抗する戦略としては上位の社会規範の参照が有効でありえるため、日本におけるELSIの議論でもこうした上位規範への言及が行われるべきであると論じた。
    またインターネット上での研究倫理に関しても、学術を理由とした個人(研究対象者など)の権利の侵害などの問題を扱う共著での報告を行なった。そのほか情報倫理に属する実績としては、情報倫理における不寛容の問題に関しても検討を行った。
    上村は「ポスト・トゥルース時代の議論」を主題にシンポジウムでの報告を行った。「世論を形成する上で事実よりも感情や個人的な信念にアピールすることの方が影響力を持つ状況」としてのポスト・トゥルース時代においてはそもそも議論が成立しないため、民主主義の理念そのものが自壊してしまう懸念に対する処方箋を報道倫理や哲学教育の観点とも絡めて検討している。
    岡本は、eスポーツを正統なスポーツと呼ぶことに対する抵抗を、その理由の検討に基づいて分析を行った。

    The research results are summarized in "Actual conditions of polarization in the post-truth era." Chapter 1 "Correct swearing: analogy from correct way of discussing" considered the way of discussion. Chapter 2 "SNS Polarization Phenomenon: Empirical Study on Twitter Using the Korean Strawberry Problem of the Pyeongchang Olympics " attempted to reconstruct the mechanism of the polarization phenomenon in the post-truth era. Chapter 3, "Polarization, Emotions, and Deliberation," was examined from the perspective of changes in the media environment and consideration of emotional variables. Chapter4,"Towards a Desirable Discussion:What Journalists Should Do" examined journalist norms for discussion. In Chapter 5, "Toward a Desirable Discussion: What Education Should Do", we examined the formation of a desirable discussion.

    The goal of this project was to identify and analyze ethical issues at the implementation of robots into society in various domains. With such research goals, we analyzed ethical issues across specific and broad areas related to robots, such as social robots, robots and gender, robots in culture and subcultures, the military, transportation, and robots as objects of responsibility and blame. Since the theme is robots and society, the research results reflect the Japanese society and culture to which the project members belong. They also reflect an analysis of Japanese society, including the social debates on the acceptance of robots.

    We investigate the hostile Media Phenomenon. We focus on Japan-South Korea Relations. According to our sociological research, Japanese sentiment toward America, China, Russia is stable. But Japanese sentiment toward Korea depends on political or cultural issues between Japan and Korea. We analyzed articles about Korea in Japanese news papers and weekly magazines about two month(At that time, South Korea's Lee Myung-bak visited disputed islands(Takeshima)). We find out some aggressive articles in particular weekly magazines.
    In journalistic professionalism, Journalistic objectivity is very important part. People often say " This article is not objective", But None can escape from prejudge. Actually, Journalist should have his/her own belief and his/her own philosophy. Journalism ethics needs virtue ethics.

    In our research project, we proposed an idea on ethics of newly-emerged professions, which is required in our highly-specialised society. Specifically, we found the 'core' of ethics, which are commonly shared by traditional professions such as physicians and lawyers and (relatively) 'new' ones such as nurses and engineers. Furthermore, we figured out the area of commonly-shareable ethical norms by the traditional and new professions. One of the most important research products is the publication of the book on research ethics (*Jinbun Syakaikagaku no tameno kenkyu Rinri Gaido bukku (Research Ethics Guidebook for humanities and social sciences)*, published by Keio Gijyuku Daigaku Syuppankai (Keio Gijyuku University Press), in 2015). The lead researcher and collaborators of this research project edited and contributed chapters and columns.

    From the perspective of ethic of war and peace, I explored the theoretical foundation of restorative justice to civilians victims in armed conflict. Specifically, I examined the following three issues: (1) the idea of restorative justice within the context of political philosophy and applied ethics, (2) the idea of restorative justice within the context of international law and just war theory, and (3) potential means and methods of implementing and achieving restorative justice in practice during armed conflict. Furthermore, I argued that the idea of restorative justice contributes to reconceptualizing that of justice in armed conflict.

    In our research, we found that professions in our age are so diverse that we cannot entirely grasp them simply by reference to the traditional notion of professions. We also revealed that we have to take into consideration such ideas as collective autonomy, professional-layperson relationship, and trans-professional issues in order to reconstruct the very idea of professional ethics. Furthermore, we attempted to reconstruct a context-specific, up-to-date version of professional ethics for engineers, physicians, nurses and healthcare professionals, people working for security and military sectors, businesspersons, researchers, teachers, and journalists.
