    ?Typhoon Yolanda made landfall in Leyte Island at near peak strength, with maximum sustained wind speeds of 160 knots, the largest in the recorded history of the Western North Pacific. Yolanda approached very quickly with a forward speed of 41km/hr towards Leyte, which was also the largest among typhoons with similar intensities. As a result of these extreme gusts and the exceptionally low central pressure of the typhoon, Yolanda caused the largest storm surge in the recorded history of Philippines. The spatial distribution of storm surges occurred in Leyte Gulf shows reasonable agreement between the field survey conducted by the authors and the storm surge simulation with an empirical typhoon model.

    ?In November 2013, Typhoon Yolanda (Haiyan) struck the central part of the Philippines and caused devastating damage to coastal settlements and infrastructure. The authors conducted a field survey about one month after the disaster to understand the behavior of government authorities and local residents during the event, by gathering existing information and interviewing local residents and officials, mainly in the islands of Layte and Samar. The main conclusions of the analysis carried out can be summarized as follows: 1) the government disseminated information, including a disaster warning and evacuation instructions, in line with the rules preset by the government, however, 2) there was an issue on the information dissemination through the government channel, 3) there was also some issues related to the level of knowledge and awareness by local residents on what is a "storm surge", the threat it posed, and the necessity for evacuation, and 4) the present study indicates that it is necessary to inform the public more clearly and realistically about the exact nature of the disaster phenomenon.

This paper presents the comparison between storm surge simulated results from atmospheric - storm surge- wave- tide coupled model and the observation measured by The 2013 Philippines Storm Surge Joint Survey Group headed up by Prof T. Shibayama. In this study, the TC-Bogus scheme is used in order to simulate accurate typhoon. The simulated storm surge results reached almost 5m in the Tacloban area. The coupled model including TC-Bogus scheme gives accurate simulations for estimating storm surge.

    ?In November 2013, Typhoon Yolanda (Haiyan) struck the central part of the Philippines and caused severe damage to coastal areas due to storm surge and strong wind. In this paper, the results of the field survey conducted one month after the disaster were summarized. Storm surge heights were more than 5 m along the inner part of Leyte Gulf, and severe damage was observed in the areas where storm surge heights were more than 3 m. One of the characteristic features of this disaster was devastating storm surge induced by rapid change of wind direction.

    The present paper investigates the vulnerability of urban areas in the Mekong Delta to inundation due to seasonal flooding, a phenomenon which is likely to be exacerbated by future sea-level rise. The research reveals that ocean tides predominantly determine water elevation even in an upstream location such as Can Tho City, 80 km inland from the river mouth, and that the river flow causes tidal damping and effectively reduces the energy of the incoming tides. This tidal damping is especially pronounced during the rainy season. Analysis based on the water levels monitored by the Mekong River Commission revealed that the ground near the riverbank of Can Tho City had experienced inundation for a total of 215 hours between July 2009 and June 2010 (2.5 % of the time over a one year period). Assuming three scenarios of SLR of 20, 40, and 60 cm, all within the range of the IPCC AR4's projections, it was found that the duration of inundation will be prolonged from the present percentage of 2.5 % to 6, 13.2, and 23.9% of the year, respectively. It is thus feared that in the future inundation can occur during any season of the year, whereas it is mostly limited to the rainy season under present sea levels. Furthermore, the field survey carried out by the authors shows that inundation reached up to a height of 47 cm above the roads of Can Tho downtown on November 2009. Such flooding can influence daily life, agriculture and traffic in the region and an increase in their frequency and height due to sea-level rise can have negative consequences on the socio-economic conditions of the inhabitants of the delta.

    Sea level rise and an increase in typhoon intensity are two of the expected consequences from future climate change. In the present work a methodology to change the intensity of tropical cyclones in Japan was developed, which can be used to assess the inundation risk to different areas of the country. An example of how this would affect one of the worst typhoons to hit the Tokyo Bay area in the 20th century was thus developed, highlighting the considerable dangers associated with this event, and how current sea defences could be under danger of failing by the end of the 21st century. The present results show how this level of defences could be inadequate by the end of the 21st century. Possible solutions to this problem involve raising the level of existing defences or increasing the ground level of reclamated area. The cost of possible countermeasures are calculated and are compared with possible economic loss under flooding. The cost is less than 1 % of possible economic loss in Tokyo metropolitan and 6 % in Kanagawa prefecture.

    Characteristics of the 2011 Tohoku Earthquake tsunami and resultant damage on the coast of Tokyo Bay were studied using a field survey, an analysis of observed tsunami wave profiles and numerical hindcasting using FVCOM. The tsunami was found to overflow in several fishery ports, leading to unexpectedly high inundation and runup heights of 2.84 m and 2.91 m in Funabashi Fishery Port and Shin-Futtsu Fishery Port, respectively. The observed tsunami wave profiles indicated that the tsunami wave entered the bay with a period and a maximum height of approximately 60 min and 0.9 m, respectively, and propagated along the major axis with nearly uniform height, while the wave was amplified in ports, which characteristics were successfully reproduced by numerical hindcasting.

    Vietnam has a long coastline that stretches from north to south and thus is a country highly susceptible to coastal disasters. However, the southern part of Vietnam has generally been perceived to be less vulnerable to typhoons or storm surges compared to the northern and central parts of the country. The authors tried to understand the actual vulnerability of this southern coastline to coastal disasters, in particular storm surge, through the field surveys and numerical simulations. Through the field survey it was evident that there are a number of settlements at risk, such as a number of houses standing on a severely eroded beach and a village located in a low-lying river bank. The interviews with local residents revealed that people living there were not concerned about typhoons, while a typhoon track analysis shows that a substantial number of typhoons have approached southern Vietnam in the past. The authors estimated that the highest water elevation due to storm surges in the past 6 decades was approximately one meter by performing the numerical simulation. It is feared that these vulnerable local communities could be devastated by a storm surge accompanied by strong waves if the past biggest class typhoon occurs.

    On March 11, 2011, a large earthquake of magnitude 9.0 took place, generating a tsunami that caused a severe damage to the east coast of Japan. To comprehensively record tsunami trace heights along the coastal region, the 2011 Tohoku Earthquake Tsunami Joint Survey Group was organized. The authors conducted field surveys as a part of this group in Miyagi, Fukushima, Ibaraki and Chiba prefectures. In this paper, the results of these surveys are reported. Inundation heights were more than 10 m in the north part of Miyagi, 5 to 10 m along the coast of Sendai Bay and around 5 m in Ibaraki and Chiba. Buildings, including reinforced concrete structures, were washed away and ships were stranded in land. Coastal structures such as dikes and coastal forests also suffered extensive damage.

    This paper aims to understand the characteristics of the tsunami disaster in the Samoan Islands by analyzing the field survey data as well as numerical simulation results. The field survey was performed about one month after the disaster to clarify the tsunami wave height and to understand the reality of the disaster according to the residents. As a result, the followings are concluded. 1) Tsunami height exceeded 5m in a wide area of Upole and Tutuila Islands. 2) In areas that have a wide coral reef, people saw the wave breaking on top of it and quickly became aware of the approaching tsunami. 3) Tsunami education contributed the residents' reaction on the evacuation. 4) Social characteristics especially existence of Matai (the chief of the village) influenced the residents' decision making after the tsunami disaster.

    Climate change is expected to lead to increases in both sea level and typhoon intensity. Such changes may threaten the stability of breakwaters. In this study, calculations using the SWAN model showed that a 10% increase in wind speed can lead to a 20% increase in wave height. The expected sliding distances for the breakwaters at Shibushi Ports were estimated using a probabilistic method proposed by Takagi et al. (2008). It is noteworthy that in the future sliding distances may become three times greater than current ones due to a combination of increases in sea level and wave height.

    The cyclone 'Nargis' hit the southern part of Myanmar on May 2^<nd> and 3^<rd> 2008. This devastating cyclone caused enormous number of casualties as well as fatal damages to houses and paddy fields, particularly both the downstream areas of the Irrawaddy and Yangon Rivers. In the present field survey, thought the activities were limited to the area near Yangon city due to certain government restrictions, it was found that the tide due to the storm surge was probably up to 3-4m around 50 kilometers upstream of the river mouth of Yangon River. According to interviews with the local residents, it also appears that significant flooding took place at inland areas as a result of the upsurge through the tributaries or channels from the main river. Even though the situation was catastrophic, it seems that most residents had not evacuated. One of the reasons for this could be related to the fact that the cyclone passed through the area investigated in the late night to the early morning of May 3^<rd>. This devastating cyclone caused enormous number of casualties as well as fatal damages to houses and paddy fields, particularly both the downstream areas of the Irrawaddy and Yangon Rivers. In the present field survey, thought the activities were limited to the area near Yangon city due to certain government restrictions, it was found that the tide due to the storm surge was probably up to 3-4m around 50 kilometers upstream of the river mouth of Yangon River. According to interviews with the local residents, it also appears that significant flooding took place at inland areas as a result of the upsurge through the tributaries or channels from the main river. Even though the situation was catastrophic, it seems that most residents had not evacuated. One of the reasons for this could be related to the fact that the cyclone passed through the area investigated in the late night to the early morning of May 3^<rd>. Another reason might be because of an underestimation or the lack of perception of the threat of storm surge. Apart from the investigation, the tracks for the present and past cyclones (1945-2007) have been analyzed based on a string of best track data. The results reveal that quite a small number of cyclone (roughly 2 times on average every 10 years) have hit the southern coast of Myanmar compared to the number of cyclones that hit the coast of Bangladesh, and that the route that Nargis traced is rather unique.

    Abnormal tides wherein the water level remains high for a few days despite the absence of remarkable meteorological disturbances may occur due to incoming continental-shelf waves. In this study, it is assumed that the continental-shelf wave can be initiated off the Choshi coast; this wave will subsequently reach Tokyo Bay. First, the characteristics of tide anomalies are discussed on the basis of tide, wind, atmospheric pressure, and wave data obtained near Choshi. Second, several obvious cases of water-level propagation from Choshi to Tokyo Bay are collected by scrutinizing the tidal data at both stations. Finally, it is discussed how the adverse effects of abnormal tides induced by the continental-shelf waves may appear to be more serious if the sea level rise is dramatic.

    Breaking waves on coastal structures produce impulse pressures that are high in magnitude and short in duration, compared with pressures exerted by non-breaking waves. The present study is concerned with a theoretical approach, which is based on the momentum impulse, to simulate the impact pressures on a vertical wall. The theoretical impact pressures are determined using varied velocity before impact process. The velocity field in the vicinity of structure is calculated by LES model including turbulence. The necessary coefficient λ* to evaluate impulse pressures is tentatively obtained through a comparison between the laboratory tests and the numerical results. The computational results using the coefficient obtained show time-histories of pressure with nonlinearity rather than linearity considered ever.

    The main purpose of the present study is to introduce an optimal procedure to consider the economical as well as stability aspects into the current model of the Level III reliability based design. To achieve this purpose, first the entire breakwater system composed of the upright section and the rubble mound is considered as the target domain, whereas the past studies have mainly focused on the upright section only. Secondly, two new failure modes, bearing capacity and circular slip failure, are incorporated into the previous model to evaluate the failure probabilities within the service lifetime for the entire section of a breakwater. The validity of the procedure proposed was confirmed through trial calculations. It is expected the newly proposed procedure can prevail over current design methods for breakwaters.

    The standing wave pressure is the predominant force in designing deepwater breakwaters. When the design of breakwaters is conducted by means of the reliability based design, some values denoting the reliability of the quantitative estimation of the standing wave pressures will be required in order to obtain a reasonable dimension for the breakwater. In the present study, a comparison between the computed results using the forth order approximation based on the finite amplitude theory and the experimental results is made to obtain those values. Consequently, both the bias of the experimental results with regard to the computational results (=0.91) and the standard deviation (=0.10) are found.

    本研究は、工学的な技術展開に基づく防災・減災を謳った国際援助において、減災先進国の政府・非政府・民間等の参加主体が有する事業推進の理念や方針、行った判断を調査し、独自技術の輸出競争になっているとも考えられる現状と、事業実施が地域住民の社会経済活動や生活に与えた影響を探索的に把握することを目的とする。国際開発スキームでの減災先進国による沿岸インフラ整備は、洪水に脆弱な地域のニーズに合致しない、一方的な投資になっているのではないかと問うことで、ドナーの論理による援助実態を把握し、地域の社会的公正性が保たれる防災・減災投資のあり方を検討する。
    3年にわたり実施する本研究の第1年目は、研究立ち上げの段階として、日本・オランダの支援アプローチや参加主体を洗い出すための方法について考察し、データ収集・分析のための枠組み検討を開始した。また、インドネシアのジャカルタ湾とフィリピンのマニラ湾での実施中の事業や参加主体についての情報収集を開始した。2024年2月には、遠隔では入手しにくいマニラ湾の開発状況について、Philippine Reclamation Authority(PRA:フィリピン埋立当局)を含むステークホルダーへのヒアリングと現地視察を行い、同じ湾内においても、事業は湾に接する各自治体との連携のもと様々な政治ダイナミックスで実施されており、地域レジリエンスへの影響確認には、詳細な対象地域を絞る必要性があることを明らかにした。さらに、オランダとインドネシアの研究協力者との連携のもと、沿岸管理の思想についての情報交換を開始した。

    本研究では若齢マングローブの定着率を高めて順応的に植林域を拡大していく方策として,人力で設置可能なポータブル消波工を提案し,その要求性能を明らかにするための研究を行っている。植え付け直後のマングローブは根が十分に発達しておらず波による流失リスクが高いため,ポータブル消波工の効果により定着率が高まると期待されるが,これまでにマングローブが生える極浅水域での消波工の消波性能に関する造波実験や数値解析的研究に加えて,現地調査を行い若齢マングローブの成長に及ぼす種々の影響,ポータブル消波工の設計に関する研究を行ってきている。

    本研究は、住民移転を伴う復興を進める2013年台風ハイアン被災地(タクロバン市周辺)と2018年スラウェシ島地震の沿岸部(パル市周辺)を対象に、4ヵ年の研究を計画している。タクロバン市とパル市の復興経年には5年の差があるが、この復興経年の違いを活用した研究フローとしている。第1年次にあたる2020年度は、2019年度に終了したタクロバン市対象の移転研究による解析結果を活用し、移転・復興計画論の枠組みで不足する必要な情報を収集し、本研究の枠組みともなる分析・検討を行った。パル市の移転・復興については、予備的調査を行った。

    以下に成果を簡潔に記す。
    復興での減災に尽力したタクロバン市の移転・復興の履歴を検討し、本研究作業のため、復興の時間的な枠組みを、被災時から2年前後は「復興計画策定期間」、被災後2年から4年前後は「復興事業実施期間」、被災後5年前後からそれ以降は「事業実施後の減災空間での生活期間」、との仮説を立てた。また、移転・復興での時間経過と、住民の意識・生活の関係では、「復興計画策定期間」にはハザードの低減、「復興事業実施期間」には各世帯の生活再建、「事業実施後の減災空間での生活期間」には新たな生活への適応が中心課題となっていることも明らかにした。さらに、移転・復興計画と事業実施後の大きな差異を提示する事業・項目について、①防潮堤、②移転先住宅地、③沿岸部の元居住地、があり、これらを詳細に調べることの重要性を明らかにした。なお、タクロバン市の事例からは、移転・復興を統括するガバナンスとして、「設立」「資金」「調整」「政治」「リーダーシップ」「達成」「設立後」の7つの項目が重要であることが分析の結果明らかになった。

    A powerful typhoon Faxai, the 15th typhoon in 2019, made landfall in Tokyo’s neighboring Chiba Prefecture around 5:00 a.m. on September 9. It caused severe structural damage especially in the southwestern part of Chiba Prefecture. It also triggered extensive and continued power outage in Chiba Prefecture. Power supply was disrupted at approximately 640 thousand houses in Chiba Prefecture as of 10:30 am on September 9. The power failure continued for about two weeks mainly in the southern part of Chiba Prefecture. In this study, various functional and structural damage caused by this typhoon was investigated. In Japan, it is anticipated that extensive power outages may occur after the Tokyo Inland and the Nankai Trough earthquakes in the near future. This study will be helpful to establish a resilient water supply system against future earthquakes.

    The present study developed the model that inundation levels in the Mekong Delta can be estimated by considering ocean tides, sea-level rise, storm surges, and land subsidence. Our analysis of inundation patterns projects that the duration of inundation at an important road in Can Tho will continue to rise from the current total of 72 inundated days per year to 270 days by 2030 and 365 days by 2050. People in the Mekong Delta have traditionally lived with floods, and thus there is certain resilience among residents in coping with small floods. At present, daily maximum inundation depth, which is generally shallower than 10 cm on the road, seems to be still manageable; however, our analysis indicates that this will start drastically increasing in the coming decades and reach an average depth of 70 cm by 2050. Effective and well-planned actions to mitigate the effects of future potential major typhoons are urgently required.
