    The concentration of wind power development in certain areas has raised concerns about cumulative environmental impacts. This study analyzed the submission status and content of citizens’ opinions concerning cumulative impacts in onshore wind power projects. First, residents’ concerns about cumulative impacts have been submitted for many projects. Second, many opinions focused on the landscape impacts from both proposed and operating projects, with half of these opinions expressing explicit opposition to the project. Third, many opinions expressed concern about the impacts of the proposed project together with other projects in the planning stage, indicating the importance of cumulative impact assessment that accounts for planned projects in the surrounding area.

    Sustainability in mega events has garnered increasing attention due to the interplay between environmental, social, and economic factors. However, analyses of the evolving of sustainability reporting in mega events, particularly in identifying key areas of focus, persistent gaps, and the influence of global challenges such as the COVID-19 pandemic, are lacking. Herein, we present a systematic review of sustainability-related documents from the Tokyo 2020 Olympics and EXPO 2020 Dubai, structured according to the Global Reporting Initiative framework, incorporating the Sustainable Development Goals. Text mining and correspondence analysis revealed a noticeable shift in the attention toward sustainability before and after the events. The focus shifted from socioeconomic issues to health and ethical concerns, primarily driven by the pandemic. Although academic documents reflect these concerns, official documents exhibit modest changes. Furthermore, underrepresented sustainability indicators were identified, highlighting the scope for further research and adopting a comprehensive approach to sustainability in mega events.

    The focus of public service delivery on sustainability and universal access has enabled the enactment of many community-based programs in Indonesia. However, relevant studies that examine the willingness to pay among households that utilize community-managed facilities are lacking, despite it being one of the most important factors for maintenance and a strong indicator of commitment. In the present study, we aimed to estimate household users' preferences and willingness to pay (WTP) to understand their demand for related services. It estimates household user preferences and willingness to pay to understand the demand for related services through a choice experiment. By comparing all service attributes, the results highlight that users derive the highest utility if they updated reactors and pipelines, and, conversely, if the responsible authority is changed. The desire for quality improvement and service expansion were confirmed using this model. The mixed model estimated a willingness to pay of 0.03-3.13 USD for average users, depending on the attributes. Our findings confirm that families who belong to a community that operates a decentralized system derive greater benefits from improved maintenance; thus, they are willing to pay more to enjoy the service. Notably, at its core, a community-managed system, such as the Sanimas Program, is a co-production initiative between multiple levels of government institutions and local residents. Therefore, maintenance actions should involve resource- and payment-intensive efforts, such as half-year sanitary desludging and system replacement owing to deterioration and hazards. Policy regulations that correct the distribution of roles among partners for maintaining the system should be initiated. These findings provide evidence for the government's commitment to the community and could help convince other stakeholders to redirect their attention to supporting sustainable system performance.

    This study evaluates the greenhouse gas (GHG) emissions and economic value creation of plastic waste (PW) management in Rayong, Thailand, a city on the eastern Gulf Coast with a significant amount of generated and leaked PW. By analyzing current practices, and developing and evaluating improvement scenarios, the study explores strategies for reducing GHG and enhancing economic benefits across the PW management chain. Four primary routes with varying capacities handle approximately 5,445.55 tonnes of PW via source separation recycling (5.18 %), post-sorting recycling (9.30 %), energy recovery (54.86 %), and landfills or opened dump disposal (30.66 %). About 83.21 % of the 16 ± 6.9 % PW in municipal solid waste (MSW) is recyclable, primarily consisting of high-density polyethylene (HDPE), polypropylene (PP), low-density polyethylene (LDPE), linear low-density polyethylene (LLDPE), and polyethylene terephthalate (PET). The current management practice generates an economic benefit of approximately 1.68 million USD/yr or 310 USD/t of PW, compared to the proposed scenarios, which enhances recycling efficiency and reduces landfill and energy recovery waste, yielding 2.27-6.48 million USD/yr or 420.64-1200.33 USD/t of PW. The practice emits about 7,028.47 tCO2e annually, while improved source and post-sorting efficiencies reduce GHG emissions by 2.86-3.17 times or -2.83 to -2.42 tCO2e/t of PW or a total of over 13,078.60-15,268.44 tCO2e. Burning PW increases approximately 1.6 times or 11,841.36 tCO2e/yr. Enhancing recycling efficiency, particularly through source separation, is key to promoting more productive and valuable PW separation, increasing economic value and GHG mitigation by approximately 3.87 and 3.17 times, respectively. These findings provide valuable insights for local authorities and policymakers to develop strategic interventions and policies that align with the improved scenario by enhancing source separation and recycling. The results demonstrate that improving the efficiency of separation at the source is critical for transitioning from a linear PW management strategy to a circular economy, significantly reducing landfill waste and mitigating environmental threats.

    Some prefectures set strict standards to create suitable areas for renewable energies in a spatial planning what we call " Zoning ". It may prevent the realization of the carbon neutral society. This paper examines the feasibility in municipalities to achieve 100% renewable energy (RE100, limited to focus on the deployment of photovoltaics in this study) society in Nagano Prefecture which tends to set strict standards as a case study through the analysis of GIS. The result shows over 80% of municipalities can achieve RE100 under the current standard, and others can also achieve it by the scenarios with relaxing standards related to forest and farmland preservation, and promotion of photovoltaics on roof-tops.

    This study aimed to clarify local acceptance of solar-PV facilities creating community benefits. In the case of Iizuka district of Sosa City, Chiba Prefecture, the questionnaire survey was conducted. The results showed that the awareness of the use of emergency power sources has a positive effect on the formation of the residents' supportive attitude toward the project. And the top cognitive factors that form a sense of support among residents are "control of greenhouse gas emissions," "strengthening of disaster response" and “regional revitalization." In addition, the most effective factor of influencing panel owners for the investment behavior is “expectations for long-term profits''.

    Solar-Sharing projects have been fully introduced since 2013. Though various problems appear now, they’re expected as revitalizing abandoned farmlands. This article aims to analyze residents’ attitude to solar-sharing from community perspective, through questionnaire survey on residents in Odawara City. The main result shows resident characteristics, such as moving experience or period of residence, have correlation with awareness of abandoned farmland, and attitudes for solar-sharing. It implies the necessity to research how to create community benefits through renewable energy projects.

    The transition to net-zero emissions (NZEs) in developing countries is challenging and requires the immediate adoption of comprehensive climate policy packages, strong collaboration among all sectors and stakeholders, and timely financial and technological assistance for developing economies. This research aims to analyze and evaluate the pathways to realize an NZE scheme at the municipality level. Nakhon Ratchasima (NR) Municipality, Thailand, is selected as the case study for this research. The Global Protocol for Community-Scale GHG Emission Inventories (GPC) is applied as the robust framework to assess the city's GHG emission profile. A mathematical forecasting model and the participatory multicriteria decision-making (MCDM) approach were adopted to support evidence-based local climate action planning based on four different scenarios: the business-as-usual (BAU), nationally determined contribution (NDC), carbon neutrality (CN), and NZE scenarios. The roles of stakeholders at the local community level across all sectors in mitigation actions and investment costs were investigated, and cost-effectiveness was evaluated to understand the economic performance of the adoption and implementation of local climate policy packages. The results indicate that by employing solely conventional technologies, a residential city that is also a hub for trade and land transportation will be unable to achieve its net-zero targets. It is imperative to seek additional low-carbon businesses and decarbonizing technologies that accompany substantial investments. According to the case of NR Municipality, the implementation costs to attain the NZE target by 2050 would range between 974.40 and 4.131.96 million USD. A pivotal driver of the municipal NZE pathway is the successful mobilization private sector investments to propel the transition toward climate-friendly technologies. Cost-effectiveness analysis significantly bolsters the municipality's transitional plan preparation, holistically encompassing economic, social, and environmental considerations. By preparing these aspects together, we ensure a smooth and equitable transition to net zero, avoid conflicts and economic harm and leave no one behind. This approach ensures a harmonious balance between a net-zero future, economic growth, and environmentally friendly living for all.

    This study aimed to clarify the correlation between setback distance, local acceptance, and negative impacts of the distributed wind power project and identify the proper setback distance according to subsidy. The related policies and regulations for wind power systems and information on the distributed renewable energy demonstration project clarified its recognition, as well as the factors correlated with satisfaction and acceptance. Accordingly, a questionnaire for centralized and distributed wind power projects was designed to investigate awareness regarding local wind power projects and related questions for the control group. Correlations were seen between satisfaction, setback distance, and negative impacts. To obtain a fit setback distance for distributed wind power systems, the data were entered into SPSS regression models. The following formula was obtained: Satisfaction = 2.828 -0.016 * Distance + 4.305e-5 * Distance2 -2.447e-8 * Distance3. Other questions assessed the distance that respondents were willing to increase or decrease if subsidy could be obtained, and the results were close to normal distribution. The mean of 483.79 meters indicated that respondents found it acceptable to live near distributed wind farms with an 8% discount in electricity bills when the setback distance was set at 484 meters.

    AIM: We aimed to develop a measurement method that can count fibers rapidly by scanning electron microscopy equipped with an artificial intelligence image recognition system (AI-SEM), detecting thin fibers which cannot be observed by a conventional phase contrast microscopy (PCM) method. METHODS: We created a simulation sampling filter of airborne fibers using water-filtered chrysotile (white asbestos). A total of 108 images was taken of the samples at a 5 kV accelerating voltage with 10 000X magnification scanning electron microscopy (SEM). Each of three expert analysts counted 108 images and created a model answer for fibers. We trained the artificial intelligence (AI) using 25 of the 108 images. After the training, the AI counted fibers in 108 images again. RESULTS: There was a 12.1% difference between the AI counting results and the model answer. At 10 000X magnification, AI-SEM can detect 87.9% of fibers with a diameter of 0.06-3 μm, which is similar to a skilled analyst. Fibers with a diameter of 0.2 μm or less cannot be confirmed by phase-contrast microscopy (PCM). When observing the same area in 300 images with 1500X magnification SEM-as listed in the Asbestos Monitoring Manual (Ministry of the Environment)-with 10 000X SEM, the expected analysis time required for the trained AI is 5 h, whereas the expected time required for observation by an analyst is 251 h. CONCLUSION: The AI-SEM can count thin fibers with higher accuracy and more quickly than conventional methods by PCM and SEM.

    This study focused the basic plans and consultations for those decisions under the Renewable Energy in Rural Village Act. Analyzing the consensus building process in the specific case focusing on the points of community benefits and environmental aspects, following findings are obtained; concrete measures for community benefits are shown in the plans rather than that of environmental aspects. By methods of the qualitative analysis on minutes and the quantitative analysis of text mining tool, it was clarified that the consensus building process turned out to be shared promotive projects from those merits in the beginning phase. And then, measures of environmental issues were deeply discussed in the middle phase, and in the final one, it was confirmed both of issues to be decided and to be examined forward.

    The aim of the present study was to evaluate human health and potential ecological risk assessment in the ger district of Ulaanbaatar city, Mongolia. To perform these risk assessments, soil samples were collected based on reference studies that investigated heavy element distribution in soil samples near the ger area in Ulaanbaatar city. In total, 42 soil samples were collected and 26 heavy metals were identified by inductively coupled plasma optical emission spectrometry (ICP-OES) and inductively coupled plasma mass spectrometry (ICP-MS) methods. The measurement results were compared with the reference data in order to validate the soil contamination level. Although there was a large difference between the measurement results of the present and reference data, the general tendency was similar. Soil contamination was assessed by pollution indexes such as geoaccumulation index and enrichment factor. Mo and As were the most enriched elements compared with the other elements. The carcinogenic and noncarcinogenic risks to children exceeded the permissible limits, and for adults, only 12 out of 42 sampling points exceeded the permissible limit of noncarcinogenic effects. According to the results of the ecological risk assessment, Zn and Pb showed from moderate to considerable contamination indexes and high toxicity values for ecological risk of a single element. The Cr and As ranged as very high ecological risk than that of the other measured heavy metals.

    <p>Preparation and execution of environmental and social impact assessment is one of keys to avoid and minimize environmental and social impacts of infrastructure projects. After comparing the monitoring requirements of donors, including the World Bank, Asian Development Bank, and Japan International Cooperation Agency, we analyze the frequencies of ADB's reporting. The results found following four points; a) ADB describes more detailed monitoring requirements in their Safeguards Policy than other donors, b) the average frequency of monitoring implementation ranges from once every one year to a little over seventeen months, c) environmental monitoring tends to be implemented more often than social monitoring, and d) even though detailed monitoring requirements are provided, it is not enough to promote monitoring implementation.</p>

    <p>The purpose of this research is to establish a method for measuring airborne asbestos concentration that can obtain an analysis value with the accuracy required for administrative guidance quickly at an analytical instrument owned by a local government.</p><p>The time required to count a sample was measured using phase contrast microscopy and scanning electron microscopy. We compared about the eight types of measurement methods described in the asbestos monitoring manual from the results of verification experiments and literature surveys. The comparison items were the state of ownership of measuring machines in local governments, portability to dismantling sites, measuring conditions, analysis accuracy,purchase price of measuring machines, the analytical advantages and issues. As a result, it was judged that simplification of the phase contrast microscopy method with maintaining the analysis accuracy was most effective.</p><p>We verified the time required for measurement, analysis accuracy (the lower limit of detection, the error range of the measured value) when the sampling time and the number of counting fields of view were changed in phase contrast microscopy.</p><p>The asbestos monitoring manual describes conditions (sampling 30 minutes and the counting 100 fields of view) for when particularly quickness is required, and the calculated measurement time was 2.2 to 4.7 hours, the lower detection limit was 0.4 fiber / L, and the error range of measurement value was 1.6 fiber / L. As a result of comparing the measurement conditions, when the sampling time was 2 hours and the counting 50 fields of view, the measurement required time was 2.8 to 4.1 hours. And when the sampling time was 1 hour and the counting 100 fields of view, the measurement required time was 2.7 to 5.2 hours. Under both measurement conditions, the lower limit of detection was 0.2 fiber / L, and the error range of the measured value was 1 fiber / L.</p><p>These two measurement conditions were almost the same in measurement time and higher in analysis accuracy,compared to the measurement conditions especially when rapidity was required. It is considered that these two measurement conditions can be used when promptness is required in on-site inspection at the time of asbestos-containing building demolition and renovation works.</p>

    <p>Necessity of a hydrogen energy society has recently recognized and installation of hydrogen stations have actually been increased. However, it has been found that local residents concern about safety of hydrogen and reported a local opposition due to its project development. Although appropriate information-providing is necessary to get agreement, but factor of getting agreement is not clear enough. This study aimed to clarify factors affecting on local residents' attitude to hydrogen stations by conducting a questionnaire survey on local residents living near hydrogen stations. As a result, it was revealed that the necessity of hydrogen stations was likely to be related to the acceptance rather than the risk. It was also clarified that the knowledge of hydrogen did not necessarily contribute to enhancement of the acceptance.</p>

    <p>Small wind power which is defined as a turbine with less than 20kWh capacity has recently increased in Japan. However, little is known about the community acceptance of small wind power in previous studies so far nor in the actual situation due to no specific regulations. Therefore, the purpose of this research is to clarify the community acceptance from viewpoints of environmental, psychological and geographical factors. In order to achieve it, a questionnaire survey was conducted, targeting 129 municipalities where the small wind power or its guideline was already installed. The other questionnaire survey was also carried out on local residents living near small turbines in Oga city, Akita prefecture to clarify the community response. The actual installation of the small wind power and major factors of community response were eventually revealed.</p>

    In this research, geothermal introduction potential evaluation was conducted in consideration of environmental and social conditions using GIS, and issues to introduce geothermal power generation in Japan are examined from the perspective of both the nation and selected prefectures in the future. As a result, it was suggested that 9.3% of geothermal introduction potential may increase due to deregulation of the latest national parks in the national review. Furthermore, it was shown that the geothermal introduction potential of the same degree or more exists in the vicinity of the hot spring resort. In Akita prefecture and Oita prefecture, social risk of development accompanied by population fluctuation decreased while social risk in tourism economic side tended to increase.

    While CCS Demonstration Project is conducted in Tomakomai city, the recognition of local residents for CCS are not sufficiently clarify yet. This study conducted a questionnaire survey for local residents in Tomakomai city, and analyzed recognition of CCS Demonstration Project, helpful information, desirable project implementing body and then classified local residents and used text mining by open question for CCS. The results suggest that local residents who recognized CCS by much means recognized CCS well. The local residents hope that public sector build and manage of CCS. The survey also found that despite the highly concerned energy problem, there are local residents lacking interest to CCS. And local residents recognized CCS think that CCS could contribute to global warming measures.

    <p>Environmental impact assessment (EIA) is globally considered an effective environmental management tool for supporting the sustainable development. It has been widely used worldwide. While there are few studies which analyze the contents of EIA reports due to lack of the information, Chinese government has started to disclose national level EIA reports since 2014. It would be effective to make clear the characteristics of Chinese EIA with the disclosed information. The objective of this research is to study the characteristics of EIA reports in China by analyzing the tendency on EIA applications from 1999 to 2014 as well as EIA reports in 2014. Two kinds of methodologies have been applied, document survey and statistical analysis. For statistical analysis, two kinds of analysis were conducted in this part, which are trend analysis and content analysis. Trend analysis would suggest that EIA system has been well set up in China but the quality of the whole review process itself still needs to be questioned. From statistical analysis, we found in some cases lower levels of estimation methods were applied for environmental items with higher assessment magnitudes.</p>

    In traditional tourist destinations, cooperation between government, tourism-related organizations and private sectors through local projects is considered to be important for tourism revival. The purpose of this research is to analyze cooperation between mass and new tourism in tourism-based community development of Beppu, Noboribetsu and Atami. The results of the analysis shows that the policy and venue for cooperation in tourism-based community development, support for start-ups, existences of artists and focus on regional problems could be factors to promote cooperation while separation of divisions could be hindering factors for cooperation.

    The protection of tropical forests is one of the most urgent issues in conservation biology because of the rapid deforestation that has occurred over the last 50 years. Even in protected forests, the anthropogenic effects from newly expanding villages such as harvesting of medicinal plants, pasturing cattle and forest fires can induce environmental modifications, especially on the forest floor. We evaluated the anthropogenic effects of the daily activities of neighboring residents on natural forests in 12 plots extending from the village boundary into a natural forest in Thailand. The basal area per unit land area did not present a significant trend; however, the species diversity of woody plants decreased linearly towards the village boundary, which caused a loss of individual density because of severe declines in small saplings compared with adult trees and large saplings in proximity to the village. An analysis of tree-size categories indicates a lack of small samplings near the village boundary. The current forest appears to be well protected based on the adult tree canopy, but regeneration of the present-day forests is unlikely because of the loss of seedlings.

    In this research, aiming to get the suggestion about fruitful tourism revival, semi-structured interview survey was conducted. Focusing on the collaboration between tourism-related administrations, tourist association, tourism-related organizations and others, this research examines tourism-based community development of Beppu city which was formerly flourished as a big hot spring destination. As the result, it is revealed that the effectiveness of connection between mass tourism and new tourism is starting to be recognized by some organizations, though the local government does not adopt positive policies heading towards the collaboration. Preparing the place of exchange information between organizations under tourism-based community development as a policy seems important.

    While waste banks collect recyclables in several cities in Indonesia, their activities are not sufficiently investigated yet. We conducted a questionnaire survey for residents in Balikpapan city and analyzed relationship between recognition, awareness, actions of residents and activities of the waste banks. The result suggests that awareness and actions of residents near the waste banks for waste separation are promoted by use of the waste banks. Based on the result of relative analysis on waste separation actions near the waste banks, we found that there were relationships among concern and recognition of waste issues and waste separation, evaluation and implementation of waste separation actions, and dissemination of importance of waste separation to others. This result implies that activities of the waste banks promote the relations.

    This paper contributes to clarify roles community council in making process of community-based renewable energy(RE) project through case study about seven cases including Odawara city. Case study was conducted from three viewpoints -resource mobilization, stakeholder involvement, and effectiveness of decision. As a result, three points as following are clarified; 1) municipality can play the role of publicity in site selection; 2) selection of member who can coordinate opinions between members is important to manage community council; and 3) coupling process of making RE vision and making project is important problem for effective decision about method of fund-raise and profit reduction to community.

    In Japan, knowledge of factors in the social impacts produced by wind farms is not enough. This study conducted an interview survey for residents living near the coastal wind farm in the hilly area, and then analyzed how and why the perception/annoyance of noise and shadow flicker occur. As a result, it was clarified that the distance between wind turbines and residents was not a significant factor. On the other hand, a visual element, how they could see wind turbines, was a significant factor. In addition, followings were found: adverse impacts due to shadow flickers had greatly generated in the coastal area, the rate of annoyance became worse when residents recognize plural social impacts, and residents tended to evaluate scenery of turbines negative.

    This paper aimed to clarify factors influencing environmental conflict occurrence during the planning stage for wind farm projects in Japan. After studying conflict occurrence situations and the main conflict issues for 155 large-scale projects across Japan, we focused on both physical and social factors as explanatory variables and applied a quantitative method using binary logistic regression analysis. The main findings were:(1) environmental conflicts had occurred in 59 projects as of May 2012 and the main issues could be classified as noise/infrasound, sediment- related disaster/hydrology, landscape, nature destruction and birds (esp. raptors); (2) turbine number and size were influential factors as structural aspects, while there was no significant association between proximity to turbines and conflict occurrence; (3) sites located within natural parks, national protection forests, sediment-related disaster hazardous areas and wildlife protection areas designated by relevant acts and ordinances showed higher conflict occurrence, and proximity to such areas could be influential as well; (4) habitats for Golden Eagle, Mountain Hawk Eagle, White-tailed Eagle and Steller's Sea Eagle significantly encouraged conflict; (5) in terms of social aspects at both the national and prefectural level, conflict occurrence was strongly associated with the existence of past conflict experiences and complaints about noise and/or infrasound generated by operating wind farms.

    Although Japan is very rich in geothermal resources, the geothermal power development has stagnated due to the high cost, strict development regulations and ingrained opposition campaigns of the local residents. In the near future, consensus building is most likely to be the biggest issue on the geothermal power development. The purpose of this study is to clarify some factors that could influence community acceptance through a comparative analysis of the two case studies. As a result, we have found that some noticeable difference between the two. They are: the diversity in the use of geothermal resources in the local areas, the concreteness of information that could affect the risk recognition of the local residents, and the process of the risk management by developers.

    To improve the quality of urban life, it is necessary to increase a chance of coming in touch with natural environment as well as urban environment. Accessibilities to various natural environments, therefore, are very important factors on making a environmental plan of a wider urban area. The purpose of the study is to find out determinant factors in the residents' evaluation of accessibilities to natural environment and to estimate the accessibilities at any point of a wider urban area.<br>The authors conducted a questionnaire sheet survey in Utsunomiya City which composes an independent urban area in 1989. The number of respondents of this survey is 6, 939, with collecting ratio of 52.1 percent. Using the data, the authors tried to explain residents' evaluation of accessibilities with such physical data, as distance to destination, scale and quality of destination, and such personal attributes data as age, sex, occupation, type of housing, the will of setting in one's place, and land use type around residence. The following three kinds of accessibilities were selected for the examination; to parks and open spaces, to water fronts, and to mountains.<br>The results of the analysis are as follows: (1) Evaluation functions for "to parks and open spaces", "to water fronts", and "to mountains" which use residents' evaluation and air distance were developed. They however were not proper. (2) To enhance the evaluation functions to parks and open spaces, air distance to parks which was assumed from traveling time as a explanatory variable improved the evaluation function. (3) To enhance the evaluation functions to water fronts, air distance to water fronts, distance to the center of city and water quality are effective factors in the evaluation of accessibilities to water fronts. Using this evaluation function, evaluation values at whole points of Utsunomiya City were acquired. (4) In the case of "to mountains", there are little relationship between residents' evaluation and air distance. Therefore route distance or traveling time will be required instead of air distance to estimate an evaluation function. (5) Residents' location from the center of city effect their evaluation. In the case "to parks and open spaces", the distance become farther, the evaluation becomes lower. And others cases "to water fronts" and "to mountains", the distance become farther, the evaluations become higher.<br>Evaluation functions using air distance with other factors instead of traveling time is useful. The other hand there is limit to enhance these functions without traveling time. Therefore to use traveling time or route distance also will be required even the estimation is difficult.

    Questionnaire survey was conducted for local governments with chemical complex. The ratio of local governments which formulated accident response manuals and prepared the evacuation plans is also almost half. About 12% prescribed the range of information providing to the residents in advance. The results suggest that preparedness of local governments for the accidents has substantial differences among them. Another questionnaire survey was conducted with local residents in response to a fire accident at a chemical factory in order to clarify the evacuation actions in the event of the accident and future evacuation intentions. The results include those who did not evacuate tended to obtain information from the media and contacted local governments, while approximately half of the respondents were evacuated according to the instructions at the accident. Also, it was indicated that information might be required to be provided to residents even at uncertain stages at the time of accident.

    Firstly, we analize the general theory of consensus formation process. A consensus is not a decision-making itself, but is a situation without expressions of non-consent. An expression of non-consent against the existing consensus makes a consensus formation process start. Through the process, a new consensus will emerge, or a decision will be made without any new consensus. In the process, not only motivations by interst coordination or power politics, but also reasons in communication are important.
    Secondly, we research consensus formation of spatial control policy in the shrinking society. We approach from both leagal aspect and policy side. In the shrinking society, people tend to become in a negative consensus, in which nobody would take positive actions. Therefore, there are a lot of practices for stakeholders to start consensus formation process. The process aims at a positive decision making based on a new consensus.

    This study is interdisciplinary research for asbestos disaster and its measure as to prevention, compensation and relief in the world with international relations as a key point.
    As world survey, we investigated asbestos mining production countries (Canada, Russia and Italy), asbestos use country (Thailand) and asbestos countermeasure promotion countries (the United States and the United Kingdom). As a domestic survey, we discussed the current situation of local government action and asbestos victims’ relief system. We clarified an academic prospect of stock (long-term) type disaster study. We released research outcomes as to Japan’s experience of asbestos disaster several times in English.

    This study treats the problems of hazardous disaster waste and public policy for disaster area recovery.
    As a historical survey, we investigated actual conditions in the damaged area of the Great Hanshin-Awaji Earthquake in 1995 by the questionnaire to the residents, document research and so on. Concerning the Great East Japan Earthquake in 2011 and the Kumamoto earthquake in 2016, we clarified the data of disaster waste and its management problems based on our field study and the questionnaire to local governments in Japan. Finally, we examined a prospect of policy science as to hazardous disaster waste management for disaster prevention and damaged area recovery.

    While environmental risks induced by dispersion of chemical substances from factories in normal condition are estimated and managed with some data such as PRTR system, it is still under development process to manage impacts generated through discharge of hazardous substances in emergency situations such as accidents and earthquakes. After identifying the target substance and factory in Kanagawa prefecture, we estimated environmental risks which included casualty and health impact by the acute effect, as well as distribution of risk levels considering the probability and population. The results suggest that casualty risk would be higher within around 1 km, and the estimation could be suitable to understand distribution of risks.

    Among the renewable sources, since the stabilized supply characteristics, geothermal has been recognized as a renewable base-load power in Japan. This study aimed to develop a policy making tool for supporting consensus building among the geothermal regional stakeholders including the historical Onsen (hot spring spa) businesses. We conducted international good practice case studies at Enhanced Geothermal System projects in Basel (Swiss), Sant. Gallen (Swiss) and large scale binary geothermal power in Waikato (New Zealand). We also conducted a questionnaire survey at Izu-Oshima to clarify the social acceptances of Onsen businesses for geothermal development in volcanic island. From the result, we concluded that the integrated sustainability assessment which integrated in to the development policy making process at the upstream of the decision making process seems to facilitate the consensus building under the vague uncertain information condition.

    We explored the mechanism of emergent designs by means of analyzing the design process of man-environment system from semiotic viewpoints. The main results of this research are as follows.
    1. We called the macro design process, including design, production, and life processes, Man-Environment System Design, and clarified its fundamental principles.
    2. As metaphor is the process of regarding certain (unknown) things as another (known) things, and it takes important roles in creative design processes. Therefore we constructed a database of metaphors in works of art found in an architectural magazine "Shinkenchiku", and developed various types of metaphors and clarified how those metaphors appeared in an architectural design based on structural analysis. Moreover we tried to propose some formal models of metaphor.
    3. We asked architectural students to develop design experiments using metaphors, and clarified how metaphors were generated and what kind of roles they took in emergent processes, generating unknown things from known things, by means of describing those design process as sign processes.
    4. A surprising fact C is observed (C). If A is the truth, C is a proper matter (A→C). Therefore there is the reason that A is the truth (A). Such reasoning is called as abduction. In this research, I pointed out that a an emergent process was characterized based on the structure of abduction.
    5. We showed the possibility to construct the theory of Man-Environment System Design by means of regarding all design processes including briefing, designing, and evaluation as semiosis.

    Published in March of 2003 for the first time, PRTR system are expected to encourage effective risk communication for chemical substances control by private companies and various levels of governments. It is important to make dear current situation on practical use of those data and risk communication. We conducted a questionnaire survey for local governments of prefectures and mega-cities, as well as private companies in Tokyo. The results suggested that both groups have not fully implemented substantial measures of risk communication yet, while promoting the dissemination of PRTR data. In addition, some of requests for another group are different each other.
    In addition to questionnaire survey, we conducted social experiments on risk communication method for several factories. There are few case studies which dealt with risk communication process among various stakeholders, while the importance of risk communication is gradually increasing. It is mainly because of the difficulty of setting of roundtable for discussion as well as the shortage of risk-related informatics. With PRTR data, which were published in March of 2003 for the first time, two chemical factories in Kawagoe City of Saitama Prefecture conducted a series of risk communication activities as a model project managed by a regionally based organization and local governments. We conducted questionnaire survey for participants of these activities, as well as committing a discussion about the framework of this experimental project. The result of this survey implies the following two points. Through these communication activities, many participants respond that they increased the reliance on risk management measures by companies. Quality of risk information, however, did not fully satisfied. them, especially on hazard level, diffusion process, and the level of personal risk of each substances.

    21世紀を迎えて、大量生産・大量消費を基調としたデザインが行き詰まり、ポスト工業化社会にふさわしいデザインのあり方が重要な課題となっている。こうした局面におけるデザインの役割は、新しい事物を創り出すよりも、人間と環境との豊かな関係を構築することにある。本研究の目的は、こうした「人間-環境系のデザイン」の基本原理を明らかにすると共に、それを支援する「インタラクティブな設計環境」を開発することにある。主な研究成果は次の通りである。
    1.与条件を問い直すところから始めて、つくられたものが実際に使用され、その結果がデザインにフィードバックされていくマクロなプロセスの事例(ライフサイクルやメンテナンスを考慮したデザイン、漸進的に成長していく都市景観のデザイン、シリーズやプロトタイプのデザインなど)を収集し、人間-環境系のデザインの基本原理を探求した。
    2.人間-環境系のデザインの事例として、多種多様な要素の集合からなる都市景観のデザインプロセスを取り上げ、そのプロセスを支援するインタラクティブで領域指向的な設計環境が備えるべき条件を明らかにした。
    3.都市景観デザインは既存の都市景観に何らかの変更を加えることであることから、その変化を検討するために、都市景観に関するデータベースを構築した。
    4.アクション(設計すること)とリフレクション(考えること)を有機的にリンクすることにより、コラボレーションによるデザインを可能にする協調的設計環境の開発を推進した。
    5.歴史都市・京都の都市景観のデザイン問題とりあげ、協調的設計環境を活用して、都市景観デザインのケーススタディを展開した。

    It is difficult to proceed siting of various kind of facilities, which may cause environmental and accidental risks, including nuclear power stations and hazardous waste disposal facilities. In addition to physical and social characteristics of such facilities, increase of awareness of local residents towards environmental protection and local governance may be a factor for recent situation. After surveying for a typical case of facility siting, the author conducted questionnaire survey in two areas. Where an industrial waste disposal facility has constructed in one area, environmental dispute is still continued in the other area. After collecting information about siting projects and decision-making processes of these two cases, the author tried to make clear of similarities and differences between the two cases. Afterwards, the author conducted in-depth survey for chemical facilities as actual cases of risk communication process. While researches on risk communication are gradually increasing, few studies show actual conditions on site-based communication process among stakeholders such as private companies, local governments and the public. Through a survey on 27 tools of communication implemented by chemical and hazardous waste disposal facilities, we try to make clear of the differences of standpoints towards environmental risks among stakeholders. A field study found the following points. Companies try to communicate with the public through various types of channels, although communication style is still in transitional stage from one-way to two-way communication. Community-based environmental organizations provide opportunity of discussion among stakeholders, and daily activities increase effectiveness on information exchange in emergency stage. To promote more effective communication, the following are required : improvement of information dissemination measures, resolution of perception gap among residents, and development of supporting system so as to foster leadership towards better communication. In the last part, the author examined feasibility of more democratic process for waste disposal facility siting in Nagano Prefecture

    In 1999, the writers visited the Japan's Ministry of Public Welfare and the national Environmental Agency, and investigated legal and administrative procedure regarding waste problems. In the same year, they paid several visits to the department of waste disposal in Fukushima, Miyagi, and Yamagata prefecutural offices, as well as actual dumpsites in order to assess local waste-related concerns.
    In 2000, research was expanded to include the prefectures of Iwate, Niigata, and Tochigi, and focused particularly on many small dumpsites in the town of Nasu and the model circumstances exemplified by the Izumozaki Eco-Park Foundation. The researchers attended several local government hearings, and interviewed members of NGO. Many discrepancies were uncovered between official claims about safety and the actual circumstances.
    As a result of continued investigations in 2001, however, the researchers established that perfectural guidelines on waste disposal, though not nationally legislated, can be effective in better waste disposal. This investigation also reveals that recent court decisions on waste disposal have become more sympathetic to environmental concerns. But major difficulties still persist due to a continuing trend among larger metropolitan areas outside these prefectures of dumping waste illegally.

    In this study, the function of the court persentation through the TV conference system, which is a new witness examination method introdued in the law of civil procedure in Japan, are analized. Three experiments are conducted in order to examin its effects on decision-making processes of observer, lawyer's way of witness examinations and witnesses's behaviors. In result, we find that observers can make decisions through the TV conference system almost same way as ordinay examination, if the quality of the image is kept fine. Evaluations of lawyers and witnesses on examination through the TV conference systems are also not so different from those of ordinary examination except emotional communication. Reviews on researches show many researches regarding the TV conference system are conducting in the fields of business, educations and medical care. Researches on the TV conference system are gradually increseing its number even in the legal area. It is hope to apply results in the other areas to the legal area.
    As a result, the witness examination through the TV conference system has no big evil effects and is as useful as ordinary witness examination at least to find the truth. If we use it in proper way, the witness examination through the TV conference system is sometimes more useful than ordinary witness examination device. To be found is in what conditions it will be use in the most effective way.

  • 住民協働による総合的資源回収システム構築のための研究

    本研究では既存の分別収集や有料化などによる資源回収効果や事業費への影響などについて明らかに、総合的な資源回収システムの評価と検討を行うことを目的とした。
    まず、従量制による家庭系ごみの有料化を実施している42都市〔町村及び組合を除く〕を対象にしたアンケート調査を実施した。その結果、半数近くが1990年代に有料化に移行している。方法としてはごみ排出時に有用のごみ袋を指定しているところが多く、併せて有料ステッカーでの徴収を行っている都市もあった。分別収集による分別数では1980年代には3分別が多かったが、90年代には資源物や有害物の分別が進み、96年度には4分別が最多となっている。
    次に、資瀬化・減量化関連施策がごみ量に与える影響について分析するため、回答のあった32都市の13年間のデータ(357サンプル:一部不適切なデータを除外)を用いて、ごみ収集原単位を説明変数とする回帰分析を行った。その結果、可燃ごみ量に対しては世帯当たり人員数や所得額など社会・経済的な要因のほか、有料化における可燃ごみの単価や粗大ごみの有料化、小型脱却炉の補助などの要因が影響していることが明らかになった。
    最後に、モデル地域(千葉市)を設定し総合的なリサイクル政策の実施がごみ量及びごみ処理経費に及ぼす影響を定量的に分析するため、分析結果をもとに、シミュレーションモデルの構築とこれに基づいた政策分析を行った。その結果、6分別間への移行によりモデル地域ではごみ収集経費に大きな増大がみられるが、これを相殺するような料金制を行うためには、ごみ1リットル当たりの単価が、4.8円程度と、有料化を実施している他の自治体の約4倍にしなければならないことが明らかになった。次に他の自治体と同等のごみ1リットル当たり1.2円の有料化に加え、6分別以上の分別数の拡大を併せて行った場合には、ごみ量では大きな減少がみられた。

    循環型都市の構築は地球インパクト低減のための大きな目的の一つとなっている。なかでも、ごみ問題の深刻化や「容器包装リサイクル法」の制定などから、自治体における分別収集体制の整備が必要となってきている。このため、本研究では既存の諸システムを比較検討したうえで、有効な資源回収システムとその構築のための要件について明らかにすることを目的としている。
    まず、首都圏1都3県の自治体に対してアンケート調査および統計調査を行い、先進的に取り組む自治体の資源回収方策の現状とその成果、問題点について分析を行った。この結果、自治体では住民の協力が得られやすいと感じてより高度(細分別、多品目)な分別を行っているが、実際には住民の協力が十分に得られていないためソフトウェアでの変更だけでなくハードウェアでの啓発活動なども合わせて実施することが必要であること、また集団回収への支援は回収拠点の確保などハードウェアの困難性を克服することが課題であること、などを明らかにした。
    これらの課題に対して計画段階からの配慮や住民との協働が必要と考え、アンケート調査及び計画書などをもとに、資源回収方策とハード、ソフトを含めたごみ処理計画との関連について分析を行った。この結果、積極的な資源回収方策を行っている自治体のごみ処理計画の特徴として、計画の理念・方針でリサイクルあるいは減量を位置づけていること、策定プロセスに着目すると、他部局との調整を行っている自治体ほど、また、住民・事業者などの関連主体との関わりを幅広く行っている自治体ほど積極的な資源回収、とりわけ集団回収への支援に積極的であることが明らかになった。
    今後はこの成果を踏まえ、実際の地域を対象に、具体的な資源回収システムの提示を行う。また、提示したシステムについてシミュレーション分析を行い、資源回収の費用と効果の面からのシステムの評価を行う予定である。

    本研究では、人間活動がもたらす便益や費用、リスクのそれぞれを負担する主体が乖離する傾向にあることに鑑み、今後のリスク対策を効率性とともに社会的な公正という視点から捉え直し、新たなリスク管理のための基礎的な知見を得ることを目的とした。
    本研究で明らかになった点は、次の3点である。第一に、米国では環境影響と住民の社会的属性との関係を公開されている行政データに基づいて研究が進められているが、わが国では同様の研究に必要なデータへのアクセスが極めて困難であるため、同様の研究は容易に遂行できない。また、わが国で検討が必要と思われる複数の都市圏や地域を包括する広域環境に対する研究は比較的少ない。
    第二に、東日本地域を対象とした産業廃棄物の広域処理に関する調査の結果、行政が把握している行政区域外からの廃棄物搬入量は全体として減少傾向にある。ほぼ全ての各自治体がこのような状況を望ましい方向と考えており、平成8年度から開始される廃棄物処理計画の策定段階でも積極的な姿勢は示されていない。しかし、国は処理・処分の実効性を高めるため都市圏の枠を超えた広域的な処理を進める方針を打ち出しており、都県レベルと国の方針との間に整合性を見出しにくい。行政当局におけるこのような対応は環境的な公正を担保する上で好ましいものとはいえない。このため、廃棄物処理に伴い発生するベネフィット、コスト、リスクの負担主体を考慮した広域的な視点から各都県の方針を調整する機関や組織の必要性が極めて大きいことが示唆される。
    第三に、産業廃棄物に限らず一般廃棄物や電気・水道等のライフライン供給、また観光資源の開発にも必要になると考えられる。各々の問題について他の問題との共通性と特殊性を検討し、設定されるべき地域間の調整機関や組織のあり方を今後検討する必要がある。
